Beijing Declaration on Building an All Weather Community with a Shared Future for China and Africa in the New Era (Full Text)

We, the heads of state, government, delegation leaders, and Chairperson of the African Union Commission of the People's Republic of China and 53 African countries, will hold the Beijing Summit of the Forum on China Africa Cooperation in China from September 4th to 6th, 2024. The theme of the summit is "Joining hands to promote modernization and jointly build a high-level China Africa community with a shared future". The summit unanimously adopted the Beijing Declaration on Building an all-weather China Africa Community with a Shared Future in the New Era.
1、 Regarding Building a High Level Community of Shared Future between China and Africa
（1） We fully affirm that Chinese and African leaders have advocated on various international occasions the idea of building a community with a shared future for mankind, high-quality co building the "the Belt and Road", the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and other initiatives. We call on all countries in the world to work together to build a world of lasting peace, universal security, common prosperity, openness, inclusiveness, cleanness and beauty, promote global governance through consultation, joint construction and sharing, practice the common values of all mankind, promote the building of a new type of international relations, and work together towards a bright future of peace, security, prosperity and progress.
（2） China actively supports Africa's efforts to accelerate regional integration and economic development by implementing the first ten-year implementation plan of the African Union's Agenda 2063 and launching the second ten-year implementation plan. The African side appreciates China's support for launching the second ten-year implementation plan of the African Union's Agenda 2063. China is willing to strengthen cooperation with Africa in the priority areas identified in the second decade implementation plan of Agenda 2063.
（3） We will work together to implement the important consensus reached at the high-level meeting on strengthening the exchange of governance experience and exploring the path of modernization development. We believe that China and Africa joining hands to promote modernization is the historical mission and contemporary connotation of jointly building a high-level China Africa community with a shared future. Realizing modernization is a universal pursuit of countries around the world, and world modernization should be a modernization of peaceful development, mutually beneficial cooperation, and common prosperity. Both China and Africa are willing to expand exchanges between the state, legislative bodies, governments, and local provinces and cities, continuously deepen experience exchanges in governance, modernization, poverty reduction, and other areas, and support each other in exploring modernization models based on their own cultural characteristics, development needs, and technology and innovation. China will always be a fellow traveler on the path of modernization in Africa.
The African side spoke highly of the Third Plenary Meeting of the 20th Central Committee of the CPC held in July this year, and believed that the meeting made a systematic deployment for China to further comprehensively deepen reform and promote Chinese path to modernization, which will bring more development opportunities to countries around the world, including Africa.
（4） This year marks the 70th anniversary of the publication of the Five Principles of Peaceful Coexistence. The African side appreciates China's consistent adherence to this important principle in developing relations with Africa, and believes that adhering to this principle is equally important for Africa to seek development, maintain friendly relations between countries, and respect sovereignty and equality. China will continue to uphold the principles of sincerity, sincerity, and righteousness, respect the political and economic choices made by African countries based on their own national conditions, refrain from interfering in the internal affairs of African countries, and not attach conditions to aid to Africa. Both China and Africa will always uphold the enduring spirit of "China Africa friendly cooperation", which is "sincere friendship, equal treatment, mutual benefit and win-win, common development, upholding justice and defending justice, adapting to the times, openness and inclusiveness", and jointly build a new era all-weather China Africa community with a shared future.
（5） We emphasize that China and Africa adhere to mutual support on issues involving each other's core interests and major concerns. China reiterates its firm support for Africa in safeguarding national independence, unity, territorial integrity, sovereignty, security, and development interests. The African side reaffirmed its firm adherence to the one China principle, reaffirmed that there is only one China in the world, that Taiwan is an inalienable part of China's territory, that the Government of the People's Republic of China is the only legitimate government representing the whole of China, and that it firmly supports all efforts of the Chinese Government to achieve national reunification.
（6） We believe that promoting and protecting human rights, including the right to development, is a common cause for all mankind, and that human rights exchanges and cooperation should be carried out on the basis of mutual respect, equal treatment, and opposition to politicization. We firmly oppose the politicization of the human rights agenda, the United Nations Human Rights Council and its relevant mechanisms, and all forms of neo colonialism and international economic exploitation. We call on the international community to resolutely resist and combat all forms of racism and racial discrimination, and oppose intolerance, stigmatization and incitement to violence based on religion or belief.
