Recently, the Office of the Special Work Mechanism for Rectifying Formalism at the Central Level and the Office of the Central Commission for Discipline Inspection jointly issued a report on three typical issues of rectifying formalism for reducing burdens at the grassroots level. Specifically: 1. Qingxu County, Taiyuan City, Shanxi Province illegally used funds to repair the roof of government office buildings and construct landscape ornaments for squares. Qingxu County invested 590 million yuan to build a county water system ecological governance and urban parking lot benefit project. During the implementation of the project, Qingxu County illegally packaged the antique roof and exterior painting of the county government's comprehensive office building, as well as the lighting project of the government's comprehensive office building, into the county's water system ecological governance and urban parking lot benefit project, resulting in an actual expenditure of 11.93 million yuan. At the same time, the project also constructed multiple landscape ornaments in the city square, including a silver lotus sculpture, a landscape stone, a ground sculpture, and multiple simulated coconut trees, with an actual expenditure of 13.05 million yuan. 2. There is an issue of excessive decoration at the Foreign Exchange Center in Jinniu District, Chengdu City, Sichuan Province. From July 2021 to December 2023, Jinniu District invested 1.216 billion yuan to construct an 82200 square meter external exchange center project. During the construction process, high-end materials such as imported stone mosaics, handmade wool carpets, and glass curtain walls were used for luxurious decoration. The total cost of the landscaping project was 6.974 million yuan, and the cost of the intelligent information system exceeded 120 million yuan. The decoration cost of the conference center was as high as 5489 yuan/square meter, nearly twice the construction cost. 3. In Xingyi City, Qiannan Buyi and Miao Autonomous Prefecture, Guizhou Province, there is formalism in the rectification of encroaching on farmland and digging lakes for landscaping, and the problem has repeatedly occurred. In May 2021, the Ministry of Natural Resources publicly reported on the illegal occupation of farmland by enterprises in Xingyi City to dig lakes and create landscapes. The local government and relevant departments were not resolute in their rectification attitude, the rectification methods were not systematic, the tracking and supervision were not timely, and the responsibilities were not fully implemented. From November 2023 to April 2024, the enterprise stored water in some of the rectified areas to form water landscapes, and also occupied 49.81 acres of farmland to build artificial lakes, artificial lawns and other landscapes against the wind. In December 2023, the Office of the Special Work Mechanism for Rectifying Formalism at the Central Level and Reducing Grassroots Burden, together with relevant parties, publicly reported similar issues in Dejiang County, Tongren City, Guizhou Province. After the provincial deployment for inspection and rectification, Qiannan Prefecture, Xingyi City, and relevant departments did not learn from their mistakes. The problem of illegally occupying farmland and digging lakes for landscaping was reported again by the Ministry of Natural Resources in August 2024. Regarding the issues reported by relevant central departments, there are problems with provincial functional departments such as drawing analogies, insufficient promotion of rectification on the surface, and inadequate guidance and supervision of grassroots rectification work. The above problems reflect that in some places, the awareness of discipline and rules is not strong. Despite the repeated orders from the Party Central Committee to get used to living a tight life and practicing frugality to oppose waste, there is still a lack of strict control over non essential and non urgent construction and decoration projects, and even taking the initiative to undertake them; Some systems and regulations are not sound, supervision and management are not in place, and the trend of excessive construction and decoration has not been detected and stopped in a timely manner at the grassroots level; Some have not deeply learned from the typical problems reported, taken lessons from them, failed to implement education guidance and rectification responsibilities, and failed to timely supervise daily operations. Similar problems have been repeatedly reported and rectified. Each region and department should further strengthen ideological education and guidance, urge leaders at all levels to establish a correct view of political achievements and power, do well and practically work for the benefit of the people, and resolutely eliminate image projects and face saving projects; Continuously strengthen the idea of living a tight life, promote the glorious tradition of hard work and simplicity, strictly enforce financial and economic discipline, adhere to diligence and frugality in all undertakings, use precious funds for urgent needs and work, and resolutely curb the spread of substandard construction and decoration at the grassroots level; Persist in conducting self-examination and self correction by drawing analogies, steadily and cautiously promote problem rectification and improvement, and effectively utilize existing resources. We must seriously learn from the typical problems reported, take on the main responsibility of rectifying the problems, strengthen the linkage between the upper and lower levels and the coordination between departments, and cannot engage in superficial and paper-based formalistic rectification; We must adhere to the system concept to carry out inspection and rectification, solve problems from the management source and institutional level, ensure that rectification is in place, and prevent rebound and resurgence.
