The strength and role of Marxist political parties depend not only on the number of party members, but also on the quality of party members. Recently, the General Office of the Central Committee of the Communist Party of China issued the Measures for Handling Unqualified Party Member Organizations of the CPC. This is a party regulation that specifically provides for the disposal of unqualified party members. It is of great significance for building a party member team with firm beliefs, political reliability, reasonable structure, excellent quality, strict discipline, and outstanding role, and continuously enhancing the vitality and vigor of the party. Comrade Mao Zedong once pointed out: "A proletarian party must also reflect on the old and embrace the new in order to be full of vitality. Without removing waste and absorbing fresh blood, the party will have no vitality." Party members are the cells of the party's body. The progressiveness and purity of the Party should be reflected by the progressiveness and purity of tens of millions of Party members, and the ruling mission of the Party should be completed by the fruitful work of tens of millions of Party members. The courage to self revolution is the most distinctive character and the greatest advantage of our party. For a big party like ours with more than 99 million party members, it is not surprising that some unqualified party members appear. The key is whether we can eliminate all factors that damage the progressiveness and purity of the party with the spirit of continuous self revolution and inward cutting. Those party members who lack ideals and beliefs, waver in political stance, are disloyal and dishonest to the party, and betray the party's original aspiration and mission, although they have joined the party organizationally, they have not joined the party ideologically. Only by strictly controlling the entrance and clearing the exit, and dealing with unqualified party members in a safe and orderly manner, can our party achieve the goal of "reviewing the old and welcoming new members" and maintain vitality and vigor forever. Joining the Party once in a lifetime, and joining the Party ideologically for a lifetime. Joining a party organization is not like entering a safe. The Party spirit will not naturally improve with the increase of Party membership, nor will it naturally improve with the promotion of positions. When someone asked Qian Xuesen about his life choice, he said: "I just try to be a qualified member of the CPC, and I still don't know whether I am really qualified." Practicing the standard of qualified Communist Party members is a long-term political requirement. Today's qualification is not equal to future qualification, and a temporary qualification is not equal to permanent qualification. If one is satisfied with being just about the same, even inferior to the general public, then they will fall further and further away from the qualified standards and slide into the ranks of unqualified party members. Those unqualified party members must be dealt with seriously and prudently, otherwise it will seriously affect the vitality of the party member team, damage the image and prestige of the party among the people, and weaken the creativity, cohesion, and combat effectiveness of the party. The report of the 20th National Congress of the Communist Party of China proposed that unqualified party members should be dealt with seriously and prudently, and the progressiveness and purity of the party members should be maintained. The newly issued "Measures" take the Party Constitution as the fundamental principle, carefully summarize the practical experience of organizational disposal work, and give corresponding disposal measures to Party members who lack revolutionary will, fail to fulfill their obligations as Party members, do not meet the conditions of Party members, or even lose the conditions of Party members according to the prescribed procedures. The organizational disposal methods are clearly defined as correcting within a time limit, persuading them to resign from the Party, and expelling them. This is a further concretization of the requirements of the Party Constitution regarding the standards for party members and organizational arrangements, and it is also an inevitable choice for our Party to achieve self revolution and "learn from the past". Comrade Lenin once said, "Party members who only have a name for themselves are given away for nothing, and we do not want them." Party organizations at all levels should regard the disposal of unqualified Party members as a fundamental task in the construction of the Party member team, fully implement the "Measures," and continuously purify the Party's organization and healthy Party body. Special topic learning, exchange and discussion should be adopted to enable party organizations at all levels and party members to accurately understand the spirit of the Measures, comprehensively grasp the content of the Measures, and strictly implement the provisions of the Measures. Adhere to education, transformation and improvement, adhere to objectivity, fairness, prudence and prudence, distinguish subjective and objective reasons, temporary and consistent performance, and timely and seriously carry out the organization and disposal of unqualified party members.
