The Guiding Opinions on Strengthening the Supervision of Pre payment in Elderly Care Institutions, issued by seven departments including the Ministry of Civil Affairs, will be implemented from October 1st. In recent years, some elderly care institutions have operated in the form of prepaid elderly care service fees, deposits, and membership fees. The opinion stipulates that the maximum period for pre collection of elderly care service fees shall not exceed 12 months, and the maximum deposit charged to a single elderly person shall not exceed 12 times the monthly bed fee of the elderly person. Elderly care institutions shall not induce elderly people or their agents to pay advance fees by promising to repay principal and interest, or providing other investment returns. Deposits and membership fees should be managed through third-party custody and risk margin by commercial banks to ensure the safety of funds. The first batch of national standards for central kitchens has begun to be implemented. Approved by the State Administration for Market Regulation (State Standardization Administration) and led by the China Hotel Association, the first batch of recommended national standards for central kitchens - "Construction Requirements for Central Kitchens" and "Operation and Management Norms for Central Kitchens" - will be implemented from October 1st. According to the "Measures for the Administration of Food Business License and Filing", a central kitchen refers to a business entity established by a food business enterprise, with independent premises and facilities and equipment, to centrally complete the processing and production of food products or semi-finished products, and distribute them to its chain stores for further processing and production before providing them to consumers. The Anti Food Waste Law explicitly regards the central kitchen as an effective means for the catering industry to improve management level and reduce food waste. The "Requirements for Central Kitchen Construction" put forward requirements from the aspects of site selection and overall layout, processing area site setting, main construction, facilities and equipment, leading the rational construction and scientific investment of central kitchens. The "Central Kitchen Operation and Management Standards" provide guidance for the operation and management of central kitchens from the aspects of facility and equipment management, business processing, safety and traceability, emergency and recall, personnel management, information recording and archive management, supervision and evaluation, and improvement. The labeling of net content of quantitatively packaged goods should be clearly visible. The revised "Quantitative Packaging Goods Net Content Measurement and Inspection Rules" will be implemented from October 12th. Quantitative packaged goods refer to pre packaged goods with unified quality, volume, length, area, counting markings, and other identification content within a certain quantity limit for sales purposes. Excluding drugs and hazardous chemicals. For the numerical part of the net content labeling, it is recommended to have no more than 3 significant figures to guide enterprises to provide consumers with clearer net content information. The net content labeling should be clearly visible, with a prominent position on the main display surface or product label of the product packaging that is clearly different from the background color of the product packaging. The rules provide principled requirements for misleading quantitatively packaged goods, clarifying that quantitatively packaged goods should not be constructed or filled in a way that misleads or deceives consumers. The new regulations of the China Securities Regulatory Commission maintain the order of securities trading. The "Regulations on the Administration of Procedural Trading in the Securities Market (Trial)" issued by the China Securities Regulatory Commission will be implemented from October 8th. The regulations specify that programmatic trading refers to the act of automatically generating or issuing trading instructions through computer programs to conduct securities trading on a stock exchange. Relevant activities should follow the principle of fairness and must not affect the security of the stock exchange system or disrupt normal trading order. Program trading investors should report basic account information, fund information, trading information, software information, etc. in accordance with regulations, and can only engage in program trading after fulfilling their reporting obligations. The newly revised "Regulations on Military Pensions and Preferential Treatment" will come into effect on October 1st to strengthen the service guarantee of military pensions and preferential treatment. The newly revised regulations stipulate that beneficiaries of pension benefits shall enjoy social security, basic public services, and corresponding pension benefits. Strengthening honor incentives through measures such as issuing additional pension funds to the families of those who have been awarded meritorious honors, inviting beneficiaries of pension benefits to participate in major celebration activities, etc. Establish a care and assistance mechanism, and increase the efforts to provide care and assistance to special hardship relief and preferential treatment recipients. The newly revised regulations also optimize the procedures for pension and preferential treatment, clarify the procedures for issuing one-time pension benefits, and safeguard the legitimate rights and interests of pension and preferential treatment recipients.
