On February 17th, General Secretary Xi Jinping emphasized at a symposium on private enterprises that "it is timely for the vast number of private enterprises and entrepreneurs to show their talents", and proposed that "we hope that the vast number of private enterprises and entrepreneurs will have the ambition to serve the country, work hard for development, abide by the law and operate well, promote common prosperity, and make new and greater contributions to promoting Chinese style modernization". This important speech not only pointed out the development prospects for private enterprises, demonstrated the earnest expectations of the Party Central Committee for private enterprises, but also affirmed the important role of private enterprises in promoting high-quality economic development. Facing the mighty spring breeze, private enterprises are using innovation as an engine to inject surging momentum into high-level technological self-reliance and self-improvement. Overall, private enterprises in China have become one of the main forces in original and disruptive innovation. Whether it is achieving technological breakthroughs from scratch, conquering disruptive technologies, or promoting industrial ecological reconstruction and upgrading, private enterprises have always been at the forefront, contributing about 70% of innovative achievements. For example, private communication technology enterprises have achieved strategic breakthroughs in communication technology and computing power technology; The average age of the "Six Little Dragons" in Hangzhou is less than 10 years old, but they have rewritten the technological development trajectory of their industries with strong innovation capabilities, confirming the evolutionary law of private enterprises from following to leading. It can be said that private entrepreneurs and enterprises are constantly contributing more to promoting technological innovation, cultivating new quality productivity, and building a modern industrial system. Behind the leapfrog development of technology in private enterprises, it is inseparable from a strong team of technology-based entrepreneurs, internal driven technological innovation capabilities of enterprises, and a relaxed and inclusive technological innovation ecosystem. Among them, technology-based entrepreneurs internalize the technological innovation capability of market entities through innovative combinations of production factors, rely on a relaxed and inclusive technological innovation ecosystem, achieve the coupling of entrepreneurs, enterprise organizations, and innovation ecology, and stimulate the innovation drive, vitality, and ability of enterprises. In private enterprises, the entrepreneurial team with innovative mission and patriotic enthusiasm is the core force for achieving technological breakthroughs. The entrepreneurs who participated in this symposium all regard technological innovation as the core competitiveness of their enterprises. They have been persistently investing in technology for decades, or have been learning cutting-edge technologies for a long time, or have made great efforts to introduce high-quality technological innovation talents, fully reflecting the characteristics of human capital in enterprises. In summary, technology-based entrepreneurs are human capital characterized by the combination of knowledge and skills, innovative consciousness, and technological activities, and constitute the core production factors of the enterprise. Therefore, technology-based enterprises have unique technological insights, risk-taking ability, and market innovation ability, and can play a leading role in private enterprises like fish in water. An undeniable fact is that the more developed the private economy is in a region, the more sound the science and technology entrepreneurship education will be, the stronger the team of technology-based entrepreneurs will be, and the technology innovation in that region will be at the forefront. With a strong team of technology-based entrepreneurs, it is also necessary to have the technological innovation capability of internally driven enterprises. In the era of digital economy, the new generation of artificial intelligence and future industrial development are facing fierce global competition and high-risk challenges, which inevitably requires strong internal driving innovation as support. The reason why private enterprises have become the trendsetters and leaders of the digital economy is that they have completed a leap from tool innovation to paradigm reconstruction, and reconstructed their independent innovation capability system. For example, Chinese machinery manufacturers have taken the lead in creating an industrial big data software and hardware platform that combines "terminal+cloud", exploring a development path for Industry 4.0; Black Myth: Wukong "has created a new milestone for domestic games and pioneered a new paradigm of deep integration of cultural symbols and hardcore technology. This evolutionary logic from point to surface includes both in-depth breakthroughs in core technologies and advanced strategic layouts. Private enterprises in our country are gradually participating in and changing the new pattern of global technological competition in a spiral like upward trajectory. Some leading private enterprises have played a major role in the industrial chain, building a new ecology of "four chain integration" of innovation chain, capital chain, supply chain and talent chain, creating digital platforms such as digital twins and industrial Internet, driving other enterprises to deeply participate in the formulation of international standards, and providing a Chinese solution for the development of the global digital economy. The cluster like emergence of innovative achievements cannot be separated from an inclusive and relaxed innovation ecosystem and a first-class business environment. The deep coupling between market mechanisms and innovation ecology is the environmental guarantee for private enterprises to capture the window period of technological iteration, which promotes them to constantly break through boundaries in the virtuous cycle of "demand driven innovation and innovation created market". Zhejiang encourages private entrepreneurs to participate in the formulation of enterprise related policies and has opened up many green channels for the long-term development of enterprises. These practices reflect the governance wisdom of efficient markets and collaborative efforts with the government. In such a collaborative governance framework, the government and the market establish consensus and create a relaxed, inclusive, and effective innovation environment through cooperation and interaction. In the future, we need to further improve the technology risk sharing mechanism of "tolerance for failure", establish a larger scale and multi investment entity innovation parent fund, and provide long-term capital support for enterprises; Implement digital reforms such as "data acquisition" and "cloud review" to gradually improve administrative approval efficiency; Establishing a boundary awareness of "not being called" and a service consciousness of "being on call", promoting the transformation of government service providers from managers to escorts. In the great journey of Chinese path to modernization, private enterprises are both witnesses and builders. We must always adhere to the "two unwavering" principles, further deepen reform and opening up comprehensively, ignite the innovation flame of private enterprises, and let the innovation flame of private enterprises ignite a prairie fire, writing a brilliant chapter for high-quality economic and social development.
