Recently, the Cyberspace Administration of China released the 2025 "Clear and Bright" series of special actions to rectify key issues, proposing 8 key rectification tasks, including rectifying the Spring Festival network environment, rectifying false information published by "self media", rectifying malicious marketing in the short video field, and rectifying the chaos of AI technology abuse. The key rectification tasks of the "Clear and Honest" series of special actions in 2025 mainly include: firstly, rectifying the online environment during the Spring Festival, focusing on cracking down on issues such as inciting extreme opposition, fabricating false information, promoting vulgar and vulgar customs, promoting bad culture, and attracting illegal activities. The second is to rectify the dissemination of false information by "self media", including the publication of content that interferes with public opinion, misleads the public, fails to annotate information, issues with false and genuine content, lack of qualifications, and the provision of fake professional information, and standardize the dissemination of information content in key areas. The third is to rectify malicious marketing in the field of short videos, crack down on issues such as false posing, false personas, false marketing, and sensationalizing controversial topics, and strengthen the labeling of information sources, fictitious and deductive labels. The fourth is to rectify the chaos of AI technology abuse, highlight AI technology management and information content management, strengthen the identification of generated and synthesized content, crack down on the use of AI technology to generate and publish false information, implement network water army behavior, and standardize the network ecology of AI applications. The fifth is to rectify the "black mouth" of enterprise related networks, deal with the collection of negative information, spread rumors and slander against enterprises and entrepreneurs, engage in false and untrue evaluations, defame product and service quality, and further optimize the business network environment. The sixth is to rectify the online environment for minors during the summer vacation, strengthen the governance of harmful content related to minors, purify key information content such as children's smart devices, minors' modes, and minors' zones, and prevent the risk of online and offline interweaving. The seventh is to rectify the chaos of online live streaming tipping, crack down on prominent problems such as using high cashback to attract tipping, emotional disguise to induce tipping, vulgar content to stimulate tipping, and underage tipping, and strengthen the management of live streaming tipping functions. The eighth is to rectify malicious instigation of negative emotions, including using hot events to provoke extreme group opposition, exaggerating and sensationalizing false information and negative topics, promoting panic and anxiety, and using bloody and violent images to provoke online hostility. We will seriously investigate and punish illegal marketing accounts, online water armies, and MCN institutions. The head of the relevant department of the Cyberspace Administration of China stated that it will orderly promote the various tasks of the "Clear and Bright" series of special actions, and at the same time, it will also increase the focus of rectification according to the actual situation. We will further strengthen the responsibilities of all parties involved, continuously purify information content, standardize functional services, ensure the effectiveness of rectification work, and promote the continuous improvement of the online ecosystem.