（7） China supports African countries to play a greater influence and role in global governance, especially in the inclusive framework of addressing global issues. China believes that African individuals have the qualifications to serve as heads of international organizations and institutions and supports their performance. The African side appreciates China's leading support for the African Union to become a formal member of the G20. China will continue to support the priority issues related to Africa in the affairs of the G20, appreciate and welcome more African countries to join the BRICS family, and welcome Cameroonian nationals to serve as the President of the 79th United Nations General Assembly.
（8） China and Africa jointly advocate for an equal and orderly world multipolarity, firmly uphold the international system centered on the United Nations, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the United Nations Charter. We call for necessary reforms and strengthening of the United Nations, including the Security Council, to correct the historical injustices suffered by Africa, including increasing the representation of developing countries, especially African countries, in the United Nations and its Security Council. China supports making special arrangements to prioritize the resolution of African demands on the issue of Security Council reform.
The Chinese side has taken note of the 37th African Union Summit held in February 2024, which issued the "Declaration on Establishing a United Front for Promoting Justice and Compensation Payment to Africa". The declaration opposes historical crimes such as slavery, colonialism, and racial segregation, and calls for the restoration of justice to Africa through compensation. We believe that Eritrea, South Sudan, Sudan, and Zimbabwe have the right to determine their own country's destiny and continue to promote economic and social development. We demand that the United States and the West end long-term sanctions and unfair treatment against these countries.
（9） China and Africa jointly advocate for inclusive economic globalization, in response to the universal demands of countries around the world, especially developing countries, and attach great importance to the concerns of African countries. We call for reforming the international financial system and improving development financing for countries in the South to achieve common prosperity and better meet the development needs of Africa. We will actively participate in and promote the reform of multilateral financial institutions, including the World Bank and International Monetary Fund quota, special drawing rights, and voting rights reforms. We call for enhancing the representation and voice of developing countries, making the international monetary and financial system more just and better reflecting changes in the world economic landscape.
China and Africa will continue to uphold the core values and basic principles of the World Trade Organization, oppose "decoupling and disconnection", resist unilateralism and protectionism, safeguard the legitimate interests of developing members including China and Africa, and add vitality and momentum to global economic growth. China supports the development oriented outcomes of the 14th Ministerial Conference of the World Trade Organization to be held on the African continent in 2026. Both China and Africa will actively participate in the reform of the World Trade Organization, advocating that the reform should move towards building an inclusive, transparent, open, non discriminatory, and fair multilateral trading system, strengthen the central position of development issues in the work of the World Trade Organization, have a comprehensive and well functioning dispute resolution mechanism, and uphold the basic principles of the World Trade Organization. We condemn some developed countries for taking unilateral coercive measures that violate the sustainable development rights of developing countries, and oppose unilateralism and protectionism measures such as carbon border adjustment mechanisms under the pretext of addressing climate change and protecting the environment. We will be committed to building a safe and stable supply chain for key minerals to benefit the world and promote sustainable development for the people of Central Africa. We welcome the United Nations General Assembly's initiative to establish a key mineral group for energy transition and call for assistance to raw material suppliers in enhancing the value of their industrial chains.
（10） The Chinese side appreciates Uganda's successful hosting of the 19th Non Aligned Movement Summit and the 3rd South Summit of the Group of 77 and China in January 2024, promoting the strengthening of unity and cooperation in the "Global South". China and Africa, as the largest developing countries and the continent with the highest concentration of developing countries, belong to the 'Global South'. We always share the same breath and destiny with other developing countries, adhere to independence, respect for sovereignty and territorial integrity, non-interference in internal affairs, autonomy, unity, and development, oppose ideological demarcation and factional confrontation, and safeguard the common interests of countries in the "global South" in the new round of global governance system reform. China congratulates Gambia on hosting the 15th Organization of Islamic Cooperation Summit in May 2024, which will engage in constructive dialogue on issues of concern to the Muslim world and all humanity.
