The recently released "Survey Report on the Development Level of National Digital Literacy and Skills (2024)" (hereinafter referred to as the "Report") shows that more than 60% of Chinese citizens have primary or above digital literacy and skills, and their level of digital literacy and skills is in line with the regional economic development trend. The report is guided by the Information Technology Development Bureau of the Cyberspace Administration of China. It analyzes the overall situation, regional situation, and group situation of the development of digital literacy and skills among the entire population in China, aiming to provide reference and guidance for all sectors of society to deepen the practice and research of improving digital literacy and skills among the whole population. The report divides digital literacy and skill levels into three levels: primary, intermediate, and advanced, based on the digital cognitive understanding, application operation, thinking concepts, and other abilities demonstrated by respondents in digital life, work, study, and other scenarios. According to the report, 60.61% of adults in China possess primary or higher levels of digital literacy and skills; Among minors, 64.69% possess primary or higher levels of digital literacy and skills. In addition, the report shows that the digital literacy and skill levels of urban and rural residents in China have been synergistically improved, and the development trend of digital literacy and skills among different age groups continues to improve. Education level is a key factor affecting digital literacy and skills, and the ability of Chinese workers to adapt to the needs of career development in the digital age is gradually increasing. Wang Ting, Secretary of the Party Committee and Director of the China Science Popularization Research Institute, stated that this survey provides the first panoramic view of the overall development level of digital literacy and skills in China, and presents the development situation of different regions and groups in detail. The conduct of investigations helps to understand the current situation, find the right positioning, identify key points, grasp the key, deepen understanding, and promote practice. For example, the survey found that education level is a key factor affecting citizens' digital literacy and skills, and their digital literacy and skills improve with the increase of education level. The positive correlation between the two suggests that we should focus on the level of digital education and teaching in schools, pay attention to the teaching and application of digital technology in the education system, adopt differentiated cultivation strategies at different stages of education, and promote the comprehensive improvement of digital literacy and skills of learners.
