Through the analysis of the gang, the police handling the case found that since 2020, the suspect Mr. Liu and others have obtained the business rights of several companies inside and outside the province through cooperation and association, set up an operation team, used the company's qualifications to carry out illegal collusion and bid solicitation activities in Hunan and other provinces, and obtained illegal benefits from it by collecting margin interest, qualification fees, appearance fees, etc. The companies he represents are mostly real enterprises from other provinces, but he has never been to the Hunan market. Liu uses the company's qualifications to accompany the bidding by providing annual fees or single fees Li Zhihua said that every time he accompanied the bidding, Liu would pay the bidding company a bidding fee ranging from several thousand yuan to tens of thousands of yuan, which had already formed a "defensive alliance" between the suspected unit leader and Liu's team, leading to a deadlock in the case handling. For a long time, Liu's team has targeted highway projects and the water conservancy industry to commit crimes. By controlling the operating rights of multiple companies both inside and outside the province, they have adopted the method of one company, one computer to evade investigation, organized professional bidding for projects, and prepared commercial and technical bids according to the requirements of the "sponsors" and the downward floating points, attempting to evade investigation and crackdown by the public security organs. There are generally two situations when looking for Liu's team. Not long ago, under the unified deployment of the superior public security organ, the police of Nanxian County, Yiyang City formulated a thorough arrest plan, clarified the arrest requirements, and quickly launched the arrest operation, arresting all 8 suspect in all parts of Hunan. As of the time of the incident, the gang colluded in bidding for nearly 200 projects in industries such as highways and water conservancy, illegally profiting more than 2 million yuan and involving over 500 million yuan in funds.
