Autumn grain procurement in major production areas enters peak period, firmly securing Chinese rice bowls with full confidence
2024-12-04
Stable grain, peace in the world. Autumn grain accounts for three-quarters of the total annual grain supply and is the top priority for grain procurement throughout the year. Recently, the purchase of autumn grain in major production areas has entered a peak period. Solidly promoting the implementation of autumn grain purchase policies and firmly holding the bottom line of farmers' ability to sell their grain is a powerful support for consolidating and enhancing the positive trend of economic recovery and promoting high-quality development. In Fuyang, Anhui, autumn grain procurement has been fully launched. The relevant person in charge of the Grain and Material Reserve Bureau of Fuyang City introduced that there are about 150 autumn grain purchasing enterprises in the city this year, with an empty warehouse capacity of 1.6 million tons, more than 700 purchasing personnel, and 470 sets of purchasing equipment, effectively achieving the goal of having someone to collect grain, money to collect grain, and warehouses to collect grain. Autumn grain production accounts for about 40% of the total annual grain production in the local area, with a wide variety of purchased varieties and a long time span, which is related to the practical interests of grain farmers and the smooth operation of the grain market Li Bing, Secretary of the Party Group and Director of the Grain and Reserve Bureau of Fuyang City, stated that it is necessary to encourage and guide various market entities to actively enter the market. By strengthening the daily supervision and industry guidance of autumn grain procurement, establishing a multi departmental collaborative work mechanism, implementing the progress and price monitoring report system of autumn grain procurement, and effectively maintaining the order of the autumn grain procurement market. Recently, there has been a sudden drop in temperature, with many areas experiencing strong winds, rain, snow, and cold waves. Grain procurement points are busy in the cold winter. At a grain storage point in Fujin City, Heilongjiang Province, workers are working hard to clean up the snow on the warehouse and grain stacks. Under the guidance of the staff, the grain transport vehicles are orderly entering the warehouse. In order to reduce the waiting time for farmers to sell grain, the grain depot has delayed the closing time and tried its best to help farmers queue less and deliver grain quickly Tang Hongyu, the person in charge of the grain depot, introduced that the warehouse capacity has been relocated by 117000 tons, and plans to purchase 37000 tons of rice at the lowest price, adjust the reserve of 60000 tons of corn and 100000 tons of traded grain, and maximize the purchase of grain sources from farmers in the county. Before the autumn grain market this year, nine departments including the National Development and Reform Commission, the National Grain and Material Reserve Bureau, and the Ministry of Agriculture and Rural Affairs jointly issued the "Notice on Effectively Doing a Good Job in the 2024 Autumn Grain Purchase Work" (hereinafter referred to as the "Notice"). In response to possible disasters such as rain, snow, freezing, etc., the "Notice" proposes to study and formulate response measures and emergency plans in advance. Once disaster weather occurs, targeted measures should be introduced in a timely manner to optimize procurement arrangements and minimize losses caused by disasters. In terms of supervision, the "Notice" points out that efforts should be made to focus on issues such as payment of grain sales funds, implementation of quality and price policies, quality and safety inspections, and weighing and measuring of grain purchases, highlighting inspection priorities and cracking down on illegal and irregular activities. Give full play to the role of the "12315" and "12325" hotlines as "outposts", strengthen cross departmental coordination and linkage, carry out joint law enforcement inspections based on actual conditions, and form a regulatory synergy. According to data released by the National Grain and Material Reserves Administration, as of the end of November, a total of 120 million tons of autumn grain had been purchased nationwide, with a faster progress than the previous year and smooth progress in the procurement work. From a regional perspective, the progress of purchasing mid to late season indica rice in the south is around 40-50%, while the progress of purchasing japonica rice in the northeast is around 20%; The progress of corn procurement in North China and Northeast China is 20-30%; Northeast soybeans have entered a stage of concentrated quantity increase, with a procurement progress of about 15%. From a price perspective, the current average purchase price for mid late rice is around 1.3 yuan/jin, with obvious characteristics of high quality and good price. With the steady recovery of feed breeding demand, the prices of corn and soybeans have gradually stabilized, and the enthusiasm of enterprises to acquire has increased. According to Luo Shouquan, Director of the Grain Reserve Department of the National Grain and Material Reserve Bureau, relevant departments of the country have successively launched the implementation plan for the minimum purchase price of mid late rice in Henan, Jiangsu, Heilongjiang, and Anhui provinces, and have opened more than 200 purchase points with a total storage capacity of nearly 10 million tons. At present, the cumulative minimum purchase price for mid late rice is over 1.8 million tons, effectively stabilizing market expectations and playing a policy support role. Next, we will adhere to implementing policies based on different varieties, coordinate market-oriented procurement and policy based storage, fully mobilize the enthusiasm of multiple entities to enter the market, and ensure smooth grain sales for farmers and stable market operation The relevant person in charge of the National Grain and Material Reserve Bureau said.
