At the 2024 International Symposium on Computing Standards and Applications held in Shanghai recently, experts stated that standards are not only the transformation of computing technology innovation achievements, but also a key way to build a strong computing industry ecosystem. While stabilizing the "hard power" of the computing power industry, we must also deeply cultivate the "soft power" of the computing power industry. In the future, we should continue to adhere to the drive of technological innovation, play a leading and supporting role in standards, and jointly build a new ecosystem of open, collaborative, and innovative computing power industry. As the cornerstone of supporting the development of the digital economy, the computing power industry not only leads the transformation and upgrading of the economy, but also plays an irreplaceable role in cultivating new driving forces and stimulating new vitality. The world is welcoming a new wave of computing power industry development. Wu Hequan, academician of the CAE Member, said that generative AI is promoting the development and application of computing power. At present, global training computing power still dominates, but China's intelligent computing power has been dominated by inference computing power. International Data Corporation predicts in 2023 that by 2027, the proportion of inference computing power in China's intelligent computing power will rise to 72.6%. It is expected that by 2025, the proportion of public cloud AI servers in China will exceed 50%. In terms of computing power going to the cloud, the proportion of Chinese large-scale enterprises going to the cloud has reached 80%. Applications such as AI smartphones, AI computers, AI XR and spatial computing, as well as collaborative computing power between vehicles and the cloud, will all drive the development of the computing industry. With the exponential growth of computing power demand, data center construction is experiencing a boom. According to industry statistics, in the first half of 2024, there were over 250 intelligent computing centers built or under construction nationwide. There were 791 bidding related events for intelligent computing centers in the first half of 2024, a year-on-year increase of up to 407%; More than 20 cities have built intelligent computing centers. As of the end of May, there are more than ten intelligent computing centers planned nationwide with over ten thousand GPU clusters. Intelligent computing power is becoming the main competition track for computing power in China. According to the Action Plan for High Quality Development of Computing Infrastructure, the total scale of computing power in China will reach 230EFLOPS by 2023, with intelligent computing power accounting for 30%; By 2025, the total scale of computing power in China will reach 300EFLOPS, and the proportion of intelligent computing power will reach 35%. At present, China is stepping up the construction of a "national integrated computing network" to promote the construction of a Chinese path to modernization digital base. The application prospects of domestic AI chips are broad. In the eyes of experts, a new ecosystem of intelligent computing centers in China has begun to take shape. However, the insufficient demand and application of some computing centers in China are worth paying attention to, and domestic computing power still needs to move from "usable" to "user-friendly". According to He Baohong, director of the Institute of Cloud Computing at the China Academy of Information and Communications Technology, the construction of the intelligent computing center ecosystem in China is in the early exploration stage before 2022, with a high dependence on foreign chips and algorithms; From 2023 to 2025, the domestic computing power industry technology ecosystem will explode, and upstream and downstream domestic manufacturers will gradually develop. It is expected to develop into a mature social level service after 2026. Currently, China's intelligent computing industry still faces challenges such as isolated computing power, technological adaptation, computing efficiency and power, and domestic ecological issues. In the next few years, the parameters of large models will reach trillions, and gigawatt (GW) data centers are about to emerge. The industry predicts that 85% of the global data center growth in the next five years will come from intelligent computing power. The intelligent computing center will have a larger business scale, faster online speed, higher power density, and more energy consumption. The surge in computing power may lead to power shortages, and green electricity is the breakthrough for the development of AI computing power. In view of the shortcomings and development problems faced by the current domestic computing industry, Zhang Hongke, academician of the CAE Member, proposed to introduce computing, storage, intelligence, resource collaboration and other methods to achieve efficient use and scheduling of computing resources under the combination of applications, networks and infrastructure. Jiang Changjun, an academician of the CAE Member, believes that the East, the West and the West are national key strategic projects for cross regional resource allocation. One of the key points of future new infrastructure construction is to build an integrated computing network, which not only needs to further improve the resource utilization rate of intelligent computing, but also needs to build capacity and solutions represented by AI to meet the needs of more detailed business scenarios. Standard specifications for computing power are even more important in promoting technological innovation and industrial development. In recent years, China has made certain achievements in the standardization of computing technology. The China Communications Standardization Association has released a series of important achievements, providing standard support for the upgrading and development of the computing industry.
