The plan proposes that by the end of 2027, the effectiveness of 5G scale empowerment will be highlighted. The penetration rate of 5G personal users exceeds 85%, and the proportion of 5G network access traffic exceeds 75%. 5G new consumption and new experiences continue to enrich. To create a group of 5G application leaders for key industries such as factories, hospitals, and scenic spots, and drive the digital transformation and upgrading of the industry. The number of 5G IoT terminal connections has exceeded 100 million, and the penetration rate of 5G applications in large and medium-sized industrial enterprises has reached 45%. The supply of 5G industry is constantly enriching. The participation in 5G-A international standards continues to deepen, the domestic industry standard system for 5G is accelerating improvement, and there are over 150 5G fusion application standards. The Plan makes a series of deployments around "application upgrading, promoting multi-dimensional deep empowerment", "industrial upgrading, building full chain development support", "network upgrading, enhancing full scenario service capabilities", "ecological upgrading, strengthening multi-level collaborative innovation" and other aspects. Among them, in terms of application upgrades, the "Plan" proposes that 5G will drive the expansion and upgrading of new consumption, empower production and operation to improve quality and upgrade, and assist in the universal upgrading of public services, including "promoting '5G on the road', encouraging the installation of 5G communication modules in cars, and assisting in the upgrading of intelligent connected vehicles, intelligent driving, and intelligent cabins", "accelerating the innovation of 5G new calls, naked eye 3D, cloud phones, 5G messaging and other applications, and achieving a user scale of over 100 million for 5G new calls", etc. In terms of network upgrade, the "Plan" proposes to deepen the construction of "broadband border", accelerate the extension of 5G networks to towns, administrative villages, coastal areas, border areas and other regions, and actively use satellite communication technology to enhance network coverage capabilities. Deepen the implementation of the "Signal Upgrade" special action, deepen the coverage of key scenarios such as government centers, cultural and tourism venues, and health institutions, and provide higher quality online services to the public. Accelerate the promotion of 5G lightweight (RedCap) continuous coverage in county-level and above cities.
