Expert on the launch of the first batch of special bonds for land collection and storage in 2025: promoting the real estate market to enter a new cycle

2025-02-14

Recently, the two sessions of the provincial and local governments have come to an end, and the deployment of this year's real estate work in various regions mainly involves new models of real estate development, stabilizing the market, and other aspects. Among them, the collection and storage of existing housing and land has been mentioned in multiple local government work reports. Henan explicitly mentioned the use of local government special bonds to support the acquisition of existing commercial housing, while Guizhou proposed to increase the support for special bonds, explore the "housing ticket" model, and jointly promote the clearance of existing resettlement housing and the destocking of commercial housing. Guangdong mentioned using special bond funds to recover idle stock land. After the Spring Festival, many places in Guangdong Province have successively issued public notices for the purchase of idle land through special bonds, taking the lead in firing the "first shot" of land acquisition and storage. The reporter found that Zhuhai, Zhongshan, Chaozhou, Maoming, and Huizhou have already issued notices of planned storage. According to information on local government websites, the five aforementioned areas involve a total of 32 plots of land, with a total land acquisition area of 142 hectares and a total acquisition price of 14.75 billion yuan. According to Zhang Di, Chief Macro Analyst of China Galaxy Securities, based on the characteristics of land acquisition and storage in Guangdong region, about 91% of the idle land currently acquired belongs to local state-owned enterprises, with an average land acquisition discount rate of about 88%. In addition, multiple plots of land are being acquired at the current auction price, and the original use of the land to be acquired is mainly residential. Overall, the scale of land acquisition and storage in various regions in this round is relatively objective. The total price of land to be purchased in Zhuhai, Huizhou, Chaozhou, Zhongshan, and Maoming accounts for 84%, 54%, 46%, 31%, and 24% of the total land transaction price in 2024, respectively. The acquisition of idle stock land through special bonds is conducive to improving the market supply and demand relationship, promoting the real estate market to enter a new cycle, and is also a key measure to promote real estate development investment and stabilize new construction by 2025. It will break through various storage bottlenecks, accelerate the pace of storage, and may be an important focus of future central and local government policies. Relevant supporting policies are expected to continue to be improved The middle finger research institute analyzed and pointed out. In fact, since 2024, the degradation of existing housing and land has been continuously mentioned. In October 2024, the Ministry of Finance announced at a press conference that special bonds would be allowed to be used to purchase idle land and existing commercial housing. On November 7th, the Ministry of Natural Resources issued a notice on the use of local government special bond funds to recover idle land, further clarifying the process and focus of special bond purchases of idle land. Land acquisition and storage may be a major focus of the land market in 2025. Li Yujia, Chief Researcher of Guangdong Housing Policy Research Center, believes that the current large scale of land inventory puts great pressure on stable land prices, which is not conducive to improving the funding chain of developers and preventing risks for real estate enterprises, nor is it conducive to ensuring delivery. Land destocking and reducing inventory from the source is conducive to promoting the market to stop falling and stabilize. In 2025, more proactive fiscal policies will be implemented, and stable growth will be driven by projects. The issuance of special bonds will be accelerated to create conditions for land acquisition and storage. Zhang Di believes that the acquisition of idle land has two impacts on the economy: alleviating cash flow and driving new investment. The short-term purpose of idle land acquisition is to control land supply, promote stable housing prices, and improve cash flow. In the long run, it still needs to be used for investment. Based on the past investment cost of land occupying real estate development, the future recycling and reuse of idle land is expected to drive 1 trillion yuan in new real estate or infrastructure investment. Yan Yuejin, Vice President of Shanghai E-house Real Estate Research Institute, believes that the acquisition of existing land in many parts of Guangdong has opened the prelude to the special bond acquisition of existing land in 2025. It is expected that all provinces and cities will gradually join the ranks of "issuing bonds to collect land" in the first quarter. The launch of the bond issuance and land acquisition model will help to quickly and efficiently promote the revitalization of existing land, and have a positive effect on the balance of supply and demand in the land market. Of course, the most crucial aspect is that the acquisition of such land projects has a positive effect on improving the financial situation of relevant real estate companies. Conversely, it helps real estate companies to enter the market with light equipment and maintain stronger competitiveness in stabilizing business operations or entering a new round of investment and land acquisition.
