"I bought an electric heater from a nearby supermarket and have only been using it for over two years, so I didn't expect it to have problems." In the winter of 2024, an elderly person's electric heater in Zunyi City, Guizhou Province malfunctioned, causing thick smoke to billow in an instant. Firefighters arrived and quickly dealt with the situation, fortunately there were no casualties. Small suns, electric blankets, warm air heaters, electric heating bags... This winter, various "heating tools" are very popular in some areas. While bringing warmth to residents, safety accidents caused by these products are not uncommon. The reporter learned from the Hunan Provincial Fire Rescue Corps that since the beginning of winter in 2024, as of January 26, 2025, there have been about 1400 incidents of heating related fires in the province. After investigation, this type of fire is mostly caused by residents' close contact or prolonged use of heating appliances. At the same time, some "heating appliances" have simple structures, no temperature control switches, and even lack quartz pipes, which poses a fire hazard. After using the electric blanket for only a few days, I found that the connecting wires were very hot, afraid of spontaneous combustion The 'Little Sun' I bought on the market broke after using it twice and didn't even have an instruction manual. The reporter logged on the online complaint platform and found that many netizens complained about the "heating artifact": some "little sun" repeatedly tripped when it was plugged in, some heaters were bought and found the base was damaged and a screw fell... What are the hidden dangers of unqualified "heating artifact"? What could be the potential consequences? How can consumers protect their rights if they purchase substandard products? How can relevant departments rectify unqualified products? In response to these issues, the reporter conducted an investigation. During on-site interviews, reporters found that some "heating appliances" on the market are unqualified products, mainly due to lack of certification, poor quality, and prohibition. First, let's take a look at the authentication. Electric heating appliances such as "Little Sun", warm air heaters, and oil heaters are mandatory certification products of the country and must undergo product certification and bear the China Compulsory Certification (CCC) certification mark. Indoor heaters should comply with the relevant requirements of the national mandatory standards "Safety of Household and Similar Electrical Appliances Part 1: General Requirements" (GB4706.1) and "Safety of Household and Similar Electrical Appliances Part 2: Special Requirements for Indoor Heaters" (GB4706.23). On January 20th, the reporter followed law enforcement officers from the local market supervision bureau into the Hunan Gaoqiao Market in Yuhua District, Changsha City, Hunan Province. This is one of the distribution centers for selling "heating appliances". At Hongshun Electric Appliance Trading Company, law enforcement officers discovered an old model of Rainbow brand electric blanket. Through the National Certification and Accreditation Information Public Service Platform of the State Administration for Market Regulation, they were unable to find the corresponding CCC certification certificate number that was valid for the model. The store manager stated that this model of product has been discontinued, and its certification certificate was still valid during production. After further verification by law enforcement personnel, it was found that the product was produced normally within the validity period of the CCC certification certificate. Law enforcement officers have also randomly inspected some merchants' electric blankets, "Little Sun" and other products, and have not found any products without CCC certification yet. On the same day, the reporter followed law enforcement officers such as Zhang Yunfei, the captain of the Comprehensive Administrative Law Enforcement Brigade of Jinsha County Market Supervision Bureau in Bijie City, Guizhou, and Qiu Hailong, the head of the Comprehensive Administrative Law Enforcement Second Squadron, into business premises such as Baixin Fresh Supermarket and Jincheng Electric Appliance Mall in the county. Just having the CCC certification mark is not enough, we still need to verify with the certification certificate of the State Administration for Market Regulation Qiu Hailong opened the certification administrative supervision mini program and entered the manufacturer and product model to check one by one. "The product model is like an ID card. By comparing it with the registration information of the State Administration for Market Regulation, as long as it is fake, it can be discovered." The reporter searched for "electric heaters" on a certain e-commerce platform and found that most products have the CCC certification mark. But when asked by reporters if multiple shops could view the CCC certification certificate, customer service mostly replied, 'It's with the boss, I don't have it here,' and couldn't provide it directly. Among them, one of the sales link details page displays a radiation type electric heater produced by a certain Exhibition Electric Appliance Co., Ltd. in Cixi City. The CCC certification certificate number retained on the same