December 4th is National Constitution Day. The theme of this year's "Constitution Propaganda Week" is "Vigorously promoting the spirit of the Constitution and promoting further comprehensive and deepening reforms", and the time is from December 1st to 7th. During the deployment, it was mentioned that the Cyberspace Administration of China will concentrate on promoting the rule of law through the "Respect the Constitution and Respect the Law" online campaign, and hold a national event to select outstanding cases of online rule of law promotion. 2024 is the 30th anniversary of China's full function access to the Internet. China has drawn a lasting force of progress from the Internet, the fruit of human civilization, and in the past three decades, it has grown from scratch, from small to large, from dependence to self-reliance. In the past three decades, a large number of new technologies, new models and new business types have emerged, which has made the relationship between people and the Internet more closely, and has also given wings to the development of China's digital economy. The Third Plenary Session of the 20th CPC Central Committee made a systematic plan and deployment to further comprehensively deepen reform and promote Chinese path to modernization, emphasizing the need to "strengthen the rule of law in cyberspace". The rule of law is an important guarantee for Chinese path to modernization, and the rule of law on the Internet is the demand of the times for the development of the information revolution. The thirty years of development in network technology are the thirty years of comprehensive development in protecting the rights and interests of netizens. In the initial stage, the rule of law on the internet mainly focused on the protection of network infrastructure and the crackdown on cybercrime. In 1997, China promulgated the "Management Measures for the Security Protection of Computer Information Networks and International Networking", which was the first relatively systematic network regulation in China and marked the beginning of the construction of network rule of law. In 2010, the "Tort Liability Law of the People's Republic of China" clearly stipulated the legal responsibilities of network users and network service providers, further improving the network legal system. In 2017, the General Principles of the Civil Law of the People's Republic of China included data and virtual property in the scope of legal protection, reflecting the importance attached to the rights and interests of information in cyberspace. In the same year, the implementation of the Cybersecurity Law of the People's Republic of China marked a new stage in the construction of China's cyber rule of law. At present, China has formulated and introduced more than 150 pieces of legislation in the field of the internet, providing support for the construction of a complete legal regulatory system for the internet, an efficient implementation system for the rule of law in the internet, a rigorous supervision system for the rule of law in the internet, and a strong guarantee system for the rule of law in the internet. The impact of the development of network technology on human society is unprecedented. How to govern cyberspace in accordance with the law and move from a cyber power to a cyber power is a major issue of the times. Since the new era, China has made historic achievements in areas such as online legislation, law enforcement, judiciary, legal education, and legal education. The Data Security Law of the People's Republic of China and the Personal Information Protection Law of the People's Republic of China have been promulgated and implemented, and relevant national departments have continued to make efforts in the field of personal information protection. Relevant departments focused on prominent issues strongly reflected by the people, such as false information, online violence, algorithm abuse, and so on, and continued to carry out special actions such as "net", "clearing", and "protecting seedlings". In 2023, a total of 22500 false and illegal Internet advertising cases were investigated and handled, and more than 20 billion illegal and illegal information were cleared up. The continuous progress of China's Internet rule of law not only helped the Internet, the largest variable, become the largest growth, but also effectively protected the legitimate rights and interests of the people in cyberspace. The way to govern the internet is based on the rule of law. From the initial exploration to the continuous improvement of the current system, the rule of law on the internet has provided a solid institutional guarantee for the healthy development of cyberspace. The acceleration of the construction of the rule of law in the internet has also deeply rooted the belief that 'cyberspace is not an' lawless place '. Today, the online space is becoming increasingly clear, and netizens' sense of gain, happiness, and security is constantly increasing. Strolling through the green mountains, people are still young, and after thirty years, the 'Netscape' here is unique. Rule of law on the internet is never-ending and always on the road. On the new journey, the rule of law on the Internet still needs continuous innovation and improvement to adapt to the rapid development of network technology and profound changes in the network society. China's Internet will march forward bravely, and our Internet home will also be more beautiful. (New Society)
