On the morning of October 23rd local time, the 16th BRICS Leaders' Meeting was held at the Kazan Convention and Exhibition Center. Russian President Putin presided over the meeting. Chinese President Xi Jinping, Brazilian President Lula (online), Egyptian President Sisi, Ethiopian Prime Minister Abiy, Indian Prime Minister Modi, Iranian President Pezehezhian, South African President Ramaphosa, UAE President Mohammed, and others attended.

Xi Jinping welcomes new members to join the BRICS family and invites multiple countries to become BRICS partners. Xi Jinping pointed out that expanding membership is an important milestone in the history of BRICS development and a landmark event in the evolution of the international landscape. The BRICS countries came together based on a common pursuit and in line with the trend of world peace and development. Currently, the world's century long changes are accelerating, with both a new multipolar situation and a dangerous situation of a "new Cold War". The BRICS countries should seize historical opportunities, demonstrate historical initiative, adhere to the original mission of openness, inclusiveness, and win-win cooperation, follow the trend of the rise of the global South, seek common ground while reserving differences, work together with one heart and one mind, further consolidate the common values of BRICS countries, safeguard their common interests, promote BRICS countries' unity and self-improvement, and build BRICS into the main channel for promoting global South solidarity and cooperation, and the vanguard force for promoting global governance reform.
Xi Jinping emphasized that the more turbulent the world is, the more we must hold high the banner of peace, development, cooperation, and win-win, refine the quality of BRICS, and demonstrate the strength of BRICS. To speak out for peace and advocate for a new type of security characterized by dialogue rather than confrontation and partnership rather than alliance. To jointly seek the path of development, advocate for inclusive economic globalization, and adhere to the path of common development. We need to strengthen the foundation of cooperation, deepen cooperation in traditional fields such as agriculture, energy, minerals, and economy and trade, expand cooperation in emerging fields such as green and low-carbon, artificial intelligence, and maintain trade, investment, and financial security.
Subsequently, Xi Jinping attended a large-scale meeting and expressed important opinions on the future development of BRICS, putting forward five suggestions.
Xi Jinping emphasized that the world has entered a new period of turbulence and change, and there is a crucial choice between allowing the world to remain in turmoil or pushing it back to the path of peaceful development. The greater the storms of the times, the more we must bravely stand at the forefront, with unwavering determination, courage to be the first, and adaptability to change, to jointly write a new chapter of high-quality development for the "Greater BRICS Cooperation".
——We need to build the 'BRICS for Peace' and be maintainers of common security. Only by practicing a common, comprehensive, cooperative, and sustainable security concept can we embark on a path of universal security. We must adhere to the three principles of "no spillover from the battlefield, no escalation of the war, and no provocation from all parties", and promote the easing of the Ukrainian crisis situation as soon as possible. Promote a ceasefire in Gaza as soon as possible and make unremitting efforts to achieve a comprehensive, just, and lasting solution to the Palestinian issue.
——We need to build the "Innovation BRICS" and be pioneers in high-quality development. We must keep up with the pace of the new round of technological revolution and industrial transformation, and cultivate new quality productivity. China has recently established the China BRICS Artificial Intelligence Development and Cooperation Center, which will establish the BRICS Deep Sea Resources International Research Center, the BRICS Special Economic Zone China Cooperation Center, the BRICS Industrial Capacity China Center, and the BRICS Digital Industry Ecological Cooperation Network. All parties are welcome to actively participate.
——We need to build the 'Green BRICS' and become practitioners of sustainable development. China's high-quality production capacity of electric vehicles, lithium batteries, photovoltaic products, etc. has provided important support for the world's green development. China is willing to expand cooperation with BRICS countries in green industries, clean energy, and green minerals, promote the "green" development of the entire industry chain, enrich the "green content" of cooperation, and enhance the "gold content" of development.
——We need to build a 'just BRICS' and become a leader in the reform of the global governance system. The international balance of power is undergoing profound evolution, but the reform of the global governance system has long lagged behind. To practice true multilateralism, adhere to the global governance concept of consultation, co construction and sharing, lead global governance reform with the concepts of fairness, justice, openness and inclusiveness, and enhance the representation and voice of countries in the global South. Promote interconnectivity of financial infrastructure, maintain high-level financial security, expand and strengthen the New Development Bank, and promote the international financial system to better reflect changes in the world economic landscape.
——We need to build the 'Humanistic BRICS' and become advocates for civilization and coexistence. Strengthen the exchange of experience in governing the country and promote the inclusive coexistence of different civilizations. The BRICS Digital Education Cooperation Initiative proposed by China has been implemented, and the BRICS Digital Education Capacity Building Plan will be carried out. In the next five years, 10 overseas learning centers will be established in BRICS countries to provide training opportunities for 1000 education management personnel and teachers and students.
Xi Jinping emphasized in the end that China is willing to work with the BRICS countries to create a new situation of high-quality development in the "Greater BRICS Cooperation" and jointly promote the construction of a community with a shared future for mankind!
The attending leaders exchanged in-depth views on BRICS cooperation and major international issues of common concern around the theme of "strengthening multilateralism and promoting fair global development and security".
Leaders positively evaluate the development of the BRICS mechanism and its important role in addressing global challenges, believing that the BRICS countries have a large population, abundant resources, enormous development potential, increasing appeal and international influence, and have become a model of multilateralism. The BRICS countries should uphold the spirit of BRICS, strengthen solidarity and cooperation, deepen the strategic partnership of "Greater BRICS", strengthen the "three wheel drive" cooperation of political security, economic and trade finance, and cultural exchanges, promote an equal and orderly world multipolarization, inclusive economic globalization, and sustainable development, further enhance the voice and representation of the global South in international affairs, and promote the construction of a more just and reasonable international order. Promote the reform of the existing international economic and financial architecture, and transform the New Development Bank into a new type of multilateral development bank for the 21st century. Appreciating the United Nations General Assembly's resolution on the International Day of Dialogue among Civilizations proposed by China, calling for respect for the diversity of world civilizations and strengthening exchanges and mutual learning among different civilizations.
The meeting released the Kazan Declaration of the 16th BRICS Leaders' Meeting, announcing the establishment of BRICS partner countries.
During the meeting, the leaders of the BRICS countries also listened to the work reports of the heads of the BRICS mechanism, including the President of the New Development Bank, Rousseff, and took a group photo together.