sales link product parameter page belongs to a certain Jia Electric Appliance Co., Ltd. in Cixi City. Further investigation by reporters found that a certain exhibition electrical appliance Co., Ltd. in Cixi City has either revoked its CCC certification or suspended it in the first half of 2024, which is not within its validity period. On January 24th, the reporter followed Li Jianpeng, a staff member of the Product Quality Supervision Department of the Shenyang Market Supervision Bureau, to the Jiadele Life Shopping Supermarket in Shenbei New District. They found that the Binqiao Bridge electric blanket sold in the supermarket had problems such as incomplete product labeling and instruction manual content. The logo and instructions for electric blankets should clearly specify the electrical parameters, correct usage methods, and precautions of the product. If the content of the logo and instructions is incomplete, consumers may not be able to use them correctly, causing safety accidents, "said Liu Chang, director of the Electrical Department of Shenyang Quality Inspection Institute. The reporter sorted out the summary table of the 2024 product quality supervision and inspection results of the Bijie Market Supervision Bureau, and found that some heating products had problems such as excessive power and current. For example, the Biaodao brand heater sold by Baixin Fresh Supermarket in Jinsha County is manufactured by Changcheng Electric Appliance Factory in Songjiatang, Shaodong City, Hunan Province. The reason for its non conformance is that the input power and current are 19% higher than the rated value, far exceeding the safety range. Some people think that the higher the power of the 'heating artifact', the warmer it will be, but if the actual power of the product exceeds the rated power, it not only wastes electricity, but also poses a risk of flammability, "said Cai Jingfu, an inspector at Guizhou Machinery and Electronic Product Quality Inspection and Testing Institute. At the end of last year, an indoor heater produced by Cixi Hangjia Electric Appliance Co., Ltd. was found to be unqualified at Shengfeng Supermarket in Jinsha County. The main reason was that the cross-sectional area of the power connection and external flexible wire was less than 0.75 square millimeters, and there was a lack of grounding measures. Cai Jingfu analyzed that the cross-sectional area of flexible cords is too small, which can easily cause overheating and scalding. "Heating products should use qualified three hole sockets with grounding wires, otherwise there will be a risk of leakage." Zhou Weiwen, a quality inspection engineer for household appliances at Hunan Provincial Institute of Product Quality Inspection, reminds consumers that product defects can be discovered through observation, touch, and other methods, such as cables that are too thin or too soft, and shells that are too thin. Heating product cables also need to comply with CCC certification. If there are no standardized certification marks, models, parameters, etc. on the cables, try not to purchase them. It is worth noting that some of the "heating appliances" sold in the market are actually prohibited products. At the farmers' market on Nanshi West Road in Xinmin City, Shenyang, staff from the Xicheng Market Supervision Office of the local market supervision bureau investigated and dealt with the Colorful Department Store. The "electrode heated electric water bag" sold here is a product prohibited by the state from production. The director of the institute, Zhang Peifu, introduced that according to national standards, the conductive liquid inside the thermal storage electric hand warmer should not come into direct contact with live parts, and the product does not have necessary labels and information such as trademarks and place of origin. Therefore, it has been confiscated. How can market regulatory departments strengthen law enforcement and consumer reminders to rectify the chaos in the unqualified "heating artifact" market? The relevant person in charge of the Enforcement and Inspection Bureau of the State Administration for Market Regulation stated that the production and sale of unqualified heating products are suspected of violating laws and regulations such as the Product Quality Law of the People's Republic of China, the Certification and Accreditation Regulations of the People's Republic of China, and the Standardization Law of the People's Republic of China. The market supervision department will suspend or revoke the certification certificate based on the severity of the violation and the consequences of the harm; Confiscate unqualified products and illegal gains, and impose fines; For those with serious circumstances, they shall be ordered to suspend business for rectification until their business license is revoked; If it constitutes a crime, it shall be transferred to the judicial organs for criminal responsibility in accordance with the law. It is reported that the State Administration for Market Regulation will focus on illegal activities related to the quality and certification of "heating appliances" products, strengthen regulatory enforcement, enhance the dispatch and supervision of key cases, strengthen law enforcement and warning exposure, and strengthen the full chain traceability crackdown.
