On December 20th of this year, Macau will celebrate the 25th anniversary of its return to the motherland.  
Promoting the practice of 'One Country, Two Systems' and achieving greater success in Macau
On October 13th of this year, Cen Haohui was elected with a high number of 394 valid votes, becoming the candidate for the sixth Chief Executive of the Macau Special Administrative Region. He was appointed by the central government on October 25th and will take office on December 20th, 2024.
On August 28th, Cen Haohui announced his participation in the election for the sixth Chief Executive of the Special Administrative Region. On September 28th, he released his election platform titled "Striving for Progress and Upholding Positive Reform", outlining the key policy areas for the next five years. He hopes to build a "rule of law Macau", "vibrant Macau", "cultural Macau", and "happy Macau" through five years of hard work.
During the period from announcing my candidacy to presenting my political platform, I have had multiple contacts and exchanges with organizations, institutions, and residents, gathered opinions from all aspects, consolidated social consensus, and proposed a vision for the governance of the new SAR government in the next five years. Cen Haohui believes that the proposal of these four visions is feasible and targeted.
After 25 years of returning to the motherland, with strong support from the central government and the mainland, the Macao SAR government and various sectors of society have continued to strive, and the "One Country, Two Systems" practice with Macao characteristics has achieved remarkable achievements that have attracted worldwide attention. The constitutional order of the special administrative region established by the Constitution and the Macao Basic Law has been firmly established, and Macao's various undertakings have made comprehensive progress, significantly enhancing its international influence. Cen Haohui said that this is the confidence and strength of the new SAR government to achieve the four major visions.
During multiple grassroots visits, Cen Haohui felt the expectations of Macau society for the SAR government to further implement "One Country, Two Systems", "Macao people governing Macao", and a high degree of autonomy. He hoped that the new SAR government would safeguard the foundation created in the practice of "One Country, Two Systems" since its return to the motherland and protect the prosperity and stability of Macau.
We have very lovely Macau residents and strong and stable patriotic and Macau loving organizations, which are the most important social and political foundation for us to promote the stable and far-reaching implementation of 'One Country, Two Systems'. Cen Haohui said that to achieve governance goals, we must firmly implement the principle of' patriots governing Macau ', continue to strengthen patriotic education, vigorously promote the core values of patriotism and Macau, and support the continuous development and growth of patriotic and Macau loving forces.
Adhering to safeguarding national sovereignty, security, and development interests is the highest principle of the "One Country, Two Systems" policy. Cen Haohui emphasized, "My governance team and I regard maintaining national security and social stability in Macau as a major focus of our future governance. We will uphold the authority of the Constitution and Basic Law, firmly implement the principle of 'patriots governing Macau', establish and improve the legal system and enforcement mechanism for safeguarding national security in the special administrative region, resolutely crack down on anti China and pro Macau forces, and resolutely prevent and contain external forces from interfering in Macau affairs
We need to unite forces from all aspects, work together to promote development, create prosperity together, let the general public share the fruits of economic and social development, and draw the largest concentric circle of patriotism and love for Australia, "said Cen Haohui.
Better integration and service to the overall development of the country
The Third Plenary Session of the 20th Central Committee of the CPC made a systematic deployment to further comprehensively deepen reform and promote Chinese path to modernization, stressed the need to give play to the advantages of the "one country, two systems" system, and improve the mechanism for Hong Kong and Macao to play a better role in the country's opening up.
This provides a clear direction for Macau to further leverage its unique position and special advantages, and also offers valuable opportunities for Macau to achieve new development and progress in serving the country's opening-up. "Cen Haohui said that under the" One Country, Two Systems "policy, Macau has advantages such as an international trade free port, a separate customs territory, a simple and low tax system, extensive international connections, and a fusion of Chinese and Western cultures.
In the future, the Macao Special Administrative Region (MSAR) should polish the "golden card" of an international metropolis, further enhance the level of openness and internationalization, consolidate and give full play to its original advantages, cultivate new advantages, give full play to the node role of "double circulation" and the platform role of "going out" and "bringing in" two-way opening, actively participate in the high-quality construction of the "the Belt and Road", and make new contributions to the high-quality development and high-level opening of the national economy in the new era.
