Accurately cultivate rural e-commerce talents

Promoting the high-quality development of rural e-commerce is a key focus proposed in the No. 1 central document of the Central Government. The prosperity of rural e-commerce is a key lever to narrow the "digital divide" between urban and rural areas and activate the endogenous driving force of rural economy. Among them, cultivating relevant talents is an important foundation. Since the 18th National Congress of the Communist Party of China, the cultivation of rural e-commerce talents in China has achieved remarkable results. In 2024, the national rural online retail sales increased by 6.4% year-on-year, and the online retail sales of agricultural products increased by 15.8% year-on-year. Based on regional characteristics, various regions across the country are cultivating rural e-commerce ecosystems, forming a demonstration effect of multi-point flowering. For example, Zhejiang Province vigorously promotes e-commerce into rural areas, trains more than 100000 e-commerce talents, promotes rural e-commerce to become a trillion dollar industry, carries out agricultural, cultural and tourism talent training, and drives employment for more than 100000 people. Longnan City in Gansu Province is deeply cultivating the brand of "Longnan E-commerce", with a stable team of 14000 e-commerce operators in the city, driving employment for more than 300000 rural residents and training over 320000 rural talents. To support the construction of digital rural areas, a series of relevant policies have been introduced one after another. In 2024, the Ministry of Commerce and nine other departments issued the "Implementation Opinions on Promoting the High Quality Development of Rural E-commerce", which clearly stated the implementation of the Youth Rural E-commerce Cultivation Project and the launch of the "Qingyun China" live streaming agricultural assistance activities. These measures further enhance the driving force of rural e-commerce in employment and entrepreneurship. However, some issues also objectively exist. For example, there is a shortage of specialized and professional talents with insufficient motivation to stay in rural areas, weak comprehensive abilities of key personnel hinder the expansion of upward channels for agricultural products, and insufficient practicality of the training system leads to low efficiency in talent transformation. In the future, policies should be implemented from multiple perspectives to precisely cultivate rural e-commerce talents. Strengthen top-level design and build a "full chain" policy support system. Build a cross departmental policy integration platform to break down institutional barriers between e-commerce support policies, industrial revitalization policies, and talent guarantee policies. Build a gradient cultivation system that empowers the eastern region, enhances the central region, and builds the foundation in the western region, and promote the establishment of paired assistance mechanisms between developed e-commerce regions in the Yangtze River Delta and Pearl River Delta and the central and western regions. Establish a special fund for the introduction of e-commerce talents, and appropriately tilt it towards underdeveloped areas in the central and western regions, making the cultivation of rural digital talents and e-commerce talents a key task for local governments. Improve tax incentives and entrepreneurship support, provide credit funds and incentive policies such as tax reductions and exemptions for entrepreneurs. Establish a "digital talent station" to integrate resources from departments such as human resources and social security, agriculture, and commerce, forming a three-level linkage mechanism of city level coordination, county level implementation, and township level practice, and achieving cross regional talent sharing. Deepen the integration of industry and education, and create a "practical" talent training model. Strengthen the intensive restructuring of training resources, establish a standardized course certification system, design a modular course system based on the needs of e-commerce industry chain positions, covering core competency modules such as digital marketing, supply chain management, and data analysis, and timely incorporate new formats such as live streaming e-commerce and cross-border e-commerce to ensure the resonance between talent cultivation and industry development. Realize the scenario based forging of capabilities, rely on the demonstration base of industry education integration to build a "virtual real integration" training ecosystem, construct a training center equipped with intelligent product selection system, live streaming simulation cabin and other professional facilities, form a full chain e-commerce operation simulation environment, develop a digital twin training system, and cultivate risk prediction and decision-making abilities. Improve the talent development mechanism guided by the government, supported by universities, led by enterprises, and participated by society, and simultaneously build a hierarchical and classified incubation system. Design differentiated growth paths for different groups such as returning youth and new farmers. Optimize the talent ecosystem and improve the long-term guarantee mechanism of "attracting, nurturing, and retaining". Optimize the ecological environment of rural e-commerce, vigorously attract social capital investment, increase investment and transformation in infrastructure and electronic devices such as network coverage and logistics distribution in rural areas, open up the two-way channel between the "first kilometer" of agricultural products up and the "last kilometer" of industrial products down, and consolidate the hardware foundation for the development of digital economy talents. Explore flexible talent introduction models such as technology investment and achievement transformation, establish a hierarchical and classified talent service mechanism, build a three-level service network of city and county talent service centers, township talent stations, and village level service outlets, and establish public service projects such as e-commerce platform liaison, product quality testing, legal demand consultation, and conflict resolution to solve the worries of talents.