（11） China appreciates Africa's hosting of the 22nd and 27th Conferences of the Parties to the United Nations Framework Convention on Climate Change, and positively evaluates the first Africa Climate Summit held in Nairobi in September 2023 with the theme of "Promoting Green Growth and Providing Climate Financing Solutions for Africa and the World". We reaffirm the importance of the goals and principles of the United Nations Framework Convention on Climate Change, its Kyoto Protocol, and the Paris Agreement. We reaffirm the importance of the Nairobi Declaration and the Declaration on China Africa Cooperation on Climate Change. We call on the international community to implement principles such as fairness and common but differentiated responsibilities, respect each country's independent choice of energy transformation path based on its own national conditions to achieve global common goals, take into account and value the special characteristics of developing countries, including African countries, while also considering small island developing countries and landlocked developing countries. Recalling the spirit of the Marrakesh Declaration issued at the first Africa Action Summit in November 2016, we call on developed countries to take more action, undertake the obligation of providing and mobilizing climate funds for developing countries, such as the Green Climate Fund, the "Loss and Damage" Fund, and the Adaptation Fund, resolutely fulfill their obligation to reduce emissions first, balance mitigation and adaptation, strengthen financial, technological, and capacity-building support for African countries, and help them improve their ability, adaptability, and resilience to cope with climate change. We call on developed countries to pay attention to the special needs of developing countries, including African countries, in addressing the challenges of climate change, achieving sustainable development and transformation, and providing predictable and sustained financial support and technology transfer in addition to development assistance.
We express concern about the economic vulnerability faced by African countries, especially small island developing states, and call on international financial institutions and multilateral development banks to explore the use of multidimensional vulnerability indices as a supplement to existing policies. We encourage China and African countries with potential and experience to propose trilateral cooperation initiatives or projects.
2、 Promote high-quality joint construction of the "the Belt and Road" to align with the goals of the African Union's 2063 Agenda and the United Nations 2030 Agenda for Sustainable Development
（12） We will work together to implement the important consensus reached at the high-level meeting on "high-quality joint construction of the the Belt and Road, and building a modern development platform for common consultation and sharing". Under the guidance of the Silk Road spirit of peaceful cooperation, openness, inclusiveness, mutual learning, mutual benefit and win-win results, and in combination with promoting the implementation of the African Union's Agenda 2063 and Vision 2035 for China Africa Cooperation, we will adhere to the principles of mutual consultation, joint construction, and sharing, adhere to the concept of openness, green, and integrity, and build China Africa "the Belt and Road" into a high standard, people friendly, and sustainable cooperation road. We will continue to promote the high-quality joint construction of the "the Belt and Road" between China and Africa, closely link with the goals of the 2063 Agenda of the African Union, the 2030 Agenda for Sustainable Development of the United Nations, and the development strategies of African countries, and make greater contributions to promoting international cooperation and promoting global economic growth. The African side warmly congratulated the successful holding of the third "the Belt and Road" International Cooperation Summit Forum in Beijing in October 2023. We unanimously support the United Nations holding future summits and adopting a proactive 'future contract' to better implement the United Nations' 2030 Agenda for Sustainable Development.
（13） As an important partner of the African development agenda, China is willing to strengthen cooperation with African member states of the forum, the African Union and its affiliated institutions, and African sub regional organizations, actively participate in the implementation of the African Infrastructure Development Plan (PIDA), the Presidential Infrastructure Champion Plan (PICI), the African Union Development Agency New Partnership for Africa's Development (AUDA-NEPAD), the Comprehensive African Agriculture Development Plan (CAADP), the Africa Industrialization Acceleration Plan (AIDA) and other all Africa plans, support African economic integration and connectivity, deepen and accelerate cross-border and cross regional cooperation on key infrastructure projects between China and Africa, and promote African development. We support the promotion of the above plan and the joint construction of the "the Belt and Road" cooperation project, strengthen the logistics connectivity between China and Africa, and improve the level of China Africa economic and trade.
（14） We emphasize the importance of the African Continental Free Trade Area, and fully implementing the African Continental Free Trade Agreement will increase added value, create employment, and promote economic development in Africa. China supports Africa in strengthening trade integration and will continue to support the comprehensive construction of the African Continental Free Trade Area, the promotion and use of the Pan African Payment and Settlement System, and support African countries in promoting African products through platforms such as the China International Import Expo and the China Africa Economic and Trade Expo. We welcome Africa to make good use of the "green channel" for exporting African agricultural products to China. China is willing to sign a framework agreement for joint development economic partnership with willing African countries, promote more flexible and pragmatic arrangements for trade and investment liberalization and facilitation, expand independent opening up to African countries, and provide long-term, stable, and predictable institutional guarantees for China Africa economic and trade cooperation. China will expand unilateral opening up to the least developed countries, including African countries, and encourage Chinese enterprises to strengthen direct investment in Africa.
