All work has progressed smoothly and achieved positive results. At the recent press conference on the exchange of old for new consumer goods held by the Ministry of Commerce, the latest developments were introduced in Hebei, Zhejiang, Guangxi and other places. Overall, in recent times, various regions have seized the opportunity and implemented policies to better unleash the potential of exchanging old for new consumer goods. Zhang Hecheng, Deputy Director of the Department of Commerce of Hebei Province, introduced that as of October 24th, a total of 121000 applications for scrapping and updating automobiles and 81000 applications for replacing and updating automobiles have been submitted in Hebei Province. The cumulative sales revenue of cars exchanged for old and new has reached 30.3 billion yuan, and subsidies of 1.77 billion yuan have been issued to consumers. According to the statistics of the National Passenger Car Federation, from January to September, Hebei Province sold a total of 796700 passenger cars, a year-on-year increase of 7.32%, which is 3.1 percentage points higher than the national average. Among them, 328300 new energy passenger cars were sold, a year-on-year increase of 61.62%, which is 18.6 percentage points higher than the national average. Zhang Hecheng said that in order to facilitate the application for subsidies by the public, Hebei Province promotes the "service agency system", where agents handle one-stop applications for car trade in subsidies for the public. In Zhejiang, more than 4500 business entities and over 5 million consumers participated in the trade in program. Up to now, Zhejiang Province has used 6.426 billion yuan of special funds for treasury bond, and the subsidy policy has directly driven consumption of more than 66 billion yuan. "In response to issues such as cash in and category expansion that people care about, we actively work with relevant departments to take practical measures to improve people's sense of gain, happiness and satisfaction." Zhu Jun, chief economist of Zhejiang Provincial Department of Commerce, said that relevant departments in Zhejiang Province also use WeChat official account, Tiktok, news website and other platforms to actively issue a picture reading, guidance manual, subsidy guide, and consultation hotline, respond to people's concerns in a timely manner, and hold a variety of old for new series of consumer promotion activities, so that consumers can enjoy real policy subsidies. Up to now, Guangxi has participated in the trade in of consumer goods, with a total of over one million transactions, benefiting millions of households and driving transaction volumes exceeding 10 billion yuan. The daily average number of applications for exchanging old appliances for new ones has exceeded 10000 Zhu Yanling, Deputy Director of the Department of Commerce of Guangxi Zhuang Autonomous Region, gave an example that in terms of workflow, a "online and offline verification" car subsidy model should be established for business, public security, taxation, and platforms to ensure the rights and interests of car purchase subsidies; In terms of working mechanism, pre allocation of subsidy funds for household appliances will be implemented, and a standard level library for exchanging old appliances for new products will be established. Purchasing eligible household appliances will enjoy subsidies; In terms of working hours, an inter departmental joint review group for automobile subsidies has been established, reducing the subsidy distribution time by more than half. Qiao Fang, Deputy Director of the Department of Commerce of Sichuan Province, said that on the basis of 8 major categories of products such as air conditioners, televisions, and refrigerators, Sichuan has added 8 new categories of products such as dishwashers, water purifiers, projectors, and air purifiers in combination with the characteristics of the industry and consumer demand in the province, forming an effective supplement and promoting the integration of trade and industry. A total of 5637 sales enterprises were selected in three batches throughout the province, covering online and offline, urban and rural areas. Online platforms such as JD.com, Suning.com, Taobao, and Vipshop were supported to participate. 184 large enterprises were encouraged to reduce their advance payments, enhance consumers' sense of gain, and improve the efficiency of small enterprise subsidy funds. The average daily sales volume in the province has increased from 1750 at the beginning of the event to 50000 now. Qiao Fang said that in response to the problem of large advance payment pressure on small and micro enterprises, relevant departments in Sichuan Province are optimizing the process, adopting pre allocated verification funds, reducing the advance payment pressure on small and micro enterprises, eliminating their worries, and stimulating merchants' enthusiasm for participation. Li Gang, Director of the Consumer Promotion Department of the Ministry of Commerce, said that promoting the exchange of old for new consumer goods is not only beneficial for the present but also for the long run, benefiting both enterprises and people's livelihoods.
