Guangdong, Hong Kong, and Macau's' One Test, Multiple Certificates' Inspire New Talent Motivation

Li Weixuan was a student majoring in Tourism and Hotel Management at Guangzhou Light Industry Technician College. In 2022, he passed the "One Test, Multiple Certificates" exam for restaurant servers. With the professional competence certification recognized by Guangdong, Hong Kong, and Macau, Li Weixuan successfully applied for a job at a French restaurant in Macau in 2023.
The "one test, multiple certificates" skill talent evaluation cooperation is a new talent evaluation model jointly explored by Guangdong, Hong Kong, and Macao. After passing the exam once, candidates can obtain the Guangdong Province Skill Talent Evaluation Certificate, Hong Kong Professional Ability Assessment Certificate, Macao Vocational Ability Certificate, and International Industry Authority Certificate at the same time.
The reporter recently learned from interviews in Hong Kong, Guangzhou and other places that the "one test, multiple certificates" policy has promoted the flow and integration of talent elements in the Guangdong Hong Kong Macao Greater Bay Area by establishing mutual recognition and connection of vocational skill evaluation standards and rules in Guangdong, Hong Kong and Macao, which helps accelerate the establishment of a unified, open and orderly talent market and stimulate new talent motivation.
Since the launch of the "One Test, Multiple Certificates" program in 2013, occupations that have undergone exams include maintenance electricians, facility managers, beauticians, hairdressers, restaurant servers, and room attendants.
According to the data, a total of 182 batches and 5099 people from Guangdong, Hong Kong, and Macao have participated in the "one test, multiple certificates" exam, and 4002 people have obtained relevant skill certificates. Among them, a total of 1032 people have directly obtained the Macau Maintenance Electrician Skills Certificate.
The relevant person in charge of Guangdong Vocational Skills Service Guidance Center said that the "one test, multiple certificates" policy is guided by the employment needs of the Greater Bay Area, further strengthening the integration and development with international vocational skills standards, and effectively promoting the construction of a high-level talent highland in the Guangdong Hong Kong Macao Greater Bay Area.
Not long ago, the "Talent Port" joint industry promotion and recruitment event for the construction industry in Hong Kong was held in Guangzhou. Through the efforts of both Guangdong and Hong Kong over the past year, the two regions have made breakthrough progress in promoting the "Bay Area Standards" and "One Test, Multiple Certificates" of engineering technology in the Greater Bay Area.
The Permanent Secretary for Development (Works) of the Hong Kong Special Administrative Region Government, Liu Junjie, introduced that construction industry personnel who pass the "Bay Area Standard" examination can obtain vocational skills certificates from Guangdong, Hong Kong, and Macao at the same time. This will promote the complementary advantages of training in the construction industry in the Greater Bay Area, improve the standards of technical workers and the overall quality of the industry, and be more conducive to promoting the Greater Bay Area brand and exploring broader markets.
At present, Guangdong and Hong Kong have established an expert group for vocational skill evaluation in the construction industry with "one test, multiple certificates", and are carrying out preliminary work. The plan is to implement the "Bay Area Standards" and "one test, multiple certificates" arrangements in at least three sub fields, including painters, next year.
In the future, the three parties of Guangdong, Hong Kong, and Macao will continue to explore cooperation in the fields of tourism and catering, engineering technology, nursing services, and construction industry to expand "one trial, multiple certifications".
The relevant person in charge of the Department of Human Resources and Social Security of Guangdong Province stated that Guangdong will actively connect with the employment access management departments of Hong Kong and Macao, promote the landing and sustainable development of new cooperation projects, and vigorously expand the work of directly adopting and recognizing skills certificates from Hong Kong and Macao in mainland China.
