The reporter learned that currently, the total number of social organizations in China has reached more than 882000, playing an important role in serving the country, society, the masses, and the industry. However, at the same time, there are still many prominent problems and hidden risks in the field of social organizations, and relevant institutional construction and regulatory measures need to be strengthened. In addition to the overall requirements, the opinions include strict registration and review in accordance with the law, strengthening the self construction of social organizations, enhancing management and supervision, actively guiding development, and strengthening organizational leadership, totaling 18 items. In terms of strict registration and review in accordance with the law, in response to issues such as some initiators not understanding the non-profit legal person nature of social organizations during the establishment registration stage, and some donors using donated assets as loans to social organizations or investments to obtain "equity" of social organizations, the opinions require civil affairs departments at all levels to implement prior notification and reminders to avoid initiators and donors blindly applying for the establishment registration of social organizations. In terms of strengthening the self construction of social organizations, the opinions promote social organizations to strengthen the management of people, finance, materials, and activities, including enhancing the functional role of internal institutions such as member (representative) conferences, councils, and supervisors (boards), promoting social organizations and foundations to establish a sound management system for branch (representative) institutions, strengthening supervision of branch (representative) institutions, establishing clear rights and responsibilities, and establishing effective internal financial and accounting supervision mechanisms and internal control systems. The opinions also promote relevant departments to fulfill their regulatory responsibilities according to their respective functions, form a joint regulatory force, guide industry associations, chambers of commerce and other social organizations to regulate their charging behavior, strengthen online and offline integrated supervision and intelligent supervision, and improve the mechanism for connecting administrative law enforcement, disciplinary inspection and supervision, and criminal justice of social organizations.
