The General Administration of Customs announces typical cases of cracking down on foreign garbage

2024-11-18

According to the website of the General Administration of Customs, it has announced typical cases of cracking down on foreign garbage. 1、 The Anti smuggling Bureau of Shanghai Customs cracked the case of smuggling urban garbage into China. On May 24, 2024, the Anti smuggling Bureau of Shanghai Customs put on record and investigated the case of smuggling urban garbage into China. Two suspect were subject to criminal detention. The case involved 148 containers of solid waste, with a total weight of more than 3000 tons. In addition to the solid waste and plastic fragments involved in the case, there are 20 containers of nearly 500 tons of household waste, which is the first time that the Shanghai Customs Anti Smuggling Bureau has investigated such a smuggling waste case. 2、 In February 2023, the Ningbo Customs Anti Smuggling Bureau investigated the smuggling of waste cotton yarn and verified the smuggling of over 9000 tons of solid waste prohibited by the state. The suspect, knowing that the country prohibits the import of leftover yarn, cotton, cloth and other solid wastes from abroad, purchases leftover yarn, cotton, cloth and other solid wastes from abroad through the supplier, and directly transports them to China, or changes boxes through a third country and then transports them to China, and smuggles them into China by means of false declaration of product name. 3、 On May 8, 2024, Xiamen Customs Anti Smuggling Bureau seized a case of smuggling imported recycled kraft paper. A certain import and export company in Xiamen declared a batch of recycled kraft paper to the customs through general trade, with a declared quantity of 256.76 tons. After inspection, some of the recycled kraft paper boards were found to be scattered, soaked in water, dirty, damaged, moldy, and severely deformed in the core of the roll. After identification, it was determined that 36 rolls of recycled kraft paper, totaling 65.57 tons, were solid waste in this batch. 4、 Since 2023, the Guangzhou Customs Anti Smuggling Bureau has been investigating a series of cases involving the smuggling of second-hand electronic devices. A total of 104.41 tons of old computer miscellaneous items, such as power supplies, hard drives, optical drives, and old iPad screens, which are prohibited from entering the country, have been seized, successfully eliminating a smuggling chain of electronic waste involving cargo owners, solicitation gangs, and customs clearance gangs. After purchasing second-hand electronic equipment overseas, the suspect will transport it to a third place overseas for splitting and packing, and then smuggle it together with the customs clearance gang through false or concealed reporting. 5、 On April 2, 2024, the Anti Smuggling Bureau of Jiangmen Customs cracked down on a smuggling case of abandoned ships. The bureau, together with the Guangdong Coast Guard, Jiangmen Public Security Bureau, and Yangjiang Public Security Bureau, launched a joint anti smuggling operation, simultaneously carrying out sea, water, and land linked centralized net collection operations in Yangjiang, Jiangmen, and other places. 18 people involved in the case were arrested, 3 domestic towing fishing boats were seized, and 4 suspected smuggled abandoned ships (including 2 partially dismantled) weighing more than 2000 tons were seized in 3 shipbreaking factories. Two criminal gangs that integrated smuggling, towing, dismantling, and selling of scrapped ships were successfully dismantled, and the crime of "buying, transporting, storing, and selling" of solid waste involved in sea smuggling was eradicated throughout the entire chain.
