In order to further strengthen the minors' network protection and create a more healthy and safe network environment, the National Internet Information Office recently released the Guidelines for the Construction of Mobile Internet Minors Mode (hereinafter referred to as the Guidelines), which puts forward an overall plan for the construction of minors mode for mobile intelligent terminals, applications, and application distribution platforms. The addiction of minors to the internet has been a highly concerned issue in recent years among various sectors of society. Since 2019, multiple video and live streaming platforms have attempted to launch a youth model, guiding minors to use the internet in a healthy manner by limiting the duration of internet use and optimizing content construction. This has played a positive role in helping minors reduce their internet addiction and the impact of harmful information. In order to fully protect the legitimate rights and interests of minors in cyberspace, the newly revised Law on the Protection of Minors in 2020 added a special chapter on "Internet Protection". The Regulations on the Protection of Minors on the Internet, which came into effect in January this year, further clarify that online game and live streaming service providers should adhere to the principles of integration, friendliness, practicality, and effectiveness, and set up a mode for minors. This means that setting up a mode for minors is no longer an optional social responsibility based option for internet service providers, but has become a mandatory question based on legal obligations. Although there is no longer any controversy over whether or not to establish a model for minors, there has been a lack of consensus among various parties on how to establish it. On the basis of systematically summarizing effective practical experience, the "Guidelines" proposed a full chain plan for the construction, operation, and use of the underage model, encouraging and supporting the joint participation of mobile intelligent terminals, applications, and application distribution platforms in the construction of the underage model, and building a "triple defense line" for the protection of underage networks. At the same time, the "Guidelines" have refined the specific construction tasks of different entities and unified technical standards such as "three party linkage" and "one click start". This provides specific guidance for enterprises to fulfill their obligations to protect minors on the internet, effectively avoiding the situation where the underage model is just a facade and becomes a decoration. Network technology is a double-edged sword. For minors, whether the internet will become a good teacher and friend for them to obtain information and understand the world, or a Pandora's box that lures them to sink, the key lies in how we treat and utilize it. We look forward to network service providers continuously optimizing their model construction plans and enriching their protection measures under the guidance of the "Guidelines", truly turning the underage model into a "protective shield" and nurturing the healthy growth of minors in a clean and upright cyberspace.
