This transformation originates from the ongoing renovation of low efficiency industrial parks in villages and towns in Zhongshan City (hereinafter referred to as "industrial reform"). Times have changed, and the drawbacks of the traditional development model in Zhongshan, Guangdong have become increasingly apparent. Inefficient development and environmental pollution seriously constrain Zhongshan's high-quality development. In January 2022, Zhongshan launched the battle of "industrial reform". In the past three years, the city has demolished and reorganized over 46000 acres of low efficiency industrial land, and the project plot ratio has increased from less than 0.6 before the renovation to over 3.0 after the renovation, promoting an increase of 77.3% and 40% in industrial investment and industrial technological transformation investment in 2023 compared to 2021, respectively. 'Industrial reform' has also brought visible and tangible economic benefits to the villagers. According to data from the Zhongshan Industrial Reform Office, the collective property value of "industrial reform" projects has generally increased by more than 10 times, and the collective income of villages has increased significantly, helping to achieve a per capita disposable income of about 46000 yuan for rural residents in 2023. The Jidong Second Community in Xiaolan Town, Zhongshan City has transformed old factory buildings into modern industrial parks, allowing production enterprises to move upstairs and doubling space utilization, while significantly increasing village collective income. Li Bing, Secretary of the Party Committee of Jidong Second Community, introduced that the Xiaolan Town Intelligent Lock Industry Base Project (Phase III), which is about to be topped out by the end of the year, is expected to have an output value of more than 5 times per mu after renovation, a collective income of about 2 times, and a collective property value of more than 18 times that of before.
