The data industry is an emerging industry that utilizes modern information technology to develop products or services for data resources and promote their circulation and application. In order to promote the high-quality development of the data industry, recently, the National Development and Reform Commission, the National Data Administration and other departments jointly issued the "Guiding Opinions on Promoting the High Quality Development of the Data Industry". The opinions are aimed at data collection and aggregation, computing and storage, circulation and trading, development and utilization, security governance, and data infrastructure construction. A series of policy measures have been deployed from eight aspects, including strengthening the planning and layout of the data industry, cultivating diversified business entities, accelerating data technology innovation, improving the level of data resource development and utilization, developing data circulation and trading, strengthening infrastructure support, improving the dynamic security guarantee capability in the data field, and optimizing the industrial development environment. The opinion proposes that by 2029, the average annual compound growth rate of the data industry scale will exceed 15%, the data industry structure will be significantly optimized, the data technology innovation capability will enter the world's advanced ranks, the data product and service supply capacity will be greatly improved, a number of new products, services and formats of data intelligence applications will be born, a number of internationally competitive data enterprises will emerge, the comprehensive strength of the data industry will be significantly enhanced, and the pattern of regional aggregation and coordinated development will be basically formed. The opinions are clear, supporting enterprises to innovate in artificial intelligence applications, develop high-quality datasets, and vigorously develop new formats such as "data-as-a-service", "knowledge-based service", and "model-based service". Next, the National Development and Reform Commission will strengthen overall coordination, work with relevant departments, fully mobilize local enthusiasm, give full play to the main role of enterprises, accelerate the prosperity of the data industry ecology, develop and strengthen the data industry, and cultivate a group of data enterprises with international competitiveness, providing strong support for cultivating a national integrated data market.
