The first batch of 49 qualified tax professionals from Hong Kong and Macao have obtained their professional qualification certificates, becoming a "new sample" for the Hengqin Guangdong Macao Deep Cooperation Zone to create convenient cross-border practice for professional talents. The Outline Development Plan for the Guangdong Hong Kong Macao Greater Bay Area proposes to promote cross-border convenient practice for mainland and Hong Kong/Macao personnel. The Overall Plan for the Construction of Hengqin Guangdong Macao Deep Cooperation Zone specifies that professionals in relevant fields with overseas practicing qualifications such as those in Macau are allowed to provide services in the cooperation zone after filing and meeting industry regulatory requirements. Recently, the Guangdong Provincial Taxation Bureau of the State Administration of Taxation issued the "Management Measures for Hong Kong and Macao Tax related Professionals Practicing in the Hengqin Guangdong Macao Deep Cooperation Zone". Starting from November 1, 2024, qualified Hong Kong and Macao tax related professionals can register with the Guangdong Provincial Taxation Bureau to engage in tax related professional services, and after registration, they can practice in the Hengqin Guangdong Macao Deep Cooperation Zone. According to policy regulations, tax related professionals from Hong Kong and Macau who have already registered for practice must join tax related professional service organizations registered in the Hengqin Guangdong Macao Deep Cooperation Zone when practicing in Hengqin. Among them, tax related professionals engaged in professional tax consulting, tax planning, tax verification, tax situation review and other businesses must join tax consulting firms. At the same time, it further clarified the conditions for qualified tax professionals from Hong Kong and Macau to initiate the establishment of tax accounting firms or serve as shareholders or partners of tax accounting firms, and to establish information sharing mechanisms with the Hong Kong Taxation Institute and the Macau Professional Committee of Accountants.
