This has effectively supported administrative agencies in fulfilling their regulatory responsibilities in accordance with the law and promoted the construction of a legal business environment. Intensify the judicial protection of intellectual property rights, handle 138000 first instance administrative cases involving intellectual property rights, with an average annual growth rate of 20.3%, effectively serving the construction of a strong intellectual property country. Adhering to the concept of "green mountains and clear waters are as valuable as mountains of gold and silver", the People's Court has tried 118000 first instance administrative cases related to environmental and resource protection, with an average annual growth rate of 14.9%, promoting the green and low-carbon transformation of development mode... The People's Court insists on serving the overall situation, finding and grasping the key points and strengths of administrative trial work, and using fair justice to promote high-quality development. The people's courts have consolidated and deepened the achievements of the reform of the filing and registration system, with an average annual growth rate of 5.3% in first instance administrative cases since 2016. Support administrative agencies to punish illegal activities such as endangering food and drug safety, damaging the ecological environment, and withholding wages from migrant workers in accordance with the law, and focus on solving the urgent and pressing problems of the people. Zhang Jun stated that administrative trial work faces some problems and difficulties, and the role of serving the construction of a rule of law government needs to be further enhanced. The substantive resolution of administrative disputes needs to be further strengthened, and the problems of "one person, multiple cases" and "one matter, multiple cases" in administrative litigation are more prominent. He said that the people's court will further strengthen the substantive resolution of administrative disputes, promote the organic connection between administrative trials and administrative reconsideration, administrative procuratorial work, mediation of administrative disputes before litigation, and the legalization of petition work, and shift the focus of trial work from "case settlement" to "dispute settlement".
