According to reports, there are currently over 250 intelligent computing centers built or under construction in China, located in cities with good economic development and a certain foundation in the artificial intelligence industry such as Beijing, Chengdu, Wuhan, and Hangzhou, as well as some fourth - and fifth tier cities. As an important underlying infrastructure of the artificial intelligence industry, the intelligent computing center undoubtedly has positive significance in promoting local economic transformation and upgrading. However, in this booming construction trend, those who are planning to do so also need to remain calm and not blindly follow the trend. It should be noted that whether a place is suitable for developing the computing power industry should not only consider its own needs, but also take into account factors such as water and electricity resource supply, carbon emission indicators, network latency and bandwidth, climate environment, disaster recovery and backup, as well as the market prospects of the local computing power industry. The construction of an intelligent computing center requires a huge investment, but the return on investment is uncertain. Due to the rapid updates and iterations of intelligent computing technology, the lifecycle of an intelligent computing center is generally only 5 to 10 years. Without strong technical reserves and upgrade capabilities, it may fall into the dilemma of constantly investing but unable to keep up with the pace of technological development. For example, in regions with developed manufacturing industries, intelligent computing centers for industrial intelligence can be built; In areas with abundant agricultural resources, intelligent computing centers serving agricultural big data analysis can be established. Strengthening cooperation and sharing, creating an open, collaborative, and win-win intelligent computing ecosystem, is also important for improving the efficiency of intelligent computing centers. In this regard, local governments can strengthen cooperation with enterprises, universities, research institutions, etc., jointly build and operate intelligent computing centers, and better achieve cost reduction and efficiency improvement. At the same time, it can also strengthen resource sharing and collaborative development with intelligent computing centers in surrounding areas, avoiding redundant construction and resource waste.
