On the 20th, the Hong Kong Special Administrative Region government released the "Development Outline for the Hong Kong Park of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone" (referred to as the "Development Outline"), which elaborates on the key development directions, strategies, and goals of the Hetao Hong Kong Park, and proposes to promote the development of the Hetao Hong Kong Park in an orderly manner with 2030 and 2035 as key milestones. The Development Outline echoes the "Development Plan for the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone Shenzhen Park" announced by the country in August last year, proposing four major development directions for the Hetao Hong Kong Park, namely "creating a world-class industry university research platform", "building an internationally competitive industrial pilot transformation base", "creating a global gathering point for innovation and science resources", and "opening up experimental fields for institutional and policy innovation". The Development Outline proposes that by 2030, the first phase of the Hetao Hong Kong Industrial Park will be completed in an orderly manner. Life and health technology, artificial intelligence and data science, new energy technology and advanced manufacturing ecosystems are gradually taking shape. An efficient innovation collaboration mechanism has been basically formed with the Shenzhen industrial park, and the opening up and cooperation between the two places continue to deepen. The efficiency of cross-border convenient flow of innovative elements continues to improve, gradually showing scale. The work of building a world-class industry university research platform and a global hub for innovation and technology talents and resources has achieved initial results. The number of innovative and specialized technology enterprises settling in Hong Kong continues to increase, making Hong Kong one of the preferred fundraising destinations for global innovation and technology enterprises, laying a solid foundation for further promoting the comprehensive development of the Hetao Hong Kong Park. The Development Outline proposes that by 2035, a comprehensive development pattern of the Hetao Hong Kong Park will be formed, with a thriving overall innovation and technology ecosystem. Together with Shenzhen, the Hetao Cooperation Zone will be promoted to an international leading position and organically integrated with the mature advanced manufacturing system of mainland cities in the Greater Bay Area, supporting the construction of an internationally competitive industrial pilot transformation base in the Hetao Hong Kong Park and accelerating Hong Kong's industrial development. The park gathers a large number of top R&D teams and excellent innovation and technology enterprises from home and abroad, and has built a number of international top R&D institutes and pilot bases, carrying a large-scale and international innovation and technology community. To achieve smooth cross-border flow of innovative elements and become an important international advanced science and technology innovation planning pilot zone and experimental field for institutional and policy innovation in the country. The Hetao Cooperation Zone has established a world-class hub for scientific and technological innovation internationally, promoting the high-quality construction of the Greater Bay Area International Science and Technology Innovation Center and the Hong Kong International Innovation and Technology Center. Hong Kong Chief Executive Li Jiachao said that the SAR government will follow the development strategy proposed in the Development Outline, combine the advantages of "one country, two systems" and the geographical advantages of "one river, two banks", and fully promote the development of the Hong Kong Industrial Park in the Hetao area, and work together with Shenzhen to build the Hetao Cooperation Zone into a world-class key platform for scientific and technological innovation and an important engine for high-quality development of the Guangdong Hong Kong Macao Greater Bay Area. The Hetao Cooperation Zone is one of the major cooperation platforms among Guangdong, Hong Kong, and Macao under the national "14th Five Year Plan", consisting of the Hong Kong Park and the Shenzhen Park. The SAR government stated that the Hong Kong Industrial Park will officially enter the operational phase next year, and the next step will be to focus on attracting investment and attracting top enterprises and talents from home and abroad to settle down.
