Spring blossoms and autumn fruits bring abundant harvests. In this season of harvest, I am delighted to gather with old and new friends in Beijing to discuss the great plan for China Africa friendly cooperation in the new era. First of all, on behalf of the Chinese government and people, I would like to extend a warm welcome to all of you!
The friendship between China and Africa transcends time and space, mountains and seas, and is passed down from generation to generation. The establishment of the Forum on China Africa Cooperation in 2000 has significant milestone significance in the history of China Africa relations. Over the past 24 years, especially since the new era, China and its African brothers and sisters have moved forward hand in hand with the concept of sincerity and sincerity. We stand shoulder to shoulder and hold hands in the world's century long changes, firmly defending each other's legitimate rights and interests; We have strengthened our muscles and physical fitness in the tide of economic globalization, and achieved fruitful results that have benefited billions of people in Central Africa; We have worked together in the face of great disasters and epidemics, sharing joys and sorrows, and writing a touching story of China Africa friendship; We have always understood and supported each other, setting an example for a new type of international relations.
After nearly 70 years of hard work, China Africa relations are currently at their best in history. Looking towards the future, I propose to elevate the bilateral relations between China and all African countries that have established diplomatic relations to the level of strategic relations, and elevate the overall positioning of China Africa relations to a new era all-weather China Africa community with a shared future!

Realizing modernization is an inalienable right of all countries in the world. The process of Western modernization has brought profound suffering to many developing countries. After the end of World War II, third world countries represented by China and Africa successively achieved independence and development, constantly correcting historical injustices in the process of modernization. The People's Republic of China is about to celebrate its 75th anniversary, and is unswervingly promoting the great cause of building a strong country and national rejuvenation with Chinese path to modernization. Africa is also experiencing a new awakening and steadily moving towards the modernization goals outlined in the African Union's Agenda 2063. The dream of modernization pursued jointly by China and Africa will surely ignite a global trend of modernization in the South, and write a new chapter in building a community with a shared future for mankind.
——We must work together to promote a fair and reasonable modernization. To promote the modernization of the country, we must not only follow the general laws of modernization, but also be in line with the actual situation of the country. China is willing to strengthen the exchange of governance experience with Africa, support countries in exploring modernization paths that are suitable for their national conditions, and ensure equal rights and opportunities for all countries.
——We must work together to promote modernization that is open and win-win. Mutually beneficial cooperation is a sunshine path that conforms to the long-term and fundamental interests of all countries. China is willing to deepen cooperation with Africa in industries, agriculture, infrastructure, trade and investment, set a benchmark for high-quality joint construction of the "the Belt and Road", and jointly build a model for implementing global development initiatives.
——We must work together to promote modernization that puts people first. The ultimate goal of modernization is to achieve the comprehensive development of human freedom. China is willing to actively cooperate with Africa in talent cultivation, poverty reduction, employment and other fields, enhance people's sense of gain, happiness and security in the process of modernization, and jointly promote modernization to benefit all people.
——We must work together to promote modernization that is diverse and inclusive. The coordinated development of material civilization and spiritual civilization is the noble pursuit of modernization. China is willing to maintain close cultural exchanges with Africa, advocate mutual respect and inclusive coexistence among different civilizations in the process of modernization, and jointly promote the global civilization initiative to achieve more results.
——We must work together to promote eco-friendly modernization. Green development is a distinctive symbol of modernization in the new era. China is willing to help Africa build a "green growth engine", narrow the gap in energy accessibility, adhere to the principle of common but differentiated responsibilities, and jointly promote global green and low-carbon transformation.
——We must work together to promote the modernization of peace and security. Modernization cannot be achieved without a peaceful and stable development environment. China is willing to help Africa enhance its ability to independently maintain peace and stability, promote the implementation of global security initiatives in Africa, facilitate high-quality development and high-level security interactions, and jointly safeguard world peace and stability.

