89.7% of the coastal waters in Guangdong Province have excellent water quality

Guangdong Province is a major maritime province with a total jurisdictional area of 64700 square kilometers; The coastline of the mainland is 4084.48 kilometers long, ranking first in the country. In 2023, the total marine economic production value of the province will be 1877.81 billion yuan, accounting for 18.9% of the national marine production value, ranking first in the country for 29 consecutive years. While vigorously developing the marine economy, Guangdong has always paid attention to protecting the blue ecological security of the ocean. On November 27th, the 13th meeting of the Standing Committee of the 14th Provincial People's Congress continued to review the report of the Law Enforcement Inspection Group of the Standing Committee of the Provincial People's Congress on inspecting the implementation of the Marine Environmental Protection Law of the People's Republic of China and the Measures for the Implementation of the Marine Environmental Protection Law of the People's Republic of China in Guangdong Province. It is reported that from mid October to early November this year, the inspection team conducted on-site inspections in Zhuhai, Shantou, Jiangmen, Zhanjiang, Maoming, and Chaozhou. At the same time, they entrusted the Standing Committee of the People's Congress of Guangzhou, Shenzhen, Dongguan, Huizhou, Zhongshan, Jieyang, Shanwei, and Yangjiang to conduct inspections in their respective administrative regions, achieving full coverage of 14 coastal cities in the province. The inspection results show that in the spring and summer of 2024, the proportion of areas with excellent water quality in the coastal waters of the province reached 89.7%, which is higher than the national "14th Five Year Plan" target (86%). At present, the provincial government and 14 coastal city governments have formulated and implemented the "14th Five Year Plan" for marine ecological environment protection. 471 marine environmental control units have been designated; Set a red line for marine ecological protection of 16600 square kilometers, all of which will be included in the priority protection units of the sea area. From January to August 2024, all the 12 state-controlled river sections in the Pearl River estuary will be degraded, and the average concentration of total nitrogen will be 2.93mg/L, 0.38mg/L lower than the same period in 2020. In terms of building a strong barrier for marine ecological security, the "International Mangrove Center" has officially settled in Shenzhen. As of the end of August 2024, the province has added 2904.28 hectares of mangrove forests and restored 2142.83 hectares of existing mangrove forests. Currently, there are 124 marine nature reserves and 19 important wetlands at the international, national, and provincial levels in the province. In terms of strengthening biodiversity conservation, our province has recorded 406 species of phytoplankton, 416 species of zooplankton, 828 species of benthic organisms, 1297 species of swimming organisms, and over 1200 species of fish. At the same time, the "Guangdong Province Aquaculture Tail Water Discharge Standards" were formulated, delineating prohibited, restricted, and aquaculture areas for marine aquaculture, and continuously cleaning up illegal aquaculture fish rafts (oyster rafts). The province has cleared more than 60000 acres of illegal aquaculture fish rafts (oyster rafts). In terms of promoting the construction of modern marine ranches, the province has applied to create 15 conservation oriented national level marine ranch demonstration zones, covering an area of 1454.7 square kilometers. The existing marine ranches can generate ecological benefits of 21.2 billion yuan per year, accounting for 35% of the national marine ranch ecological benefits; The number of abandoned reefs reached 2.931 million square meters, and the productivity of the reef area increased significantly after the reef was abandoned. The density of plankton increased by 1-9 times, and the diversity index increased by 7% -54%. Guangdong adheres to the coordinated planning of land and sea, and deepens the prevention and control of marine environmental pollution. As of September 2024, 7155 sea discharge outlets have been traced and included in key supervision. 253 ports in the province have been connected to the municipal sewage pipeline network, while the rest of the ports have built domestic sewage treatment facilities or supporting collection and transportation facilities. In the first half of 2024, ports in the province will receive 228000 m3 of oily sewage from ships, 18000 m3 of domestic sewage, 11000 m3 of domestic waste, and 322.6 m3 of chemical cleaning water. We will vigorously promote the use of new or clean energy in ships. By the end of 2023, we will build 50 new LNG single fuel powered ships and complete the renovation of 156 LNG single fuel powered ships, ranking first in the country in terms of scale. The report provides detailed recommendations for the future development of marine ecological environment protection in Guangdong Province, including researching and developing an evaluation index system for the construction of beautiful bays in Guangdong Province, conducting detailed surveys of bays, and promoting the construction of beautiful bays through a "one bay, one policy" approach; Encourage and support social capital to participate in marine ecological protection and restoration, guide the development of integrated models of "ecological protection and restoration+industry" such as carbon trading and ecotourism through the improvement of ecological compensation mechanisms; Conduct a survey on marine disaster risks, develop emergency plans for sudden marine natural disasters and marine environmental pollution accidents, and urge coastal petrochemical, transportation, and other units that may experience major marine environmental pollution accidents to develop emergency plans as required.
