Among them, the development and utilization of data elements have been emphasized in many places, and accelerating the construction of data infrastructure, standardizing data operation and use, and other aspects have become important levers. Pang Yang, academic advisor of the United Financial Digital Economy Research Institute, stated in an interview with reporters that the digital economy is the main economic form after agricultural and industrial economies, and is an economic form that relies on data as a key production factor. In the past decade, China's data volume has grown rapidly. It can be seen that in the process of transitioning to the digital economy in the future, data will become a key factor of production. The construction of data infrastructure, as the cornerstone of data element development and utilization, plays a crucial role in promoting the digital transformation and high-quality development of the economy and society. In the government work report, Zhejiang Province proposed to promote the construction of comprehensive experimental zones for data elements, moderately advance the layout of innovative infrastructure, orderly implement basic projects for large models, data, and computing power, and accelerate the exploration of market-oriented operation models for large scientific devices and plans. Beijing has made it clear to build a national data management center, a national data resource center, and a national data circulation and trading center. When it comes to the reasons why various regions are anchoring their data infrastructure construction, Zhang Xianghong, a specially appointed professor at the International Research Center for Information Management Theory and Technology at Beijing Jiaotong University, said, "Although data assetization is our ultimate goal, before achieving this goal, we must first solidify the basic work, especially the construction of data infrastructure. It is crucial to ensure that data assets operate on a transparent and fair platform. However, the current large amount of data has not yet been converted into resources and lacks necessary organization and management." From the deployment of data work in various regions this year, standardizing data operation and use is also an important content. On the one hand, some cities focus on strengthening the construction and supervision of data operation management systems to ensure the security, compliance, and efficient utilization of data. For example, Shanghai proposed to improve the unified management mechanism of 'negative list+operational guidelines' for cross-border data flow. On the other hand, some cities are focusing on regulating data usage, focusing on two key dimensions: enterprise data asset inclusion and public data usage. Specifically, in terms of the inclusion of enterprise data assets in financial statements, many regions have actively responded to national policy guidance and promoted the inclusion of data assets in the accounting system of financial statements. For example, Beijing has proposed to actively promote the inclusion of enterprise data assets in the balance sheet. In terms of public data usage, some regions are committed to improving the openness and efficiency of public data utilization. For example, Liaoning Province proposed to plan the overall layout of computing centers, accelerate the development and utilization of public data resources, and expand digital industries such as software, industrial Internet, and blockchain. Utilize the advantages of rich scenarios to promote the demonstration of new technologies, products, and scenarios. In the view of Zhu Min, a senior expert at the China International Economic Exchange Center and former Vice President of the International Monetary Fund, the authorized operation and management of public data assets is the first step towards data assetization and capitalization. This is because public data does not have strict requirements for valuation, and authorized management can also be limited by policy frameworks. Compared to enterprise and industry data, public data is the largest data block and can provide a practical and exploratory experimental field for other data authorized operation and management.
