Innovation drives the development of the industrial chain, and China's offshore wind power is moving towards a 'deep blue' direction

In early winter, from the Niutouwei Wharf in Shapu Town, Fuqing City, Fujian Province, looking out at the sea, wind turbines stand tall on the sea that is as clear as the sky, with long blades slowly rotating in the sea breeze. This is the Fuqing Xinghua Bay offshore wind farm, with a total installed capacity of 357.4 megawatts. Since its launch, it has generated over 5.2 billion kilowatt hours of electricity, equivalent to reducing carbon dioxide emissions by approximately 3.83 million tons. According to data from the National Energy Administration, as of the end of September this year, the cumulative grid connected capacity of offshore wind power in China has reached 39.1 million kilowatts. In the first three quarters of this year, China's offshore wind power added 2.47 million kilowatts of grid connected capacity. The development of offshore wind power has become an important aspect of accelerating China's comprehensive green transformation of the economy and society, and the trend of offshore wind power moving towards deep and distant seas is inevitable Du Guangping, Senior Advisor of the Wind Energy Professional Committee of the China Renewable Energy Society, said. The 14th Five Year Plan for the Development of Renewable Energy clearly states to accelerate the development of offshore wind power clusters, with a focus on building five offshore wind power bases in the Shandong Peninsula, Yangtze River Delta, Minnan, eastern Guangdong, and Beibu Gulf. The Guiding Opinions on Vigorously Implementing Renewable Energy Substitution Action jointly issued by the National Development and Reform Commission, the Ministry of Industry and Information Technology and other six departments pointed out that "pilot applications such as deep-sea floating offshore wind power should be carried out" and "the development of offshore wind power clusters should be promoted". Experts say that offshore wind turbines contain millions of components and involve numerous professional manufacturers. Promoting the integration of the offshore wind power industry chain can significantly reduce the cost of the industry chain, improve the utilization of industry chain resources, and reduce the cost of wind turbines and wind power projects while ensuring the safety conditions of wind turbines. At the same time, it can also promote the standardization of wind turbine components, improve interchangeability, and reduce operation and maintenance costs while lowering investment costs. According to the Wind Energy Professional Committee of the China Renewable Energy Society, China has the world's most complete and cost-effective wind power industry supply chain, with 60% to 70% of global wind turbine blades, gearboxes, generators and other components manufactured in China. In Jiangsu, relying on the Jiangsu Xiangshui offshore wind farm, Yancheng City gathers multiple leading enterprises in wind power equipment and components. 95% of wind turbine components are integrated and supplied within Jiangsu Province, forming a "3-hour supply chain"; In Guangdong, offshore wind power development has helped Yangjiang City build a Guangdong (Yangjiang) International Wind Power City that integrates the entire industry chain. 22 upstream and downstream enterprises of the wind power industry chain have settled in Yangjiang, basically covering the entire industry chain of wind power equipment manufacturing... Zhuang Shuxin, Secretary General of the State owned Assets Supervision and Administration Commission of the State Council, said that he encourages joint chain enterprises to focus on key common technologies, cutting-edge leading technologies, and disruptive technologies, and jointly promote the "filling gaps and forging long gaps" of the upstream and downstream of the industry chain around key links such as wind turbine units, offshore power transmission, marine engineering, and operation and maintenance, to jointly improve industrial innovation capabilities and supply chain smoothness. With the support of a complete industrial chain, the development of offshore wind power industry needs to increase technological innovation, overcome technical difficulties, and drive high-quality development of the industry. Since the beginning of this year, the world's largest single unit capacity floating wind power platform, the Mingyang Tiancheng, has been put into operation in Yangjiang, Guangdong. It is equipped with two 8.3-magnitude offshore wind turbines on one floating platform, with a total installed capacity of 16.6 megawatts, and is expected to provide about 54 million kilowatt hours of green electricity per year; The world's largest single unit capacity of 26 MW offshore wind turbines has been produced in the Three Gorges Offshore Wind Power International Industrial Park in Fujian Province, enhancing China's domestic manufacturing capabilities for offshore wind power equipment... Currently, key technologies in China's offshore wind power industry have made multiple advances. Artificial intelligence will bring new opportunities for the development of offshore wind power Yang Dinghua, vice president of the Research Institute of Science and Technology of Three Gorges Corporation, said that it is recommended to jointly build a big data center for offshore wind power, establish a data element integration and circulation mechanism, and create a new development model for offshore wind power R&D and application; Building a digital twin data and technology system for the entire lifecycle of offshore wind power, promoting technological updates and iterations throughout the entire offshore wind power industry chain, further enhancing the resilience of the offshore wind power industry chain, and achieving independent controllability. Experts say that the rapid development of offshore wind power industry is a measure and action to accelerate the construction of a new energy system, promote the integration of industrial chains, and also a lever to achieve China's energy structure transformation. All parties involved in the offshore wind power industry should increase technological innovation, promote industry chain cooperation, assist in the high-quality development of the offshore wind power industry, and push China's offshore wind power towards the deep sea and towards the "deep sea".