Cen Haohui said that the Macao Special Administrative Region will be a "precise contact" for China Portugal cooperation, implement the results of the 6th Ministerial Conference of the Forum on China Portugal, run the Forum well, continue to expand the "one platform" function of Macao, and help promote all-round exchanges and cooperation between China and Portuguese speaking countries.
Cen Haohui believes that this is a new positioning given to Macau by the government after it was given "one center, one platform, one base". Macao should give full play to its advantages, actively build an international high-end talent gathering highland, attract talents for Macao, gather talents for the country, and help Chinese path to modernization.
The central government has also proposed to deepen cooperation in the Guangdong Hong Kong Macao Greater Bay Area, strengthen the connection of rules and mechanisms, which will provide Macau with broader development space. Cen Haohui said that Macau will continue to deepen cooperation with Guangdong and Hong Kong, accelerate the integrated development of industries, technology, and people's livelihoods, eliminate various tangible and intangible obstacles, gradually form a unified market in the Greater Bay Area, achieve more efficient and convenient flow of people, logistics, capital, and information, and create a new era of cooperation in the Greater Bay Area.
Accelerate the moderate and diversified development of the economy
Having worked and lived in Macau for 38 years, from starting a family to having three generations living together, Cen Haohui has a deep affection for Macau and a profound understanding of Macau society. During the election period, Cen Haohui and his team visited and received a total of 238 clubs, organizations, and institutions, listening to everyone's opinions and suggestions on the future development of Macau.
This has made me fully realize that there is still room for improvement in the construction of people's livelihoods in Macau. He said that in the next five years, the SAR government will vigorously guarantee and improve people's livelihoods, continuously improve the living standards of citizens, focus on citizens' concerns, improve the system of guaranteeing and improving people's livelihoods, and take multiple measures from employment, social security, social services, medical services, housing, transportation, etc. to enhance people's well-being and continuously improve residents' sense of gain, happiness, and security.
Macao has accumulated some deep-seated contradictions in the process of development; with profound changes in the internal and external environment, it will also face new challenges and problems; and the majority of residents have many new requirements and expectations for a better life. "Cen Haohui said that these have put forward higher requirements for the governance of the special administrative region.
After Macao's return to the motherland, Cen Haohui served as the President of the Court of Final Appeal of the Special Administrative Region for a long time. He believes that in order to achieve good governance, enhance governance capacity and level, the most fundamental thing is to rely on the rule of law. From the perspective of the rule of law, future reforms include four parts: legal reform, administrative reform, judicial reform, and grassroots governance reform.
Macao has experienced three years of severe impact from the epidemic, and its single economic structure has led to significant fluctuations in the economy. Various sectors of society and the general public generally have a deeper understanding of the urgency and necessity of moderate and diversified economic development. He said that no matter how difficult the issue of moderate and diversified economic development is, we will spare no effort to do it well.
The "Macao Special Administrative Region Economic Moderate Diversified Development Plan (2024-2028)" proposes specific goals, main tasks, and key projects for industrial development from 2024 to 2028. Cen Haohui stated that a higher level of economic governance system will be built around the direction of diversified industry development, and special plans for the medium and long-term development of emerging industries will be formulated through classification. More innovative and leading reforms will be explored.
Cen Haohui also has profound thoughts on how to create a new pattern of diversified industries: "We will strengthen government leadership, promote the transformation and upgrading of traditional industries in Macau, give full play to the driving role of government investment and policy incentives, create a new economic ecology, cultivate new industrial driving forces, and accelerate the formation of new quality productivity
He stated that the SAR government will strengthen the revitalization of historical areas, revitalize the community economy, and closely integrate the implementation of the "City of Performing Arts" and "City of Sports" with the moderately diversified economic development plan. The Hengqin Guangdong Macao Deep Cooperation Zone is a new platform for promoting moderate and diversified economic development in Macau. It is necessary to better promote the linkage between Macau's diversified industries and the "four new" industries in the zone.
Cen Haohui said that in the future, various departments will be required to strengthen investigation and research work, engage in deeper communication with citizens, analyze problems in depth based on understanding the real social situation and core demands, and propose policy measures more scientifically and accurately.
