Recently, the Ministry of Education, the Propaganda Department of the Central Committee, the Central Cyberspace Office, the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Civil Affairs, the Ministry of Housing and Urban Rural Development, the Ministry of Culture and Tourism, the National Health Commission, the General Administration of Market Supervision, the National Cutural Heritage Administration, the National Fire Rescue Bureau, the Women and Children's Working Committee of the State Council, the Central Committee of the Communist Youth League, the All China Women's Federation, the China Customs Working Committee, the China Association for Science and Technology and other 17 departments jointly issued the Work Plan for the Family School Community to Educate "Education Consortium" (hereinafter referred to as the Plan). The "Plan" proposes that the "Education Alliance" is a working method that aims to promote the healthy and happy growth of primary and secondary school students, with schools as the center, regions as the main body, and resources as the link, to promote effective collaboration between families, schools, and communities. We need to promote the comprehensive establishment of a collaborative education "education alliance" among families, schools, and communities in various regions, ensuring that the collaborative education mechanism of government coordination, departmental cooperation, school leadership, family responsibility, and social participation is more perfect, and promoting a stronger atmosphere for students' comprehensive development and healthy growth. Strive to establish "education alliances" in 50% of counties by 2025, and fully establish "education alliances" in all counties by 2027. The Plan clarifies the responsibilities and tasks of each subject in the "Education Alliance". The government should strengthen the overall leadership of family school social cooperation in education, guide various departments to cooperate and establish family education guidance institutions, and mobilize various social education resources. The education department, with government support, coordinates and links with relevant departments and social resource units to guide schools to play a leading role and professional guidance advantages, and strengthen communication and cooperation with families and society. Schools should establish "teaching consortia" tailored to local conditions, and through joint responsibilities, resources, and spaces, work together with parents and all sectors of society to study and promote solutions to new situations and problems faced by students in their growth. Each relevant department, street community, and social resource unit shall fulfill their educational responsibilities within their respective functional areas, establish work coordination mechanisms with schools, and promote targeted solutions to prominent problems in students' growth, providing comprehensive conditions and guarantees for students' participation in cultural learning, physical exercise, artistic activities, labor education, science education, social practice, after-school services, etc. The "Plan" requires local education administrative departments to enhance their political stance, work together with relevant departments to include the construction of "education alliances" in their important agendas, plan and promote collaborative education work, establish a normalized communication and coordination mechanism with relevant departments, improve policy guarantees in terms of funding, personnel, venues, etc., consolidate the joint efforts of "everyone, everything, anytime, anywhere" in education, and promote the implementation of family school community collaborative education work.
