On the morning of October 8th, the State Council held its tenth special study session with the theme of "Enhancing the Consistency of Macro Policy Orientation, Strengthening Policy Coordination, and Improving Implementation Effectiveness". Premier Li Qiang of the State Council emphasized during the study session that it is necessary to thoroughly study and implement General Secretary Xi Jinping's important instructions on improving the macroeconomic governance system, strengthen policy coordination and departmental collaboration in accordance with the decisions and deployments of the Party Central Committee, play a good role in policy "combination punch", and form a strong joint force to promote high-quality development in all aspects. Huang Hanquan, President of the China Institute of Macroeconomics, gave a presentation. Vice Premier Ding Xuexiang, Zhang Guoqing, and State Councilor Wang Xiaohong made exchange speeches. After listening to lectures and exchanging speeches, Li Qiang pointed out that enhancing the consistency of macroeconomic policy orientation is an important lever to improve the effectiveness of macroeconomic regulation. The complexity of current macroeconomic governance has significantly increased, requiring systematic thinking, methods, and measures to optimize the allocation and combination of policy resources and tools, and unleash greater policy effectiveness. All departments and regions should enhance their awareness and ability of policy consistency, actively strengthen policy coordination and work cooperation, so that various policies are interconnected and organically unified, and jointly promote sustained and healthy economic and social development. Li Qiang pointed out that it is necessary to accurately grasp the key points of consistency in macroeconomic policy orientation. When planning and formulating policies, full consideration should be given to the original intention, target orientation, and functional positioning of the policies, ensuring that all policies are coordinated and form a joint force. We need to strengthen the coordination of policy objectives, and determine goals based on the overall needs of economic and social development, consciously obeying and serving the overall situation. Especially in the context of significant downward pressure on the economy, all parties should actively introduce policies that are conducive to stabilizing growth and expectations, and cautiously introduce policies with contraction and suppression effects. We need to strengthen the coordination of policy measures, pay attention to system integration, complement each other, and prevent each party from acting independently. Policy implementation and evaluation should also reflect consistency requirements. The implementation of policies should grasp the timing, intensity, and pace to ensure that the policy effects meet expectations. We must vigorously regulate law enforcement and regulatory behaviors related to enterprises, and reduce the space for discretionary power. We need to further improve policy assessment and evaluation, scientifically set relevant standards, and adjust and optimize unreasonable ones in a timely manner. Li Qiang emphasized the need to establish and improve a mechanism for consistency in macro policy orientation, including non economic policies in the evaluation of macro policy orientation consistency. Each department should explore the establishment of a self-assessment mechanism to comprehensively evaluate the impact of newly introduced policies on economic development, stable expectations, employment and people's livelihood, and enhance the consistency between the entire process of policy formulation and implementation and macro policy orientation.
