5G scale application sets sail for a long time

The Ministry of Industry and Information Technology, the Cyberspace Administration of China, the National Development and Reform Commission, and 12 other departments recently jointly issued the "5G Scale Application 'Sail' Action Upgrade Plan" (hereinafter referred to as the "Plan"), which proposes that by the end of 2027, the penetration rate of 5G personal users will exceed 85%, the proportion of 5G network access traffic will exceed 75%, the number of 5G IoT terminal connections will exceed 100 million, and the penetration rate of 5G applications in large and medium-sized industrial enterprises will reach 45%, achieving multi-dimensional deep empowerment. Experts say that the "Plan" proposes the overall goal of "building a development pattern of" universal capabilities, widespread applications, and empowering universal benefits "by the end of 2027, and fully realizing the large-scale application of 5G". The system deploys 13 key tasks and 4 guarantee measures, continuously strengthening the industrial chain support, network full scenario service, and ecological multi-level synergy of 5G scale applications, and making every effort to promote 5G to achieve a wider range, deeper level, and higher level of multi-dimensional empowerment. The deep expansion of 5G applications as a key information infrastructure for the Internet of Things and data circulation in the digital economy era, promoting the integration and innovation of various digital technologies such as artificial intelligence and big data through ubiquitous connections, has become an important part of developing new quality productivity. The large-scale application of 5G will drive the all-round and full chain popularization and application of the new generation of information technology, empower traditional industries to transform and upgrade towards high-end, intelligent, and green industries, promote the deep integration of the real economy and digital economy, accelerate the modernization of the information and communication industry, and provide strong support for promoting new industrialization. According to data from the Ministry of Industry and Information Technology, as of September this year, the total number of 5G base stations has reached 4.089 million, achieving "5G connectivity in every village" and building the world's largest and technologically advanced basic network. The 5G industry has over 45000 virtual private networks, effectively meeting the application needs of various industries for network customization, data localization, and management autonomy. The 5G application industry is growing day by day, and application empowerment is gradually emerging. The number of 5G fusion application standards exceeds 100, and the number of 5G industry terminal products such as 5G industrial gateways and inspection robots entering the network exceeds 700. Customized network equipment such as 5G explosion-proof base stations, high-precision timing base stations, and lightweight core networks that meet industry needs have begun to be deployed. 5G has been integrated into 80 out of 97 major categories of the national economy, with over 100000 cumulative application cases, achieving scale replication in industries such as industry, mining, power, ports, and healthcare. The "5G+Industrial Internet" has expanded to all sectors of industrial production. Inspur Communication Technology Co., Ltd. relies on Inspur's 5G wireless network, core network, end computing gateway and other products, as well as its experience in digital transformation services, to collaborate with Hisense Air Conditioning to create a 5G fully connected factory for the home appliance industry. The factory connects all production factors such as people, machines, and materials, and empowers remote operation and maintenance of production equipment, video security monitoring, flexible production and other scenarios. The production quality has improved by 60%, and the production efficiency has increased by 70%. 5G+Smart Tourism "enhances tourism experience, optimizes management processes, reduces costs, and promotes high-quality development of the tourism industry. In 2021, Wuxi Nianhua Bay Scenic Area will enter the Tiktok Life Service Platform, and new technologies such as virtual imaging and sensor interaction will be used to allow people to immerse themselves in the surreal world and experience the new experience of technology for cultural tourism. This project has been selected as one of the first batch of "5G+Smart Tourism" application pilot projects announced by the Ministry of Culture and Tourism and the Ministry of Industry and Information Technology. The head of the Information and Communication Development Department of the Ministry of Industry and Information Technology stated that the development of 5G applications in China is currently in a critical window period of shifting from technology driven to value driven, and from policy driven to market driven. It is necessary to continuously strengthen policy guidance, consolidate existing development achievements, and further promote the scale growth and effective improvement of 5G application implementation. Pan Helin, a member of the Information and Communication Economy Expert Committee of the Ministry of Industry and Information Technology, believes that the "Plan" will lead China's 5G large-scale application into a new stage of development, promote the deep integration of 5G technology in various fields and industries of the economy and society, and