（15） We will strengthen cooperation in the field of investment between China and Africa, promote cooperation in the industrial and supply chains between China and Africa, enhance their respective capabilities in producing and exporting high value-added products, support their respective enterprises to actively utilize various forms of mutually beneficial cooperation models, encourage financial institutions on both sides to strengthen cooperation, expand bilateral local currency settlement and diversified foreign exchange reserves. The Chinese side supports the construction of local economic and trade exchange platforms with Africa, promotes the coordinated development of local industrial parks and China's economic and trade cooperation zones in Africa, and advances the construction of channels between China's central and western regions and Africa. China encourages its domestic enterprises to expand their investment and employment of local labor in Africa, fully respect international law, local laws and regulations, customs and religious beliefs, actively practice social responsibility, support the localization of production and processing in Africa, and assist African countries in achieving independent and sustainable development. China is willing to negotiate and implement bilateral investment promotion and facilitation agreements with Africa to provide a stable, fair and convenient business environment for Chinese and African enterprises, and safeguard the safety and legitimate rights and interests of personnel, projects and institutions on both sides. China supports the development of small and medium-sized enterprises in Africa and encourages Africa to make good use of the special loans for the development of small and medium-sized enterprises in Africa. Both sides appreciate China's implementation of the "One Hundred Enterprises, One Thousand Villages" campaign in the Non Corporate Social Responsibility Alliance, which guides Chinese enterprises to fulfill their social responsibilities in Africa.
（16） We attach great importance to the financing concerns of African development and strongly call on international financial institutions to tilt the use of funds towards developing countries such as African countries, optimize the approval process for providing funds to African countries, and enhance the convenience and fairness of African financing. China is willing to continue providing support to African financial institutions. The African side appreciates China's important contributions to the debt management of African countries, including the handling of individual debts under the Common Framework for Debt Management of the G20 Debt Relief Initiative and the lending of $10 billion in International Monetary Fund Special Drawing Rights to African countries. We call on international financial institutions and commercial creditors to participate in the debt treatment of African countries in accordance with the principle of "joint action and fair burden", and jointly help African countries address this critical issue. Under this framework, we should increase support for developing countries, including Africa, and increase long-term affordable financing to ensure their development. We reiterate that considering that some international institutions' sovereign ratings of developing economies, including those in Africa, will affect their borrowing costs, the relevant ratings should be more objective and transparent. We encourage the creation of an African rating agency within the framework of the African Union and with the support of the African Development Bank, with the aim of establishing a new evaluation system that values the uniqueness of the African economy. We call for reform of multilateral development banks, taking specific measures within their authorized scope to provide supplementary development financing, including increasing subsidies, preferential financing, creating new financing tools that meet the needs of African countries, etc., to help developing countries, including Africa, achieve sustainable development goals.
3、 The Global Development Initiative builds a strategic framework for joint action on the development of China and Africa
（17） We are willing to work together to implement global development initiatives, actively engage in cooperation on global development initiatives, and build high-quality partnerships. The African side appreciates China's proposal for cooperation with Africa under the framework of the Global Development Initiative, which helps African countries expand food production and encourages China to increase investment in non-agricultural areas and deepen technological cooperation. We welcome the "Friends of the Global Development Initiative Group" and the "Global Development Promotion Center Network" to promote the international community to focus on implementing key development issues, accelerate the implementation of the United Nations' 2030 Sustainable Development Goals, promote the success of future UN summits, and pay attention to the concerns of developing countries. We welcome the establishment of the China Africa (Ethiopia) - United Nations (Industrial Development Organization) Cooperation Demonstration Center, aimed at promoting the economic development of countries in the "Global South".
（18） We will work together to implement the important consensus reached at the high-level meeting on "Industrialization, Agricultural Modernization, and Green Development: The Road to Modernization". The African side appreciates China's initiatives such as the "Support for African Industrialization Initiative," "China's Assistance to African Agricultural Modernization Plan," and "China Africa Talent Training Cooperation Plan" released at the 2023 China Africa Leaders' Dialogue, believing that they are in line with Africa's priority needs and contribute to Africa's integration and development.
（19） We support leveraging the roles of the China Africa Environmental Cooperation Center, the China Africa Marine Science and Blue Economy Cooperation Center, and the China Africa Geoscience Cooperation Center to promote the implementation of projects such as the China Africa Green Ambassador Program, the China Africa Green Innovation Program, and the African Belt. We welcome the positive role played by the China African Union Energy Partnership. China will support African countries in better utilizing renewable energy such as photovoltaics, hydropower, and wind power, further expanding investment in low emission projects such as energy-saving technologies, high-tech industries, and green low-carbon industries, and helping African countries optimize their energy and industrial structure development, and develop green hydrogen and nuclear energy. China supports the operation of the Climate Resilience and Adaptation Centre of the African Union Development Agency and the New Partnership for Africa's Development.
