Strengthening the elderly care service team to support the happiness of the "sunset red"

2025-02-24

In 2013, the "Several Opinions on Accelerating the Development of the Elderly Care Service Industry" was issued, marking the beginning of the first year of development for China's elderly care service industry; In 2024, China's first comprehensive policy document on the construction of the elderly care service talent team, "Opinions on Strengthening the Construction of the Elderly Care Service Talent Team", will be issued; At the beginning of this year, China issued for the first time the Opinions on Deepening the Reform and Development of Elderly Care Services under the name of the Party Central Committee and the State Council. Over the past decade, China's elderly care service industry has achieved rapid development from scratch, and cultivating a group of caring, more professional, and innovative elderly care service talents has become the key to promoting high-quality development of elderly care services. With the transformation of elderly care concepts, people's personalized needs for life care and mental care have increased, and higher requirements have also been put forward for the cultivation of elderly care service talents Wu Yushao, President of the China Association for Social Welfare and Elderly Care Services and Vice Dean of the Institute of Aging at Fudan University, said in an interview with Science and Technology Daily reporters. In recent years, with the development of the silver economy, there has been an imbalance in the supply and demand of professional talents. Graduates of nursing related majors have become a "hot commodity" in the job market. Wu Yushao introduced that elderly care service talents mainly include three categories: skilled talents, professional and technical talents, and management talents. The current skilled personnel in elderly care services are mostly middle-aged and elderly people, and the problem of a gap between middle-aged and young people is prominent; The total number of professional and technical talents in elderly care services, such as health managers, is insufficient; Due to factors such as slow promotion, there is also a serious shortage of talent in elderly care service management. The "14th Five Year Plan for the Development of National Aging Industry and Elderly Care Service System" points out that there are problems such as unbalanced and insufficient development of aging industry and elderly care services in China, and the shortage of professional talents, especially nursing staff, is one of the main manifestations. A survey report released by institutions such as the China Aging Science Research Center shows that there is a demand for 6 million elderly care workers in China, but currently there are only 500000 related practitioners. Wang Cheng, a young man born in 1995, is the first elderly care worker in Shanghai to be introduced and settled as a key talent. He told reporters that frontline elderly care workers need to become professionals who not only understand elderly health care skills, but also have knowledge of medical nursing such as elderly diseases and medication, daily rehabilitation training for elderly people, and so on. High demands, heavy tasks, and low income have led to a significant loss of middle-aged and young elderly care workers, "he said. Tang Qin, Vice President and Secretary General of the Beijing Association for the Promotion of Ethnic Medicine Culture Research, has been engaged in the training of traditional Chinese medicine elderly care talents for many years. She said that due to the diverse levels of elderly care services, cross disciplinary integration, and strong practicality, the high-quality supply of elderly care service talents is currently slower than the pace of aging to some extent. Many public elderly care institutions face the development dilemma of elderly people waiting in line to move in, and the number of newly hired elderly care service talents is far from sufficient. Injecting more "youthfulness" into the elderly care industry to accelerate the establishment of a talent training system for elderly care services, in recent years, various regions across the country have successively introduced corresponding support policies, forming a batch of excellent experiences that can be implemented and replicated in expanding talent sources, improving talent quality and ability, perfecting talent evaluation mechanisms, and improving guarantee and incentive measures. Since 2018, Shanghai has included majors such as elderly services and management, nursing, etc. in the list of scarce majors. Yangpu District in Shanghai has also innovated the "talent order class" mechanism and continued to attract high-quality and young nursing talents like Wang Cheng to settle down. Chongqing is also making arrangements to improve professional talent policies and optimize the allocation of elderly care positions, striving to build a hierarchical and structurally reasonable team of elderly care service talents. Hangzhou City, Zhejiang Province, focuses on talent cultivation and utilization, and has trained a group of comprehensive professional talents who can provide various forms of services such as life care, rehabilitation services, emergency rescue, spiritual comfort, and psychological counseling through training in elderly care service skills and improving talent utilization mechanisms. We conduct skills training for elderly care service talents throughout the city through a combination of online training and offline coaching. This year, we also plan to organize the selection of leading talents in elderly care services and cultivate leading figures in the elderly care industry Chang Lijie, director of the Hangzhou Elderly Care Service Guidance Center (Hangzhou Elderly Activity Center), stated that elderly care workers who win awards in provincial or national competitions have the opportunity to be recognized by relevant departments as "Zhejiang Province Technical Experts", senior technicians, etc., and enjoy corresponding talent benefits, inspiring outstanding talents to enter the field and adhere to the elderly care industry. With the upgrading of elderly care service concepts and the increasing demand for spiritual rehabilitation and smart elderly care, the importance of talents such as elderly social workers and smart health elderly care administrators has become increasingly prominent. Fan Jinlin, a young man born in 1995, runs five nursing homes in Xuchang City, Henan Province. In 2022, in order to enrich the spiritual life of the elderly in their later years, he and a group of "post-90s" young people explored the transformation of pension services with the help of Internet operation thinking, built a "popular nursing home" and became popular on the Internet, gaining more than 3 million fans. We organize elderly people to shoot short videos, play e-sports, do live broadcasts, and play rock music. This not only changes the dull and stereotypical impression of nursing homes in the past, but also attracts and cultivates a group of innovative and thoughtful elderly service talents, injecting more 'youthfulness' into the elderly care industry Fan Jinlin told reporters. Professional, interesting, convenient, and intelligent elderly care has become a new expectation for middle-aged and elderly people. In the future, we will further strengthen talent cultivation, build a high-quality elderly care service team, and enable more outstanding talents to vigorously support the happiness of the 'sunset red' Chang Lijie said.
