Recently, the Ministry of Natural Resources issued a notice on further strengthening the management of sea use for offshore wind power projects, which put forward clear regulations and requirements on the spatial layout, conservation and intensification, sea use approval, ecological sea use, and other aspects of offshore wind power projects. In recent years, with the rapid development of offshore wind power in China, the scale of sea use has continued to expand, and the exploitable resources in nearshore waters have become saturated. The contradictions between different industries in sea use have become increasingly severe, and new sea use issues have also emerged. The existing relevant policies are no longer sufficient to meet the actual needs of sea management, and it is urgent to revise and improve them. Guiding policies should be introduced at the national level to further regulate the sea management of offshore wind power projects. The relevant person in charge of the Sea and Island Management Department of the Ministry of Natural Resources introduced that the issuance of the notice is in line with the development of the offshore wind power industry and the practical needs of sea management. With the rapid development of offshore wind power technology, offshore wind power is showing a trend of moving from nearshore and shallow sea to offshore and deep sea. The demand for upgrading and transforming wind power to use the sea is constantly increasing, and the control indicators, approval procedures, and ecological requirements for offshore wind power use urgently need to be further improved.
