The technology cluster is determined by analyzing patent application activities and published scientific papers, sorting out the geographical regions where inventors and scientific paper authors are most concentrated around the world. When compiling the top 100 GII technology clusters, two innovation indicators were used. The first indicator focuses on the location of inventors listed in publicly available patent applications under the Patent Cooperation Treaty (PCT) of the World Intellectual Property Organization. The second indicator considers authors listed in published scientific papers. The report shows that among the top ten technology clusters, seven are located in Asia and three are located in the United States. Tokyo Yokohama (Japan) is the world's largest technology cluster, followed by Shenzhen Hong Kong Guangzhou (China and Hong Kong, China). Beijing (China) has risen one place from last year, ranking third. For the second consecutive year, China has entered the top 100 with the highest number of clusters (26). From 2013 to 2023, Chinese enterprises have accumulated 70000 patent applications and 35000 patent authorizations in co building countries and related organizations, maintaining an average annual growth rate of over 20%. Among the Chinese enterprises that have patent applications in the country of joint construction, digital communication and Internet enterprises have performed well. The top five enterprises in terms of cumulative applications are Huawei (7766), Xiaomi (2909), Alibaba (2563), ZTE Microelectronics (2510) and Tencent (2365). The joint construction of national patent applications in China has also shown a sustained and active trend. From 2013 to 2023, the cumulative number of patent applications and authorizations of jointly built countries in China reached 285000 and 182000 respectively, with an average annual growth rate of 5.6% and 8.0%. By the end of 2023, the effective number of patents held by jointly built national enterprises in China reached 153000, with an average annual growth rate of 9.0% compared to the end of 2013, which is 4.1 percentage points higher than the average growth rate of effective patents held by foreign enterprises in China during the same period. The patent innovation momentum of digital "the Belt and Road" construction is strong. From 2013 to 2023, China has obtained 27000 invention patents for core industries in the digital economy through joint national and related organizations, with an average annual growth rate of 16.9%; The co construction country has obtained 55000 patent authorizations for the core industries of the digital economy in China, with an average annual growth rate of 11.6%. Digital technology innovation strongly supports the co construction of the "the Belt and Road" digital transformation. The patent innovation of green "the Belt and Road" construction is accelerating. From 2016 to 2023, China has accumulated 3637 and 1664 applications and authorizations of green and low-carbon invention patents in co building countries and related organizations, with an average annual growth rate of 26.0% and 21.3% respectively. From 2020 to 2023, the average annual growth rate will further increase to 65.4% and 49.6%. Among the top five enterprises in terms of patent applications and authorizations for green low-carbon technologies, there are traditional energy companies such as Sinopec, as well as new energy and new energy vehicle companies such as CATL and BYD, and digital communication companies such as OPPO and Huawei, reflecting the development characteristics of digitalization and green integration innovation.
