China's digital twin water conservancy construction has achieved phased results

At the on-site meeting of digital twin water conservancy construction held in Danjiangkou City, Hubei Province on the 26th, Minister of Water Resources Li Guoying stated that after nearly three years of active action, scientific planning, and strong promotion by water conservancy departments at all levels, China's digital twin water conservancy construction has achieved phased results, and has entered a new stage of comprehensive deepening and strengthening application from active exploration and pioneering. With the help of digital twin technology, the Danjiangkou Dam has established a comprehensive and all-weather dynamic monitoring system, including measurement robots, patrol drones, and an integrated monitoring and perception network for "sky ground water engineering". It is reported that since the 14th Five Year Plan, the water conservancy industry has made significant progress in promoting the construction of digital twin water conservancy through collaborative efforts. As of now, China has basically completed the top-level design of the industry with a time span of 2035, and built hundreds of new infrastructure such as digital twin watersheds, digital twin water networks, and digital twin projects; A comprehensive monitoring and perception system for "sky, earth, and water engineering" has been basically formed, covering 23 remote sensing satellites, 2500 drones, 15000 video points, 155000 ground hydrological flood reporting stations, and millions of engineering safety monitoring points. In addition, the national water conservancy data base for 55 categories and 16 million water conservancy objects has been basically established. More than 40 independent and controllable water conservancy professional models have been developed and applied, including production and runoff calculation, multidimensional flood routing and inundation analysis, reservoir scheduling, river ice dynamics, tidal upstream impact, and salinity analysis. Significant breakthroughs have been made in the development and application of water conservancy artificial intelligence large models for business use. The digital, networked, intelligent, collaborative and shared development system of the water conservancy industry has been basically formed, and the construction of digital twin water conservancy provides strong decision support for flood disaster prevention and water resource management. It has played an important role in major disaster prevention and mitigation work, such as the autumn flood of the Yellow River in 2021, the drought resistance and water supply guarantee of the Yangtze River and the Pearl River basins in 2022, the flood prevention of the Haihe River basin in 2023, the water supply guarantee of the Hangzhou Asian Games, and the dangerous situation handling of the Tuanzhou Embankment in Hunan, the Toad River in Jilin, and the Laoha River in Inner Mongolia in 2024. Li Guoying stated that digital twin water conservancy is an important symbol of developing new quality water conservancy productivity and a key measure to achieve modernization of water conservancy. We must continue to steadfastly promote the construction of digital twin water conservancy, accelerate the development of new quality water conservancy productivity, and provide strong support for promoting high-quality water conservancy development and ensuring China's water security.
