Low altitude company 'online', low altitude economic takeoff expected to accelerate next year

2024-12-30

At the end of the year, the highly anticipated low altitude economy entered a new stage of development in terms of policy coordination. On December 27th, the website of the National Development and Reform Commission officially launched the "Low altitude Bureau" under the "Organizational Settings" section. Several industry experts interviewed by reporters stated that the low altitude economy industry chain is long and requires collaboration with multiple departments. The establishment of the Low altitude Division will help better coordinate and coordinate its development, reflecting the country's emphasis on the development of the low altitude economy. It is expected that by 2025, the low altitude economy will enter a new stage of integrated development of infrastructure and industry, with breakthroughs expected in multiple links from infrastructure to the industrial chain. The three important mechanisms have gradually become clear. The full name of the Low Altitude Economic Development Department is responsible for formulating and organizing the implementation of low altitude economic development strategies, medium - and long-term development plans, proposing relevant policy recommendations, and coordinating major issues. Zhu Keli, founding director of the National Research Institute of New Economy and director of the China (Chengdu) Low altitude Economy Research Institute, stated in an interview with reporters that the establishment of the Low altitude Division is a necessary measure to meet the high-quality development needs of the low altitude economy. It helps to coordinate resources from all parties, solve practical problems such as airspace management, element guarantee, and safety supervision, and provide escort for the healthy development of the low altitude economy. As a typical representative of new quality productivity, the low altitude economy is not only a strategic emerging industry, but also a new engine for future industries. It is a super level "arena" that can continuously drive and carry innovative applications in future space, future manufacturing, future transportation, future materials, future energy, future information and other fields. Zhu Keli stated that after the establishment of the Low altitude Division, it will further promote the improvement of the low altitude economy industry chain, promote technological innovation and application expansion, and enhance China's competitiveness in the global low altitude economy field. With the collaborative efforts of the Low altitude Bureau and various parties, the low altitude economy is expected to become a new engine for China's economic development, injecting new momentum into the high-quality development of the economy and society. The reporter found that the term "low altitude economy" first appeared in 2010, but at that time it was mostly at the conceptual level. 11 years later, with the issuance of the "National Comprehensive Three dimensional Transportation Network Planning Outline" by the Central Committee of the Communist Party of China and the State Council in 2011, which proposed to "develop transportation platform economy, hub economy, channel economy, and low altitude economy", low altitude economy has officially risen to a national strategy. In 2023, the Central Economic Work Conference further included low altitude economy as a strategic emerging industry. If the previous years were a period of exploration and development for the low altitude economy, then 2024 is undoubtedly seen as the first year of development for the low altitude economy. This year, from the "low altitude economy" was first written in the Government Work Report, to the "Decision of the Central Committee of the Communist Party of China on Further Deepening Reform and Promoting Chinese path to modernization", which proposed to "develop general aviation and low altitude economy", to this year, more than 20 provinces (autonomous regions, municipalities directly under the Central Government) across the country have issued specific action plans or measures related to low altitude economy (including the draft for comments), and this time, the official establishment of the Low altitude Department of the National Development and Reform Commission, the policy signal of accelerating the development of low altitude economy has been released successively. The transportation research team of Huachuang Securities believes that currently, the three important mechanisms for the development of low altitude economy have been gradually clarified, namely, in terms of top-level planning, the Low Altitude Department has been established; In terms of implementation, local governments have included the "military civilian" collaborative mechanism in their action plans to promote high-quality development of the low altitude economy; In terms of financial support, on December 25th, the General Office of the State Council issued the "Opinions on Optimizing and Improving the Management Mechanism of Local Government Special Bonds", which included low altitude economy in the scope of expanding the use of special bonds as project capital. These three mechanisms will help accelerate the development of subsequent industries. In the view of Luo Jun, Executive Director of the China Low altitude Economy Alliance, China has ushered in a golden decade of opportunities for low altitude economy. By 2030, the scale of China's low altitude economy will at least exceed 3 trillion yuan. In recent years, although China's low altitude economy has made significant progress, problems such as slow infrastructure construction still constrain the high-quality development of industries. The head of the Low altitude Department has recently held two symposiums on this matter. The first symposium is to hold discussions with the Ministry of Natural Resources, the Ministry of Ecology and Environment, and relevant central enterprises to understand the application of typical low altitude economic scenarios and the development of related infrastructure construction in related fields, and to exchange ideas on promoting the orderly planning and construction of low altitude infrastructure. Symposium 2 is a discussion with experts in communication and navigation to exchange ideas on the construction of low altitude intelligent networking systems. Zhu Keli added, "After the establishment of the Low altitude Department, we took the lead in holding two meetings around the construction of low altitude infrastructure and low altitude intelligent networking systems, fully reflecting the fundamental significance of infrastructure and intelligent networking system construction for the development of low altitude economy. Low altitude infrastructure is the cornerstone of low altitude economic development, and low altitude intelligent networking systems are the key to improving the efficiency and safety of low altitude economy. The convening of the two meetings will help accelerate the planning and construction process of low altitude infrastructure, promote the research and application of low altitude intelligent networking systems, and provide strong support for the accelerated development of low altitude economy." From the current situation of low altitude economic infrastructure construction in China, Zhang Xiaolan, Deputy Director of the Policy Simulation Laboratory of the Economic Forecasting Department of the National Information Center, believes that there is still a shortage of hardware infrastructure supply, The construction of software infrastructure urgently needs to be strengthened. From the perspective of the number of general airports, data shows that as of the end of 2023, without considering private airports, there are only 449 registered and managed general airports in China; Less than 30% of the country's low altitude airspace is used for navigation, and it is unevenly distributed and not connected into a network, especially in key areas where coverage is insufficient, making it difficult to meet diversified service needs. For example, urban air traffic control information systems, airspace management assistance systems, flight service station systems, and urban three-dimensional transportation networks are scattered in different fields such as aviation and communication, making integration difficult; At the same time, China lacks effective network information infrastructure to support low altitude perception, detection, and communication, which affects the high-quality development of low altitude economy. To further strengthen the construction of low altitude economic infrastructure, Zhang Xiaolan suggested that, in the future, on the one hand, we should improve the network system of takeoff and landing infrastructure, increase the construction of general airports, plan and construct a number of unmanned aerial vehicle small takeoff and landing platforms, medium takeoff and landing sites, large takeoff and landing hubs, and helicopter takeoff and landing platforms; Construct low altitude flight service stations, charging and swapping stations, public testing grounds, and all space unmanned systems and other related infrastructure. On the other hand, it is also necessary to fully utilize technologies such as the Internet of Things, cloud computing, and artificial intelligence to layout a low altitude intelligent network that integrates communication and perception, and develop new low altitude navigation systems. The reporter noticed that in order to further strengthen the construction of low altitude economic infrastructure, the National Conference on Industry and Information Technology held on December 26-27 also emphasized the need to build low altitude information infrastructure according to local conditions when deploying tasks for 2025. Zhu Keli predicts that by 2025, the low altitude economy will enter a new stage of integrated development of infrastructure and industry, and is expected to make breakthroughs in multiple links from infrastructure to the industrial chain. Among them, the research and manufacturing of low altitude transportation vehicles, the construction and application of low altitude intelligent networking systems, and the construction and improvement of low altitude economic service systems will all be key directions. To further promote the sustainable development of the low altitude economy, it is recommended that financial institutions and capital markets increase their financial support to promote research and application in the field of low altitude economy.