provide strong support for high-quality economic and social development. The large-scale application of 5G will fully leverage the advantages of 5G technology, promote digital consumption, create new digital products, new formats, and new models, and cultivate new digital productivity. Peng Jian, Director of the Policy and Regulation Research Institute of CCID Research Institute, analyzed that in empowering personal consumption, the "Plan" proposes to use 5G to drive the expansion and upgrading of new consumption by cultivating new terminals, enriching new experiences, and creating new environments; In terms of empowering vertical industries, we will strengthen the integration and innovative application of 5G with vertical industries such as manufacturing, electricity, mining, oil and gas, and agriculture, and empower production and operation to improve quality and upgrade; In terms of public services, we will strengthen the empowerment of 5G in areas such as government services, social governance, health, and cultural tourism, and help promote the universal upgrading of public services. Zhu Keli, Executive Director of the China Information Association and Founding President of the National Research Institute for New Economy, believes that the "Plan" has three major highlights. Firstly, it clarifies the goal of fully realizing the large-scale application of 5G by the end of 2027, which points out the direction for industrial development; The second is to propose a system deployment of "four upgrades" that covers all aspects of 5G applications, reflecting the comprehensiveness and foresight of policies; The third is to emphasize the integration and innovation of 5G technology and AI, Beidou, edge computing and other technologies, so as to expand new space for 5G applications. Specifically, by accelerating the improvement and expansion of three major categories of applications: new consumption, production and operation, and public services, we will continue to promote application upgrades. Targeting new consumer applications, promoting collaborative innovation among applications, networks, content, and terminals, and continuously enriching 5G new consumer experiences. For industrial Internet, smart power, intelligent mine and other production and operation fields, accelerate the digital transformation and upgrading of the industry, and achieve quality improvement, cost reduction and efficiency increase. Targeting public service areas such as government services, digital education, and social governance, we aim to promote precise supply-demand coordination, share and reuse of high-quality resources, and enhance the sense of gain for the people. Continuously promote industrial upgrading by enhancing the supply capacity of key links in core industries, integrated technologies, application industries, standard systems, and application security. By the end of 2027, we plan to create over 1000 innovative industry terminal module products, with over 150 5G fusion application standards, and steadily strengthen our full chain support capabilities. Continuously promote network upgrading by strengthening network service capabilities for the public and industry. By the end of 2027, the plan is to have 38 5G base stations per 10000 people, establish 70000 5G industry virtual private networks, and significantly improve the overall service capability. By consolidating the innovative forces of local, corporate, and platform entities, we will continue to promote ecological upgrading. By the end of 2027, we plan to cultivate 200 5G application solution providers, create 50 distinctive 5G application innovation carriers, gradually form a good trend of integrated development and gradient growth for large, medium, and small enterprises, and effectively strengthen multi-level collaborative innovation. Despite the rapid development of China's 5G communication network, there are still some challenges and difficulties in enhancing collaborative innovation. Pan Helin stated that the current penetration of 5G technology applications is not deep enough, and the cooperation between upstream and downstream enterprises in 5G communication is not close enough. Some remote areas and special scenarios still lack stable network coverage, and there is a problem of insufficient collaboration among various enterprises. How to further tap into the application potential of 5G technology in various industries and achieve deeper and higher-level integrated innovation is an urgent problem that needs to be solved at present. Although the supply capacity of key links in the 5G industry chain has been improved, it is still necessary to strengthen international cooperation and enhance the independent and controllable level of the industry chain. How to further stimulate market vitality, promote the integrated development of large, medium and small enterprises, and build a more complete 5G ecosystem is the direction that needs to be emphasized in the future Zhu Keli said. Peng Jian stated that local governments should take the initiative to create local models for 5G scale applications; Give full play to the role of enterprises as the main body and cultivate a team of 5G application innovation enterprises; Give full play to the aggregation role of the platform, build a matrix of 5G application promotion platforms, and collaborate with multiple entities to create an upgraded version of the 5G large-scale application ecosystem. Peng Jian suggests that we should adhere to the dual wheel drive of network construction and application promotion.
