New breakthrough in installed capacity of renewable energy

Since the beginning of this year, China's energy green and low-carbon transformation has continuously made new breakthroughs. As of the end of September this year, the total installed capacity of wind and solar power in China has reached 1.25 billion kilowatts, which is more than 6 years ahead of China's commitment at the Climate Ambition Summit to achieve a total installed capacity of over 1.2 billion kilowatts by 2030. The continuous expansion of renewable energy installed capacity and new progress in the construction of new energy systems have provided strong support for high-quality economic development. As of the end of September 2024, the installed capacity of renewable energy in China has reached 1.73 billion kilowatts, a year-on-year increase of 25%, accounting for approximately 54.7% of the country's total installed capacity. Investment in charging and swapping infrastructure in Sichuan and Jiangsu is accelerating, while investment in charging infrastructure in Guangdong, Guangxi, Guizhou, and Yunnan is stabilizing. A batch of multi energy complementary clean energy base projects are being orderly promoted in Gansu, Xinjiang, and Qinghai. With the rapid growth of new energy generation capacity, the demand for new energy storage and other regulating resources in the power system is rapidly increasing. Recently, faced with the risk and challenge of photovoltaic reverse power transmission exceeding the city's electricity demand for safe operation of the power grid, State Grid Huaibei Power Supply Company called on energy storage to participate in peak shaving through the source grid load storage collaborative control system, ensuring the smooth operation of the power grid. The installed capacity of new energy storage across the country continues to grow rapidly. As of the end of September, 58.52 million kilowatts/128 million kilowatt hours of new energy storage have been built and put into operation nationwide, an increase of about 86% compared to the end of 2023, becoming an important component of the stable operation of the power system. As the installed capacity steadily increases, the new energy storage calling method continues to improve, and the utilization level gradually improves. According to statistics from power grid enterprises, from January to August, the cumulative charging and discharging capacity of new energy storage in China was about 26 billion kilowatt hours, with an equivalent utilization time of about 620 hours. Among them, the cumulative charging and discharging capacity of new energy storage in the operating area of State Grid Corporation of China is about 22 billion kilowatt hours, the cumulative charging and discharging capacity of new energy storage in the operating area of Southern Power Grid Corporation is about 3 billion kilowatt hours, and the cumulative charging and discharging capacity of new energy storage in the operating area of Inner Mongolia Electric Power Company is about 1 billion kilowatt hours. By scientifically utilizing new energy storage, power security is more powerful. On the basis of traditional power supply guarantee methods, it promoted the full play of the "super power bank" effect of new energy storage, and contributed key strength to power supply guarantee during peak periods. The National Development and Reform Commission and six other departments recently issued the "Guiding Opinions on Vigorously Implementing the Action of Replacing Renewable Energy" (hereinafter referred to as the "Opinions"), proposing that positive progress will be made in the replacement of renewable energy in key areas during the 14th Five Year Plan period, and the national consumption of renewable energy will reach over 1.1 billion tons of standard coal by 2025. During the 15th Five Year Plan period, a production and lifestyle that prioritizes the use of renewable energy in various fields has basically taken shape. By 2030, the national consumption of renewable energy will reach over 1.5 billion tons of standard coal, providing strong support for achieving the goal of peaking carbon emissions before 2030. The large-scale substitution of renewable energy poses challenges to the safe operation of the power system. In order to improve the reliability level of equipment operation and provide strong support for the safe and stable operation of the power system, the health status evaluation and reliability analysis platform for substation main equipment developed by China Electric Power Research Institute has recently been put into operation. This platform can utilize on-site multidimensional operation monitoring data to comprehensively and systematically diagnose and analyze the health status and reliability of substation main equipment. With the continuous increase of new energy installed capacity and the accelerated construction of ultra-high voltage systems, the safety challenges of substation equipment are relatively severe Yang Ning, Director of the Equipment Condition Evaluation Center at the High Voltage Institute of China Electric Power Research Institute, said that accurate evaluation of equipment operation status is the key to future management. The reliability analysis algorithm independently developed by China Electric Power Research Institute provides precise support for maintenance decisions, significantly improving the quality and efficiency of equipment maintenance, and effectively addressing the safety challenges brought by ultra-high voltage systems. In order to enhance the safe and reliable substitution capability of renewable energy, the Opinion proposes to accelerate the improvement of renewable energy resource assessment, power prediction, and intelligent regulation capabilities. Promote the iteration of advanced technologies such as flexible DC transmission and AC/DC hybrid distribution networks, and accelerate the construction of a digital and intelligent power grid. Continuously optimize the structure of the distribution network, optimize the scheduling mechanism of the distribution network, and enhance the flexibility and carrying capacity of the distribution network. Diversified enhancement of power system regulation capability, strengthening the application of flexible power sources, pumped storage, and new energy storage. Regarding how to strengthen the guarantee measures for renewable energy substitution, Zhang Xing stated that the green energy consumption mechanism will be improved, and the requirements for excluding non fossil energy from the total energy consumption and intensity control will be fully implemented. Improve the responsibility weight mechanism for the consumption of renewable energy electricity and strengthen the rigid constraints on high energy consuming enterprises to use green electricity.