（20） To seize the historic opportunity of the new round of technological revolution and industrial transformation, China is willing to work together with Africa to accelerate the development of new quality productive forces, strengthen scientific and technological innovation and achievement transformation, and promote the deep integration of digital economy and real economy. We need to work together to improve global technology governance and create an inclusive, open, fair, just, and non discriminatory environment for technological development. We emphasize that the peaceful use of technology is an inalienable right granted to all countries by international law, and support the United Nations General Assembly resolution on promoting international cooperation in the peaceful use of technology in the field of international security, ensuring that developing countries fully enjoy the right to peaceful use of technology. We appreciate the unanimous adoption of the United Nations General Assembly resolution on strengthening international cooperation in building artificial intelligence capabilities. The African side welcomes China's proposals for the Global Artificial Intelligence Governance Initiative and Global Data Security Initiative, and appreciates China's efforts to enhance the rights of developing countries in global governance in the fields of artificial intelligence, networks, and data. Both China and Africa agree to work together to promote the cessation of the misuse of artificial intelligence through measures such as establishing national codes of conduct and developing digital literacy. We believe that we should adhere to the principle of balancing development and security, continuously bridge the gap between intelligence and digitalization, jointly prevent risks, and explore the formation of a relevant international governance framework with the United Nations as the main channel. We welcome the Shanghai Declaration on Global Governance of Artificial Intelligence, which was adopted at the World Artificial Intelligence Conference and High Level Meeting on Global Governance of Artificial Intelligence held in Shanghai in July 2024. We welcome the African Consensus Declaration on Artificial Intelligence adopted at the High level Forum on Artificial Intelligence held in Rabat in June 2024.
4、 The Global Security Initiative provides strong impetus for joint action between China and Africa to maintain international peace and security
（21） We are willing to uphold the concept of common, comprehensive, cooperative, and sustainable security, work together to implement the Global Security Initiative, and carry out early cooperation on the Global Security Initiative. We will work together to implement the important consensus reached at the high-level meeting on "moving towards a common future of lasting peace and universal security, providing solid guarantees for modernization and development". We insist on solving African problems through African means and jointly promote the implementation of the "Eliminate Gunshots in Africa" initiative. China will actively participate in mediation and mediation of regional hotspot issues at the request of Africa, and make positive contributions to achieving peace and stability in Africa.
We believe that the African Peace and Security Architecture is a powerful and ideal normative framework for addressing the challenges and threats to peace and security on the African continent, and we call on the international community to support this framework. The African side appreciates China's proposal of the "Concept for Peaceful Development in the Horn of Africa". We reaffirm our close cooperation on non peaceful and security affairs at the level of the United Nations Security Council to safeguard common interests. We reaffirm the importance of maintaining peace and the role of United Nations peacekeeping operations in maintaining international and African peace and security. China supports the United Nations in providing financial support for autonomous peacekeeping operations in Africa in accordance with Security Council Resolution 2719. We appreciate Africa's efforts to combat the growing threat of terrorism in Africa, especially in the Horn of Africa and the Sahel region. We call for further tilting global counter-terrorism resources towards developing countries and helping African countries, especially those affected by terrorism, strengthen their counter-terrorism capacity building. We reaffirm our commitment to addressing the new maritime security threats faced by African coastal countries and combating transnational organized crime such as drug, weapons, and human trafficking. China supports the tripartite plan of peace, security, and development proposed by the African Union Development Agency and the New Partnership for Africa's Development, and will support the African Union Post Conflict Reconstruction and Development Center in implementing relevant plans.
（22） We are deeply concerned about the serious humanitarian disaster in the Gaza Strip caused by the current Israeli Palestinian conflict and its negative impact on global security. We call for the effective implementation of relevant resolutions of the United Nations Security Council and the United Nations General Assembly, and for an immediate ceasefire and cessation of hostilities. The Chinese side appreciates the important role played by the African side in promoting the end of the Gaza conflict, including promoting a ceasefire, releasing hostages, and increasing humanitarian aid. The African side appreciates the tremendous efforts made by China to support the just cause of the Palestinian people. We reaffirm the crucial importance of a comprehensive solution based on the "two-state solution" and support the establishment of an independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital and full sovereignty, to achieve peaceful coexistence between Israel and the Palestinian state. We call for support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East to continue fulfilling its responsibilities and avoid humanitarian, political, and security risks caused by its interruption or cessation of work. We support all efforts that are conducive to a peaceful resolution of the Ukrainian crisis. We call on the international community not to reduce its support and investment in Africa due to issues such as the Israeli Palestinian conflict and the Ukraine crisis, and actively support African countries in addressing global challenges such as food security, climate change, and energy crises.
