Policy warm air blows frequently, enterprises compete for low altitude logistics track
2025-02-08
According to the official website of the State Post Bureau, on February 6th, the bureau held a meeting of its director's office. The meeting emphasized the need to increase efforts in the transformation and application of scientific and technological achievements, continue to promote the construction of national postal express hubs and the 'Green Shield' project, as well as the large-scale development of artificial intelligence and low altitude logistics, and empower the industry to achieve high-quality development. Zhang Xiaorong, President of the Institute of Deep Science and Technology, told reporters that the above statement will have a positive impact on the development of low altitude logistics in various aspects, promote the introduction of more reward subsidies and tax incentives, and provide strong guarantees for the high-quality development of the low altitude logistics market. The market presents multiple characteristics. Low altitude logistics refers to a new type of logistics method that uses drones and other aircraft to transport goods in low altitude airspace. This model breaks through the limitations of traditional ground logistics and has advantages such as fast, efficient, and flexible scheduling. Low altitude logistics is an important component of the low altitude economy. In February 2021, the Central Committee of the Communist Party of China and the State Council issued the "Outline of the National Comprehensive Three dimensional Transportation Network Plan", which included the "low altitude economy" in the national plan and provided necessary policy guidance for the development of low altitude logistics in the future. Experts interviewed generally stated that after years of accumulation, China's low altitude logistics market has entered a stage of rapid development and presents the following characteristics: frequent policy benefits, continuous innovation in technology and products, and increasingly fierce market competition. In November 2024, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Action Plan for Effectively Reducing Logistics Costs in the Whole Society", which proposed to "promote unmanned vehicles, unmanned ships, unmanned aerial vehicles, unmanned warehouses, and unmanned loading and unloading technology equipment". In the same month, the Ministry of Transport and the National Development and Reform Commission issued the "Action Plan for Reducing Costs and Improving Quality and Efficiency in Transportation and Logistics", which proposed to "actively develop commercial applications such as drone delivery". Many incremental policies have pointed out the direction for the development of low altitude logistics, enhancing market awareness and acceptance of related technologies and products. The continuous iteration and updates of low altitude aircraft such as drones and eVTOLs (electric vertical takeoff and landing vehicles) provide important support for the long-term development of the low altitude logistics market. Zheng Lei, Chief Economist of Samoyed Cloud Technology Group, told reporters that currently, low altitude aircraft are changing towards greater safety, intelligence, and efficiency to meet delivery needs in different scenarios. More and more companies are intensifying their layout in this field. For example, according to the WeChat official account "China Post", the unveiling ceremony of China Post UAV (Beijing) Co., Ltd. (hereinafter referred to as "the Company") was held in Beijing on January 8. According to data from the Tianyancha APP, the controlling shareholder of the company is China Post Express Logistics Co., Ltd., with a registered capital of 100 million yuan. The increasing number of market participants is an inevitable result of technological progress, which helps to promote service innovation and optimization, and is beneficial for the overall healthy development of the low altitude logistics market Xie Xiaowen, a special researcher at the China Logistics Society, told reporters. With broad development prospects and the combined effect of policy support and other factors, the low altitude logistics market continues to achieve new results. On January 23rd, the first low altitude logistics route in Yichang City was opened; On January 18th, the launch ceremony of the low altitude logistics route in the Guangdong Hong Kong Macao Greater Bay Area - "China Post Haizhu District Bulk Mail Processing Center to Tianhe District Smart Government Operation Center, the first flight of normalized commercial operation of unmanned aerial vehicle urban postal routes" was held in Yuexiu District, Guangzhou; On January 15th, the first low altitude logistics route in Guizhou Province (unmanned aerial vehicle medical scene delivery) successfully made its maiden flight in Xiuwen County, Guiyang City. The industry is generally optimistic about the prospects of the low altitude logistics market. The "2024 China Low altitude Logistics Development Report" released on December 27, 2024 shows that the market size of low altitude logistics is expected to reach 120 billion to 150 billion yuan by 2025, and is expected to reach 450 billion to 605 billion yuan by 2035. To open up a vast market space, we also need to do the following work well Luo Jun, Executive Director of the China Low altitude Economic Alliance, told reporters that efforts will continue to improve the construction of low altitude logistics infrastructure, promote the gradual stabilization of the related equipment and facility industry chain, and enhance the ability to provide low altitude flight services and support. In addition, low altitude aircraft need to obtain multiple certificates before conducting delivery services, so industry companies need to continue to work hard in this direction. Zhang Xiaorong believes that as of now, the specialized legal norms for unmanned aerial vehicles and other equipment are not perfect, and it is difficult to clarify the rights and obligations of all parties in low altitude flight. In the future, all parties need to work together to solve the challenges faced by low altitude logistics in legal regulation construction and ensure the healthy development of the market.
