Recently, the Office of the National Healthcare Security Administration, together with the Office of the Ministry of Finance, issued a notice on steadily and orderly expanding the scope of outpatient chronic and special disease diseases directly settled across provinces. It clarifies that by the end of 2024, all pooling areas will provide cross provincial direct settlement services for five types of outpatient chronic and special disease related treatment costs, including chronic obstructive pulmonary disease, rheumatoid arthritis, coronary heart disease, viral hepatitis, and ankylosing spondylitis, as medical treatment destinations. At that time, the number of outpatient chronic and special disease diseases directly settled across provinces will increase from five to ten. The relevant person in charge of the National Healthcare Security Administration introduced that in recent years, in order to solve the urgent and difficult problem of cross provincial medical settlement for the people, the National Healthcare Security Administration has made every effort to promote the reform of direct settlement for cross provincial medical treatment in accordance with the decisions and arrangements of the Party Central Committee and the State Council. In 2021, on the basis of fully realizing the cross provincial direct settlement of inpatient and general outpatient expenses, we will launch the pilot project of cross provincial direct settlement of treatment expenses related to chronic and special diseases in five outpatient clinics, including hypertension, diabetes, radiotherapy and chemotherapy in malignant tumor outpatient clinics, uremia dialysis, and anti rejection treatment after organ transplantation. As of the end of August 2024, the number of cross provincial designated medical institutions for outpatient and chronic diseases in China has reached 69000, achieving one designated medical institution for outpatient and chronic diseases in every county, benefiting a total of 8.9188 million people and reducing public advance payments by 9.078 billion yuan. The current cross provincial settlement fees for five types of outpatient chronic diseases (including manual reimbursement and direct settlement) account for more than 80% of all inter provincial settlement fees for outpatient chronic diseases. Notification requirements: The insured place shall improve services such as informing the settlement policy for outpatient treatment of chronic and special diseases across provinces, and online inquiry of settlement information; Strengthen the management of medical treatment locations, clarify the responsibility of dedicated personnel for cross provincial business collaboration, and effectively improve the efficiency of problem response. To ensure the quality and effectiveness of settlement, by the end of December 2024, the country will organize all coordinated regions to launch cross provincial direct settlement services for outpatient chronic and special diseases.
