According to the Guangzhou Internet Court, on October 30, the Guangzhou Internet Court held a press conference to release the Five Year Plan for Guangzhou Internet Court to Build High level Internet Justice (2024-2028) (hereinafter referred to as the Plan). Song Weili, Secretary of the Party Group and President of the Court, Liu Dongmei, Deputy Secretary of the Party Group and Vice President of the Court, Shao Shan, member of the Party Group and Vice President of the Court, and Duan Liqiong, Director of the Trial Management Office (Research Office), attended the press conference. At the meeting, Song Weili introduced that the Plan, focusing on the needs of national strategic development, the construction of the Guangdong Hong Kong Macao Greater Bay Area, and legal governance of cyberspace, proposed 40 key points in eight aspects, including strengthening ideological and political construction, safeguarding digital rights and interests, standardizing digital market rules, consolidating digital governance models, deepening cross-border judicial practice, optimizing judicial science and technology innovation, strengthening trial quality management, and strengthening digital rule of law talent training, to forge a new chapter in Internet justice. The Plan clearly states that it is necessary to promote the development of new quality productivity, promote the Internet Court to carry out systematic, innovative and in-depth reform in the "new track", optimize the business environment of the digital economy with the "rule of rules", and help the healthy development of new business types and models. The Plan proposes to build a professional Internet judicial system with the idea of "one engine and four drives". "One engine" is the "main engine" for the development of Guangzhou Internet Court, which is to consolidate the main responsibility of the main business, and serve to ensure the economic and social digital transformation and sustainable development through the idea of "focusing on politics, strengthening management, and optimizing talents". The "four-wheel drive" is reflected in the following aspects: firstly, deepening the construction of digital rights protection, and fully responding to the diverse judicial needs in cyberspace with more practical measures. Innovatively providing systematic protection for digital rights by distinguishing between rights subjects and rights objects. The second is to deepen the construction of digital market rules, and fully empower the development of new quality productivity with more refined judgments. Integrate the construction of digital market rules with efficient trials, fully empower the development of the digital economy, and enhance the legitimacy, security, and fairness of judicial governance in the digital market. The third is to deepen the construction of digital governance models and fully promote the rule of law in cyberspace governance with updated concepts. We will focus on building a comprehensive, efficient, and collaborative cyberspace governance system through five dimensions: system governance, precision governance, collaborative governance, technological governance, and Fengqiao governance. The fourth is to deepen cross-border judicial practice and fully safeguard high-level opening-up with higher quality and efficiency. Build a cross-border judicial system by focusing on communication, strengthening mechanisms and expanding services, and constantly enhance the exemplary and leading role of Internet justice in the construction of the Digital Bay Area. Next, the Guangzhou Internet Court will take the release of the Plan as an opportunity to strengthen the deployment and planning of services to ensure the high-quality development of the digital economy in the Guangdong Hong Kong Macao Greater Bay Area, adhere to the integration of main responsibilities and the requirements of the new era, adhere to the integration of rights and interests protection and market governance, adhere to the integration of talent training and mechanism innovation, adhere to the integration of local practice and cross regional coordination, and strive to become an important leading force in digital justice.
