On September 5, 2021, the Central Committee of the Communist Party of China and the State Council issued the "Overall Plan for the Construction of the Hengqin Guangdong Macao Deep Cooperation Zone" (hereinafter referred to as the "Hengqin Plan"), endowing Hengqin with unprecedented institutional advantages, innovation momentum, and economic vitality. Over the past three years, the Hengqin Guangdong Macao Deep Cooperation Zone (hereinafter referred to as the "Cooperation Zone") has fully leveraged its inherent advantages in deep cooperation with Macao, achieved phased results in development and construction, and made every effort to accelerate the integration of Qinzhou and Macao. The first phase of the "Hengqin Plan" has accelerated the achievement of its goals and tasks. Data shows that there are actually 17061 enterprises in the "four new" industries in the cooperation zone, an increase of 20.1% compared to the end of 2021. The proportion of business entities registered with physical residences has increased from 13.8% when the cooperation zone was established to 38.8%, and the substantive operation of enterprises has significantly improved. Hengqin Island has a full amount of "Australian" content. Australian people and companies are accelerating their journey to Hengqin. Hengqin is a treasure trove that connects domestic and foreign markets and shares the benefits of the "two systems". Since its establishment, the cooperation zone has been based on the resource endowment and development foundation of Guangdong and Macao, focusing on the diversified development of Macao's industries, vigorously developing new technologies, industries, formats, and models, accelerating the construction of a unique new model of integrated development of the Qin Macao industry, and continuously empowering the development and growth of Macao's "1+4" industries. It is not difficult to see that the industrial agglomeration effect of the cooperation zone is gradually increasing, innovative leading enterprises are accelerating their establishment, and a trend of seeking common development is taking shape. A series of policy dividends continue to be released, including special measures to relax market access, 30 financial policies in Hengqin, a directory of encouraged industries, and measures to support the development of Australian funded enterprises. More and more Australian funded business entities are choosing to settle and develop in Hengqin. As of July this year, the total number of enterprises in Hengqin Australia reached 6365, an increase of 37.27% compared to the establishment of the cooperation zone. In the first half of this year, the preliminary calculation shows that the added value of Australian funded industries in the cooperation zone was 1.881 billion yuan, with an actual growth rate of 125.9%. On September 3rd, 256 new students from Macau, dressed in school uniforms and carrying backpacks, reported to Hengqin School affiliated with Haojiang Middle School, exuding vitality throughout the entire campus. As the first Australian children's school in the country, Haojiang Middle School Affiliated Hengqin School has officially opened, providing one-stop services from kindergarten to high school for Macau residents. Not far away, many Macau residents in Hengqin's "Macau New Neighborhood" have moved into their new homes, embarking on a new experience of dual city living. This is the first comprehensive livelihood project for Macau residents jointly built by Guangdong and Macau, and as of the end of August, over 1300 units have been subscribed. After three years of development, the living environment in the cooperation zone has gradually become similar to that of Macau, and more and more Macau residents are coming to Hengqin New Home for development. According to Huang Yujie, Director of the Livelihood Affairs Bureau of the Cooperation Zone, there are over 15000 Macau residents living and residing in the Cooperation Zone, over 5000 employed people, and over 270 Macau students studying in the Cooperation Zone. Nowadays, Hengqin has become a new choice for Macau residents, and the sense of gain, happiness, and security in working and living in Hengqin continues to improve. The integration of Qinhuangdao and Macao has taken a crucial step. The strategic positioning of the cooperation zone is special, and the new system of Guangdong Macao joint consultation, co construction, co management and sharing (hereinafter referred to as the "Four Communes") implemented in the zone is the most significant exploration and practice of cooperation and innovative breakthroughs among the major platforms for the construction of the Guangdong Hong Kong Macao Greater Bay Area. After the establishment of the cooperation zone, the governments of Guangdong Province and Macao Special Administrative Region directly participated in the construction of Hengqin. After a series of establishment of regulations and three years of adaptation and improvement, the functions of each participating entity have gradually been clarified, and work efficiency has significantly improved. Cao Jinfeng, Director of the Administrative Affairs Bureau of the Cooperation Zone, said, "Under the 'Four Communes' system, the development and construction of the Cooperation Zone has gained more autonomy. Two batches of 182 provincial-level administrative power adjustments in Guangdong are implemented by the Cooperation Zone Executive Committee and its working institutions, continuously empowering the delegation of power to the Cooperation Zone." More new explorations have been implemented in the Cooperation Zone. At midnight on March 1 this year, the Cooperation Zone officially implemented the policy of line management, becoming the first special region in China to implement this policy, and the integration of Qinhuangdao and Macao has made breakthrough progress. Taking the policy of dividing lines as an important lever, the cooperation zone continues to optimize important areas such as customs clearance supervision, cross-border financial management, and market access, so that Macao residents who study, work, start businesses, and live in the cooperation zone can feel a more similar living environment to Macao, and create valuable new development space for Macao's new industries and formats. Since the implementation of the policy six months ago, the passage of people, vehicles, and goods has been smooth and orderly. More than 9.3 million people have passed through the "first line" Hengqin Port, and over 1.03 million vehicles have entered and exited the country. About 892000 Macau residents have been quickly released through the New Home Channel. 3212 Macau residents have been approved to carry relevant animal and plant products into the cooperation zone, and have made appointments to carry 5021 batches of specific animal and plant products. More than 8.34 million vehicles have been released from the "second-line" channel, and 93 enterprises and institutions have obtained the qualification of tax-free import entities. The convenience of mainland residents and tourists entering and leaving Hengqin Island remains unchanged. 2024 marks the 25th anniversary of Macau's return to the motherland and is also a year of great test for the effectiveness of the first phase of the construction and development of the cooperation zone. After three years of practice and innovation, the blueprint of the "Hengqin Plan" has gradually become a realistic picture, and the amount of "Macao" in Hengqin Island is becoming more and more abundant, making the integration of Qinqin and Macao within reach in the future.
