Enhancing the discourse power of countries in the 'Global South', especially in the era of all media, how to break through public opinion difficulties and enhance international voice capabilities, has become a focus of attention and one of the core topics of this conference. This is not only related to whether the countries of the 'Global South' can break free from information barriers and make their voices heard on the world stage, but also to whether they can reshape a fair and reasonable international public opinion order. In the era of all media, information dissemination presents the characteristics of rich and diverse news methods, unprecedented expansion of communication channels, and comprehensive coverage of audiences. In this era, while bringing enormous dissemination benefits to information resource owners, it also poses unprecedented challenges to human society. In international competition, the struggle for discourse power has become a focal point. Discourse power, ultimately, is the embodiment of national power in the international political arena, reflecting the status and influence of countries around the world in the power structure of the international community. If a country has a discourse advantage in this power structure, its ideas, propositions, and interests can be widely disseminated and spread throughout the world; On the contrary, if a country does not have a discourse advantage in this power structure and is often placed on various moral judgment tables by the "mainstream discourse", its development will be difficult and its influence will be greatly limited. In recent years, the international public opinion situation has shown a dynamic evolution trend under the complex changes in the international environment. Since the 1990s, with the deepening development of economic globalization, the trend of anti globalization has gradually emerged. Especially the results of the 2016 Brexit referendum in the UK and the same year's US presidential election further intensified the anti globalization trend in Western society. In this context, the concept of the "global village" has been severely damaged, with measures such as trade protectionism, border closures, and immigration restrictions becoming the norm. This not only challenges the principles of multilateralism, but also undermines a series of international rules, making the global political and economic situation even more unstable. The anti globalization policies and Cold War mentality of Western countries have led to a shift from multilateralism to unilateralism globally, making it difficult for the international community to reach consensus on many key issues. At the same time, the status of the "global South" countries in the global economy continues to rise, and the balance of power between the East and the West has undergone significant changes. These countries actively seek to break through the information and public opinion barriers set by developed countries by strengthening their information infrastructure and international communication capabilities, striving to change the long-standing international public opinion pattern dominated by Western countries. For example, China has launched an international communication capacity building project for key media since 2009, aiming to change the "West is strong and I am weak" pattern in the international public opinion arena. In addition, China proposed the Global Data Security Initiative on September 8, 2020. Since 2021, President Xi Jinping has successively put forward the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative, demonstrating China's responsibility and commitment to solving common global problems and receiving positive responses from developing countries. For a period of time, the efforts of countries in the 'Global South' have brought unprecedented changes, enabling them to make more voices and play a greater role in international affairs. On the one hand, countries in the "Global South" actively participate in global governance, thus having more say in global decision-making and promoting the development of the international order towards a more fair and reasonable direction. On the other hand, in emerging fields such as digital economy, 5G, and AI, these countries have further enhanced their discourse power by formulating technical standards and rules. In addition, the establishment of economic cooperation organizations within the region has promoted information cooperation and strengthened the collective strength of countries in the "global South". However, the countries of the 'Global South' still face many serious challenges in the process of enhancing their discourse power. From an external perspective, the anti globalization policies implemented by Western countries and the emergence of Cold War mentality have exerted strong pressure on the international discourse power of the "global South" countries, further compressing their space in the international public opinion arena. From an internal perspective, the uneven level of economic development among countries in the 'Global South' hinders consistency and coordination in enhancing their discourse power. In addition, in key areas of the information age, although countries in the "Global South" have achieved some results in information infrastructure construction, there is still a gap in funding and technological level compared to developed countries, which hinders their further improvement of their voice in related fields such as information dissemination. In the era of profound changes in the international communication landscape, how can the countries of the "Global South" further enhance their discourse power? On the one hand, we should strengthen the construction of all media content. In depth exploration of the rich cultural and developmental experiences of countries in the 'Global South', creating high-quality content, requires both a profound analysis of local development and an interpretation of international affairs from the perspective of 'Global South' countries. On the other hand, it is necessary to establish an international discourse coordination system that adapts to the era of all media. The countries of the 'Global South' should uphold the concept of equality, mutual benefit, and win-win, and form a discourse communication mode of mutual cooperation. Within this system, jointly discuss and formulate discourse norms and communication strategies to prevent internal discourse differences and information confusion. At the same time, actively engage in discourse cooperation with other countries or organizations that align with international interests and demands, enhance influence and appeal in the international public opinion arena through joint international events, joint research projects, and other means, in order to respond to Western discourse hegemony and enhance the discourse power of countries in the "Global South". To this end, countries in the "Global South" need to gather consensus, integrate resources, and work together to actively participate in the international public opinion arena, and jointly create an international public opinion environment for peaceful development. This is the only way to achieve fairness in international discourse and requires joint efforts from all countries. (New Society)