China and Africa account for one-third of the world's total population, and without modernization in Central Africa, there would be no modernization in the world. In the next three years, China is willing to join hands with Africa to promote modernization through the Ten Major Partnership Actions, deepen China Africa cooperation, and lead the modernization of the global South.
Firstly, the Civilization Mutual Learning Partnership Action. China is willing to work with Africa to create a platform for exchanging experiences in governance between China and Africa, establish a China Africa development knowledge network, and 25 China Africa research centers. Relying on the African Leadership Academy to cultivate talents in governing the country, 1000 African political party members are invited to China for exchange, deepening the exchange of experience in governing the party and the country between the two sides.
Secondly, the Trade Prosperity Partnership Action. China is willing to take the initiative to unilaterally expand market opening, and has decided to grant 100% tariff free treatment to all least developed countries, including 33 African countries, that have established diplomatic relations with China. China will become the first developing country and major economy in the world to implement this measure, and promote China's large market to become a great opportunity for Africa. Expand access to African agricultural products, deepen cooperation in e-commerce and other fields, and implement the "China Africa Quality Improvement Plan". China is willing to negotiate and sign a framework agreement on joint development of economic partnership with Africa, providing long-term, stable, and predictable institutional guarantees for China Africa trade and investment.
Thirdly, the action of industry chain partners. China is willing to work with Africa to create an industrial cooperation growth circle, focus on building a pilot zone for deep economic and trade cooperation between China and Africa, and launch the "Empowering Small and Medium sized Enterprises in Africa Plan". Jointly establish the China Africa Digital Technology Cooperation Center, build 20 digital demonstration projects, and embrace a new round of technological revolution and industrial transformation together.
Fourth, the Interconnection Partnership Action. China is willing to implement 30 infrastructure connectivity projects in Africa, work together to promote high-quality joint construction of the "the Belt and Road", and build a China Africa connectivity network with land and sea linkage and coordinated development. China is willing to provide assistance for the construction of the African Continental Free Trade Area, deepen logistics and financial cooperation, and support cross regional development in Africa.
Fifth, develop cooperative partner actions. China is willing to jointly issue a joint statement with Africa to deepen cooperation within the framework of the Global Development Initiative and implement 1000 "small but beautiful" livelihood projects. Inject funds into the China World Bank Partnership Fund to support Africa's development. Support the hosting of the 2026 Youth Olympic Games and the 2027 Africa Cup to promote development achievements that better benefit the people of Central Africa.
Sixth, the Health Partnership Action. China is willing to establish a China Africa Hospital Alliance with Africa to jointly build a joint medical center. Dispatch 2000 medical team members to Africa to implement 20 healthcare and anti malaria projects, promote Chinese enterprises to invest in drug production, and continue to provide assistance to Africa's epidemic situation to the best of their ability. Support the construction of African Centers for Disease Control and Prevention, and enhance the public health capacity of African countries.
Seventh, the Partnership Action for Promoting Agriculture and Benefiting the People. China will provide 1 billion yuan in emergency food aid to Africa, build 100000 acres of agricultural standardization demonstration zones, dispatch 500 agricultural experts, and establish the China Africa Agricultural Science and Technology Innovation Alliance. Implement 500 public welfare projects. Encourage Chinese and African enterprises to invest and start businesses in both directions, leaving industrial added value in Africa and creating no less than 1 million job opportunities for Africa.
Eighth, the People to People Exchange Partnership Action. China is willing to deepen the "Future Vocational Education in Africa" plan with Africa, jointly establish engineering and technical colleges, and build 10 "Luban workshops". Focusing on African women and youth, providing 60000 training opportunities. Jointly implement the China Africa "Cultural Silk Road" plan and the "Radio and Television Audiovisual Innovation Cooperation Plan". Both parties have agreed to designate 2026 as the "China Africa Cultural Exchange Year".
Ninth, the Green Development Partnership Action. China is willing to implement 30 clean energy projects in Africa, establish a meteorological early warning business platform, and carry out cooperation in disaster prevention, reduction, relief, and biodiversity conservation. Establish the China Africa Forum on the Peaceful Use of Nuclear Technology, jointly build 30 joint laboratories, carry out cooperation in satellite remote sensing, lunar and deep space exploration, and help Africa achieve green development.
Tenth, the Safe Partnership Action. China is willing to establish a partnership with Africa to implement the Global Security Initiative, create a demonstration zone for initiative cooperation, provide 1 billion yuan of free military assistance to Africa, train 6000 military personnel and 1000 law enforcement officers for Africa, and invite 500 young military officers to visit China. Carry out joint military exercises, training, and patrols between China and Africa, implement the "Operation to Help Africa Get Rid of Landmines", and jointly safeguard personnel and project safety.
In order to promote the implementation of the "Ten Major Partner Actions", the Chinese government is willing to provide 360 billion yuan in financial support in the next three years, including 210 billion yuan in credit funds and 80 billion yuan in various types of assistance, and promote Chinese enterprises to invest no less than 70 billion yuan in Africa. China will also encourage and support Africa to issue "Panda Bonds" in China, providing strong support for practical cooperation in various fields between China and Africa.

In July this year, the Third Plenary Session of the 20th Central Committee of the CPC was successfully held, making a systematic deployment to further comprehensively deepen reform and promote Chinese path to modernization. This will further profoundly change China, and will also provide new opportunities and inject new momentum for African countries and the common pursuit of modernization dreams between China and Africa.
There is a saying in Africa that goes' true friends are those who travel the same way '. On the path of modernization, not a single country can be left behind. Let us unite the mighty power of over 2.8 billion people from China and Africa, walk hand in hand on the journey of modernization, use the modernization of China and Africa to assist in the modernization of the global South, paint a new picture in the history of human development, and jointly promote the world towards a bright future of peace, security, prosperity, and progress!
