The Institute of Finance of the Chinese Academy of Social Sciences and the National Laboratory of Finance and Development recently held a seminar on the development of inclusive supplementary medical insurance and a press conference on the report "Evaluation of the Five Year Development of Inclusive Supplementary Medical Insurance in Zhuhai" in Beijing, with the theme of "Establishing a sound multi-level medical security system to safeguard and improve people's livelihoods in development". Developing universal supplementary medical insurance is a global challenge. The head of the research group, Yan Jianjun, pointed out that the report evaluates the five-year development of universal supplementary medical insurance in Zhuhai City and draws three conclusions based on the development of this insurance type nationwide. Firstly, from the operational results, China's universal supplementary medical insurance has withstood the test of time. Taking Zhuhai's "Boundless Love" welfare insurance as an example, firstly, it has a high degree of inclusiveness, low premiums, low participation thresholds, and strong sustainability. The number of insured persons and the insured rate have steadily increased year by year, with 1.13 million insured persons in 2024. The second is the significant effect of reducing burden. Over the course of 5 years, a total of 22300 people and 96600 individuals have benefited. In 2023, for those who participate in the Huimin Insurance project and receive compensation, the total deductible beyond basic medical insurance and major illness insurance reimbursement will be adopted. For those who have a deductible of 100000 to 200000 yuan, the Huimin Insurance will reduce their burden by 55.98%. Secondly, from the perspective of operational mechanism, the universal supplementary medical insurance has stimulated the diverse needs of the insured population for "prevention in daily life, protection when sick, and charity when sick", which can maintain a high participation rate. For example, the "Boundless Love" Huimin Insurance has opened up administrative resource platforms such as medical insurance data and payments, and taken government support measures to create a cost-effective and public welfare inclusive supplementary medical insurance model. It has innovatively introduced pharmaceutical companies' charity drug donations, effectively gathering social forces. Thirdly, from the perspective of institutional innovation, inclusive supplementary medical insurance has achieved the organic integration and complementary advantages of market mechanisms, public welfare mechanisms, and administrative mechanisms, providing a new solution to the funding problem. In order to solve the problems of narrow coverage of commercial insurance in the supplementary medical security system and the need to improve the social credibility of charitable donations, Zhuhai City has launched a "government led, commercial insurance undertaken, and integrated into public welfare" welfare insurance model. The competent department takes the lead in formulating the overall plan and aggregates social forces through administrative resource platforms such as medical insurance data and payment; As the undertaker, China Life Insurance gives full play to its market flexibility and operates in accordance with the public welfare principle of "capital preservation and meager profits".