5、 The Global Civilization Initiative injects vitality into the joint action of deepening cultural and civilizational dialogue between China and Africa
（23） We are willing to work together to implement the Global Civilization Initiative, strengthen cultural exchanges, and promote people to people connectivity. The African side highly appreciates the resolution proposed by China on the International Day of Dialogue among Civilizations at the United Nations, and is willing to jointly advocate for respecting the diversity of civilizations, promoting the common values of all mankind, attaching importance to the inheritance and innovation of civilizations, and actively promoting cultural exchanges and cooperation. The Chinese side highly appreciates the African Union's theme year of "Education for Africans in the 21st Century: Building Resilient Education Systems and Increasing Enrollment Rates for Inclusive, Lifelong, and High Quality Education in Africa" in 2024, and supports Africa's modernization of education through the "China Africa Talent Development Cooperation Program". The Chinese side encourages Chinese enterprises to strengthen the training and education of their African employees. China and Africa encourage lifelong learning and will continue to strengthen cooperation in capacity building such as technology transfer and education and training, jointly cultivating various talents for modernization of governance, economic and social development, technological innovation and efficiency improvement, and improvement of people's livelihood and well-being. We will further expand exchanges and cooperation in fields such as education, technology, health, tourism, sports, youth, women, think tanks, media, and culture, and strengthen the social foundation of China Africa friendship. China supports the hosting of the Youth Olympic Games in Dakar in 2026. China and Africa will strengthen personnel exchanges in various fields such as science and technology, education, economy and trade, culture, and tourism.
（24） We appreciate the joint publication of the "Dar es Salaam Consensus between China and Africa" by Chinese and African scholars, which puts forward constructive ideas on how to address current global challenges and fully consolidates the consensus of Chinese and African ideas and concepts. We support the strengthening of exchanges and cooperation between Chinese and African think tanks, and the sharing of development experiences. We believe that cultural cooperation is an important way to strengthen dialogue and mutual understanding among different civilizations and cultures. We encourage cultural institutions in China and Africa to establish friendly relations and strengthen local and folk cultural exchanges.
6、 Review and Prospect of the Forum on China Africa Cooperation
（25） Since its establishment in 2000, the Forum on China Africa Cooperation has focused on achieving common prosperity and sustainable development for the Chinese and African peoples. Its mechanism construction has been continuously improved, and practical cooperation has achieved remarkable results. It has become a unique and efficient platform for South South cooperation with reference and guidance, leading international cooperation with Africa. We highly appreciate the fruitful results achieved in implementing the follow-up actions of the "Nine Projects" proposed at the 8th Ministerial Conference of the 2021 Forum, the Dakar Action Plan (2022-2024), the 2035 Vision for China Africa Cooperation, and the Declaration on China Africa Cooperation in Response to Climate Change, promoting high-quality development of China Africa cooperation.
（26） We appreciate the unremitting efforts and outstanding work of the ministers from both sides who participated in the 9th Ministerial Conference of the Forum on China Africa Cooperation. In accordance with the spirit of this declaration, the Beijing Action Plan (2025-2027) of the Forum on China Africa Cooperation has been adopted, and both China and Africa will continue to closely cooperate to ensure the consistent and comprehensive implementation of the action plan.
（27） We thank President Xi Jinping of the People's Republic of China and President Faye of the Republic of Senegal for co hosting the 2024 Beijing Summit of the Forum on China Africa Cooperation.
（28） We express our gratitude to the Republic of Senegal for its contributions to the development of the Forum and China Africa relations during its co presidency from 2018 to 2024.
（29） We thank the government and people of the People's Republic of China for their warm reception and convenience during the Beijing summit of the Forum on China-Africa Cooperation of the Forum on China Africa Cooperation in 2024.
（30） We welcome the Republic of Congo and the Republic of Equatorial Guinea to take over as co chairs of the forum from 2024 to 2027 and 2027 to 2030, respectively. The 10th Ministerial Conference of the Forum on China Africa Cooperation will be held in the Republic of Congo in 2027.
