The "Opinions" put forward requirements in nine aspects, including strengthening prevention at the source, providing guidance on legal education, enhancing technological empowerment, regulating enterprise inspections, highlighting law enforcement priorities, unifying discretionary benchmarks, strengthening flexible law enforcement, focusing on post punishment rectification, and strengthening team building. It actively explores the unity of law enforcement and services, combines bottom line compliance with development promotion, promotes a gradual law enforcement model, implements the linkage of "legal education publicity education guidance warning reasoning administrative punishment supervision and rectification", strengthens the entire process of law enforcement services, achieves "proactive prevention before the event, cautious consideration during the event, and post event guidance and rectification", strictly prevents law enforcement from being "one size fits all", and provides strong legal support for creating a good business environment. For example, in terms of regulating inspections related to enterprises, the "Opinions" require strengthening the coordination and overall planning of on-site inspections, comparing with the list of rights and responsibilities, scientifically formulating inspection plans, achieving "one investigation" at a time, and reducing multiple inspections and repetitive inspections.
