Recently, the European Commission released the "Comprehensive Assessment of EU War and Crisis Preparedness" report, calling on the EU to strengthen its own readiness and establish a fully functional intelligence agency. This is interpreted as an important measure of drastic reform of EU institutions after von der Leyen's re-election as the president of the European Commission. EU Special Advisor Niinisto stated that the new intelligence agency will collect information from member states' national intelligence agencies to meet the needs of EU level policy planning and strategic decision-making, and help member states effectively respond to threats. The institution will be located in Brussels, and in addition to information collection, analysis and judgment, it will also increase anti espionage work to further improve the EU intelligence field. At present, the EU intelligence system mainly includes the European Intelligence Centre and the European Intelligence Analysis Centre. The former is located in Paris, with 21 member states signing letters of intent to participate, and the management is relatively loose; The latter is located in Brussels and is under the jurisdiction of the EU Foreign Affairs Committee. Each member state dispatches dedicated liaison officers to analyze intelligence information and transmit conclusions to relevant EU agencies. According to foreign media analysis, the functional positioning and business scope of the EU's new intelligence agency are basically benchmarked against the Central Intelligence Agency of the United States. It will absorb personnel from the European Intelligence Analysis Center, establish an "Intelligence Committee" or "Intelligence Center", and be directly responsible to the President of the European Commission. The specific architecture includes two branches: strategic and tactical intelligence, covering elements such as manpower, liaison, planning, and organization. It will follow the practice of having intelligence liaison officers stationed in member countries and define the scope and authority of informed consent in detail. In terms of mechanism operation, the new EU intelligence agency may follow the "Five Eyes Alliance" model, which means that the new agency can coordinate and dispatch intelligence resources from member states, carry out intelligence analysis and anti infiltration work. Member states have different opinions on the proposal of the European Commission to establish a new intelligence agency. France and Germany, as the traditional "engines" of Europe, are currently facing governance pressure. Faced with the international political uncertainty brought about by Trump's return to power, both countries have low enthusiasm for establishing new intelligence agencies. Poland, the Baltic States, Romania and other countries expressed support for this proposal. However, intelligence agencies from these countries also acknowledge that there are many differences in policies, cultures, and laws among EU member states, which make it difficult to coordinate intelligence collection and sharing. Greece, Hungary, Slovakia and other neutral countries have also expressed their concerns that with the establishment of a unified intelligence agency by the European Union, the United States may view the EU as a strategic competitor, thereby intensifying geopolitical competition between the US and Europe. Some comments suggest that although the EU has established a new intelligence agency to take core security into its own hands, it may be subordinate to other EU agencies in the process of cooperating with the United States.
