As a new form of foreign trade, cross-border e-commerce conforms to the global new wave of technological revolution. Through a comprehensive digital platform and logistics system, cross-border e-commerce has not only facilitated the international supply chain industry chain and traditional trade, but also promoted the internationalization of enterprises, becoming a new driving force for promoting China's foreign trade growth. The latest preliminary calculation data shows that in the first three quarters of this year, China's cross-border e-commerce imports and exports reached 1.88 trillion yuan, an increase of 11.5%. In the first half of this year, there were over 100000 cross-border e-commerce entities in China, more than 1000 cross-border e-commerce industrial parks, and over 1800 overseas warehouses. China's cross-border e-commerce has diversified its foreign trade market. The business of emerging economies and countries jointly building the "the Belt and Road" has grown rapidly. A number of influential international e-commerce giants have emerged, gradually establishing an efficient and intelligent international logistics distribution system, forming a relatively strong international competitiveness, and refreshing the world business landscape. The booming development of cross-border e-commerce in China is attributed to the digital dividends brought by technological innovation, the reform dividends brought by institutional opening up, and the market dividends brought by economic development. On the one hand, cross-border e-commerce is an important component of digital trade. China has continuously made breakthroughs in the field of digital technology, innovating and applying in areas such as cross-border e-commerce supply chain system, logistics, warehousing, marketing, payment, as well as AI scenarios and big data analysis. It not only accurately connects supply and demand sides, but also provides low-cost and efficient transaction experiences for all parties involved. On the other hand, China's institutional opening-up continues to deepen, with the introduction of systematic supporting policies to support the development of the cross-border e-commerce industry, the establishment of 165 comprehensive pilot zones for cross-border e-commerce covering 31 provinces and cities across the country, and effective measures taken in finance, taxation, payment, foreign exchange settlement and sales, customs clearance, etc. Through the reform of the foreign trade system, the convenience of cross-border e-commerce transactions has been improved, providing institutional innovation dividends for cross-border e-commerce. In addition, the advantage of a super large scale market also provides broad space for the development of cross-border e-commerce. China has been the world's largest online retail market for 11 consecutive years and also the world's largest B2C cross-border e-commerce trading market. It should also be noted that there are still many problems in the development of cross-border e-commerce in China, such as inadequate supervision, incomplete after-sales service system, insufficient intellectual property protection, and insufficient financing support. Comprehensive measures should be taken to solve these problems. Improve policies and regulations for the development of cross-border e-commerce. Promote the construction of laws and regulations on data security, intellectual property protection, fair competition in the market, and protection of domestic and foreign consumer rights. To align with international e-commerce and digital trade rules, promote the reform of cross-border e-commerce and digital trade management system, establish a comprehensive service system for information sharing, credit evaluation, information disclosure, product quality management, reward and subsidy, illegal investigation, tax supervision, etc., attempt to establish a unified complaint and dispute resolution platform for foreign customers, improve the convenience, standardization, standardization, and refinement level of cross-border e-commerce development, and promote the establishment of a fair, transparent, open, just, and expected global governance mechanism for cross-border e-commerce. Promote differentiated development of cross-border e-commerce pilot zones. Pay attention to the development of characteristic brands in the area where the comprehensive pilot zone is located, adhere to the "cluster manufacturing, cluster export" orientation, adopt incentive policies to promote cross-border e-commerce exports of local characteristic and advantageous products, and promote the construction of a "characteristic industry+B2B cross-border e-commerce export" supply chain system. Support the coordinated linkage and integrated development of cross-border e-commerce comprehensive pilot zones, cross-border e-commerce advantageous enterprises, and local market procurement and trade pilot areas, and explore international marketing channels for market procurement operators through cross-border e-commerce channels, develop international customers, and obtain more orders. Strengthen the construction of cross-border e-commerce service capabilities. Promote the construction of international infrastructure in logistics warehousing, data transmission, payment settlement and other fields, improve the Silk Road e-commerce platform, promote international interconnection of information and communication networks, and help developing countries narrow the digital divide. Support the construction of overseas warehouse service network for cross-border e-commerce entities, improve the digitalization and intelligence level of overseas warehouses, and enhance operational efficiency. Encourage cross-border e-commerce enterprises to innovate in technology and business models, actively build digital platforms that can accurately link supply and demand, upgrade traditional trade, improve after-sales services, and maintain intellectual property rights. Strengthen financial support for cross-border e-commerce. Promote cross-border e-commerce operators to establish alliance organizations, form financing mutual insurance and assistance mechanisms, and enhance financing capabilities. Explore using the export value of enterprises jointly reviewed by local governments and intermediary agencies or the credit rating of the operating entities by customs as collateral, and encourage financial institutions to design financial products for cross-border e-commerce enterprises. Establish a special support fund for local cross-border e-commerce, widely attract social capital, and provide investment and financing support for small and medium-sized enterprises with good reputation in cross-border e-commerce.
